About this file

This is a Technical Specification Book for Contract PA2169, Remote Parking BAS-HVAC Rehabilitation, issued by Dallas-Fort Worth International Airport on June 3, 2026. The project involves rehabilitation of heating, ventilating, and air-conditioning (HVAC) systems and Building Automation Systems (BAS) at Control Plazas and remote parking facilities at DFW Airport. The specification document outlines comprehensive technical requirements across multiple divisions including general requirements, existing conditions, metals, thermal and moisture protection, openings, finishes, HVAC systems, electrical systems, and communications. The project includes selective demolition, asbestos abatement procedures, construction of new HVAC infrastructure with direct digital control systems, electrical system modifications, testing and balancing of HVAC systems, and final commissioning activities. The document references two separate Limited Asbestos Inspections dated February 2026 and February 17, 2026, for North and South Control Plazas respectively, indicating that asbestos management and abatement will be necessary components of the work.

The asbestos inspections identified one confirmed asbestos-containing material (ACM)—5% Chrysotile in concrete wall caulk at the North Control Plaza measuring 32 linear feet—and four presumed asbestos-containing materials (PACM) including ceramic wall and floor tile systems and mirror mastic. All identified ACM and PACM materials are rated as non-friable with a risk assessment level of R3, indicating no immediate action required but regular inspection and planned management. Licensed asbestos professionals must perform any abatement activities in accordance with Texas Department of State Health Services requirements and OSHA standards. The contractor is required to maintain an Asbestos Operations and Maintenance Plan, provide asbestos awareness training to all construction and maintenance staff, and contact the Environmental Affairs Department if additional suspect materials are encountered during construction. The technical specification book establishes detailed protocols for construction quality control, temporary facilities, protective measures on the airport operations area, waste management, and final system commissioning and documentation.

Laboratory analysis of the above-listed samples collected during the inspection indicated the presence of asbestos in the black concrete wall caulk (5% Chrysotile). All other sampled suspect materials indicated non-detect levels of asbestos.

4.0 ASBESTOS INSPECTION METHODS AND ANALYTICAL PROCEDURES

The inspection was performed in general accordance with the EPA Asbestos Hazard Emergency

Response Act (AHERA), National Emission Standard for Hazardous Air Pollutants (NESHAP), and Texas Asbestos Health Protection Rules (TAHPR); however, as with most scientific studies, an asbestos inspection is subject to various limitations, including access and observation limitations. Therefore, additional suspect asbestos-containing building materials (SACBM) may be present in inaccessible or concealed spaces. These spaces include but are not limited to pipe chases, spaces between walls, ceilings, doors, and floor cavities, the interior of mechanical components such as boiler cavities, interior ductwork, beneath foundation slabs, etc. If future renovation, demolition, or repair activities make these areas accessible, further sampling must be performed to confirm the presence or absence of asbestos. Any unsampled building materials must be presumed asbestos-containing building materials (PACBM) until additional sampling and laboratory analysis proves otherwise.

4.1 BULK SAMPLE COLLECTION METHODOLOGY

Prior to collecting any samples, materials considered as Homogenous Areas (HA’s) were identified and listed to develop a sampling strategy. A homogeneous area can be described as one or more areas that are similar in appearance and texture, and that have the same installation date and function. The actual number of samples collected from each homogeneous sampling varies based on the type of material and the professional judgment of the inspector. Determination of Homogenous Areas is determined based on the following criteria:

• Similar physical characteristics (same color and texture)

• Application (sprayed-on, troweled-on, assembly into a system)

• Material function (thermal system insulation, floor tile, wallboard system, etc.)

• Same date of installation

4.2 NON-SUSPECT ASBESTOS-CONTAINING MATERIALS

For building materials that a licensed asbestos inspector has determined as “non-suspect asbestos-containing materials,” bulk samples were not required to be collected. Examples of building materials that are considered non-suspect include plastic, PVC, fiberglass, foam, rubber, silicone, glass, wood, and metal.

The following non-suspect materials were observed during the on-site inspection:

4.3 ANALYTICAL PROCEDURES

The analytical method used to determine the asbestos content of bulk samples collected for

SACBM was polarized light microscopy (PLM) with dispersion staining, EPA Method 600. A material is considered by the USEPA to be asbestos-containing if at least one (1) sample collected from the homogenous area has asbestos present in concentrations equal to one percent (≥1.0%).

If bulk sample analysis was between 2% to 5% asbestos, the use of EPA Point Count Method

400/1000 was utilized to confirm if regulated amounts of asbestos were present. Samples were analyzed through EAD’s current contractual agreement with Cates Laboratories.

5.0 OBSERVATIONS AND FINDINGS

The LAI was performed on February 2, 2026. All sampling procedures were in accordance with federal and state protocols. During the inspection, no additional building materials were observed, and no additional building samples were collected. The Sample Location Map is in Appendix A.

9.0 RECOMMENDATIONS

Based on the laboratory analysis, asbestos-containing materials identified during the inspection included black concrete wall caulk (5% Chrysotile). Per requirement of State and Federal

Regulations, abatement of ACM will be required prior to any repair, demolition, renovation, or any other activities that have the potential to disturb the material. Trained Asbestos Professionals licensed by the Texas Department of State Health Services shall perform asbestos abatement and air monitoring.

Also, Based on laboratory analysis and field reconnaissance, suspect materials sampled within the inspection area were non-detect for asbestos. However, in an effort to limit destructive sampling or inaccessibility, ceramic floor and wall tile systems, and mirror mastic shall be presumed as asbestos-containing materials (PACMs). Further sample collection and laboratory analysis of these building materials will be required to determine the presence or absence of asbestos. Details regarding the type, location, and condition of PACM can be located in the

Presumed Asbestos-Containing Building Materials section of this report.

If presumed asbestos-containing materials or materials other than plastic, PVC, fiberglass, foam, rubber, silicone, glass, wood, and metal are to be disturbed that are not covered in this report, additional sampling will need to be performed to identify the absence or presence of asbestos.

Construction, maintenance, and custodial staff shall have asbestos awareness training compliant with OSHA 29 CFR 1926.1101 or 1910.1001. This report has been prepared by the Dallas/Fort

Worth International Airport, Environmental Affairs Department, for the exclusive use of the DFW

Airport Board. Any use of or reliance on this report by a third party shall be at such party’s sole risk.

1.0 INTRODUCTION

This report provides detailed information and asbestos bulk sampling results following a comprehensive asbestos inspection of the North Control Plaza facility.

The scope of services for this inspection includes the identification, location, quantification, and sampling of SACBM within the study area of the subject property. Sampling was conducted by Mr. Gonzalo Correa (TDSHS License No. 60-3095) and Mr. Edgar Roque (TDSHS License No.

60-3615) under the guidance of Mr. Javier Araya of DFW Airport’s Environmental Affairs Department (EAD).

2.0 SITE DESCRIPTION

The North Control Plaza was constructed in the 1970s and is located at 1491 N. International Pkwy. in DFW Airport, Texas. The one-story building encompasses approximately 7,500 square feet and is used for administration offices for access control. The facility was occupied at the time of the inspection.

The building was constructed with tilt-up concrete walls, an interior open web joist system, on a poured-in-place concrete slab with a flat roof. The building’s exterior is finished with concrete, glass doors, and windows. The building’s interior is finished with suspended ceiling tiles, wallboard, concrete, carpet, wood, ceramic, and vinyl floor tiles.

3.0 ASBESTOS OPERATIONS AND MAINTENANCE (O&M) PLAN

DFW Airport’s Environmental Affairs Department maintains an Asbestos Operations and Maintenance (O&M) Plan for work performed in board-owned facilities that have been confirmed to contain or have been presumed to have asbestos-containing building materials. The O&M Plan provides guidelines for work activities that could potentially disturb asbestos-containing materials (ACM). For additional information or to obtain a copy of the O&M plan, please contact the Environmental Affairs Department.

4.0 ASBESTOS INSPECTION METHODS AND ANALYTICAL PROCEDURES

The inspection was performed in general accordance with EPA Asbestos Hazard Emergency Response Act (AHERA), National Emission Standard for Hazardous Air Pollutants (NESHAP), and Texas Asbestos Health Protection Rules (TAHPR); however, as with most scientific studies, an asbestos inspection is subject to various limitations, including access and observation limitations.

5.0 BULK SAMPLE COLLECTION METHODOLOGY

Prior to collecting any samples, materials considered as Homogenous Areas (HA’s) were identified and listed to develop a sampling strategy. A homogeneous area can be described as one or more areas that are similar in appearance and texture, and that have the same installation date and function. The actual number of samples collected from each homogeneous sampling varies based on the type of material and the professional judgment of the inspector. Determination of Homogenous Areas are determined based on the following criteria:

• Similar physical characteristics (same color and texture)

• Application (sprayed-on, troweled-on, assembly into a system)

• Material function (thermal system insulation, floor tile, wallboard system, etc.)

• Same date of installation

6.0 ANALYTICAL PROCEDURES

The analytical method used to determine the asbestos content of bulk samples collected for SACBM was polarized light microscopy (PLM) with dispersion staining, EPA Method 600. A material is considered by the USEPA to be asbestos-containing if at least one (1) sample collected from the homogenous area has asbestos present in concentrations equal to one percent (≥1.0%).

If bulk sample analysis was between 2% to 5% asbestos, the use of EPA Point Count Method 400/1000 was utilized to confirm if regulated amounts of asbestos were present. Samples were analyzed through EAD’s current contractual agreement with Cates Laboratories.

7.0 MATERIAL RISK ASSESSMENT

A condition assessment was performed for materials confirmed as asbestos-containing (≥1% asbestos content) or presumed as asbestos-containing building materials. The physical condition assessment includes evaluating the condition, assessing the potential for disturbance, and determining the friability of each building material. Friability is a term used to describe the ease with which a building material inherently lends itself to disturbance. By definition, "friable" materials are those that can be crumbled or reduced to powder by hand pressure when dry. Each material on the list was further classified into one of three categories, which have specific sampling requirements for each category. Suspect ACMs were then assessed by their condition as good (intact), fair (damaged), or poor (significantly damaged) per Title 40 Code of Federal Regulations Part 763. Observed material with localized significant damage was also assessed as poor.

The Asbestos Register Section contains all data collected during the re-inspection. Each element is fully detailed with a material assessment, photograph, and relevant comments and recommendations. The initial risk level assessments within this report are for those building materials that have been confirmed as asbestos-containing or presumed as asbestos-containing.

This assessment aims to clarify the potential for a material to release fibers into the air. The following tables represent the scoring strategy for the initial risk level assessment and indicate the scoring degree of those points that are considered.

7.1 BUILDING MATERIAL VARIABLES

Sample Variable Score Example of Scores

Product Type

Asbestos reinforced composites – Non-friable materials such as plastics, resins, mastics, felts, vinyl, cement products, and similar bound materials.

Materials of a medium asbestos content and low friability – Friable materials such as wallboard, textiles, and gaskets.

Materials of high asbestos content and high friability – Thermal System Insulation (TSI), spray-applied fireproofing, loose asbestos packing, filled padding, and debris.

Sample Variable Score Example of Scores

Material Condition

0 Undamaged (Good) - No visible signs of damage 1 Damaged (Minor) - Light material surface abrasion/abrasion to edges

Damaged (Fair) - Evidence of loose asbestos fiber protruding from the material / poor condition of material is notable

Significantly Damaged (Poor) - Significant damage to materials often resulting in the short-term production of asbestos-containing debris/delamination of sprays and thermal insulation/asbestos debris

Sample Variable Score Example of Scores

Material Accessibility

Normally inaccessible or occasionally accessed – The ACM will not be accessed or is unlikely to be disturbed

2 Periodically accessed – The ACM is likely to be disturbed occasionally 3 Frequently accessed – The ACM is routinely and easily disturbed

7.2 GENERAL INTERPRETATION OF RISK ASSESSMENT LEVELS

Risk Assessment Level Interpretation of Recommended Control Action

R1 (Score 7-9) Immediate Implementation

R2 (Score 4-6) As soon as practicable – in the interim period material should be regularly inspected and its management planned for

R3 (Score 1-3) No immediate action is required – material should be regularly inspected, and its management planned for

7.3 MANAGEMENT OF ASBESTOS-CONTAINING MATERIALS

In addition to the risk assessment level assigned to confirmed and presumed asbestos-containing building materials, a management control action recommendation is also made. It must be noted that the recommendations are made on the basis of prevailing material conditions and access at the time of the re-inspection and, as such, are intended solely as a guide to assist in the effective control of the materials concerned. Where doubt may be raised about the action that should be taken regarding an asbestos-containing material, measures should be implemented to a degree that reflects either those of higher risk or a more in-depth risk assessment should be carried out.

This risk assessment may account for greater knowledge of the material's location (i.e., greater than that of the surveyor at the time of re-inspection) or knowledge (current or future) of activities or works surrounding or concerning the material. The current recommendations conventionally made following inspections may include the following:

Recommendation Description Notes

Air Monitoring A sampling of air for asbestos fiber concentration. Necessary where a risk of fiber exposure is present.

Air sampling and analysis shall be performed by properly licensed third-party organizations.

Access Restriction Restriction of access to area/location only to personnel wearing appropriate PPE.

The suitability of PPE must be carefully assessed, and procedures invoked to ensure these control measures are adhered to.

Access Prohibition Prohibition of access to area/ location to all personnel.

The area should be marked clearly with asbestos warning stickers.

Environmental Clean

A clean-up of areas following disturbance of asbestos or discovery of loose asbestos dust/debris/material.

Cleanup such as vacuuming, wiping, and bagging debris. The work shall be performed by properly licensed third-party organizations.

Material Repair Repair of the material in such a manner as to minimize the release of asbestos fibers.

Recommended as an alternative to removal, where reasonably safe to do so. The work shall be performed by properly licensed and certified third-party organizations.

Material Encapsulation

Encapsulation of the material in a manner that ensures the complete enclosure of any remaining asbestos fibers.

A possible alternative to their removal, where reasonably safe to do so. The work shall be performed by properly licensed and certified third-party organizations.

These samples were analyzed by layers. The overall percent asbestos for the sample is reported when relevant. The EPA considers a material to be asbestos containing only if it contains greater than one percent asbestos by Calibrated Visual Area Estimation (CVAE). EPA regulations also indicate that Regulated Asbestos Containing

Materials (RACM) – materials that are friable or may become friable – be further analyzed by point counting when the results indicate less than ten percent asbestos by CVAE. CatesLab utilizes CVAE on a routine basis and does not include point counting unless specifically requested by the client. The results may not be reproduced except in full.
