1.0 INTRODUCTION

1.1 BACKGROUND: The Engineering Technical Services Department of NATEC provides Engineering

Technical Services (ETS) in support of Naval Aviation weapons systems throughout their sustainment life-cycle. In addition to aircraft programs, NATEC is responsible for ETS services in support of all associated systems and equipment. The objective of ETS is to develop the technical skills and abilities of Navy and Marine

Corps military and civilian personnel who are responsible for the operation and maintenance of their assigned aviation weapon system/program. Weapon system maintenance, along with maintenance on associated support equipment, is essential for its successful performance in a military role and is therefore indispensable for both current deployments and national security. It is essential that aircraft be mission-ready and able to perform their military tasking with the minimum possible failures or faults. Military and civilian personnel responsible for maintaining these weapons systems are often insufficiently prepared with the requisite knowledge and skills to achieve required levels of readiness, particularly on new or modified systems, generating a need for continuous expert level support and training.

1.2 SCOPE: NATEC, San Diego, CA requires Contractor Engineering Technical Services (CETS) be provided at various Fleet shore activities for the purpose of informing, instructing, and training Navy and Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance of aircraft systems. Additionally, CETS will provide technical guidance and advice to resolve unusually complex technical problems. Contractor Field Services (CFS) technical expertise is categorized by Aviation Core Disciplines. This acquisition is for CETS type of ETS in support of, but not limited to C-40 and P-8 aircraft Avionics, Airframe and associated support equipment listed in paragraph 3.3.4.
