About this file
This is a Request for Proposal (RFP) document issued by the AHA (Housing Authority) in New York for professional security officer services at residential facilities. The RFP solicits proposals from qualified, licensed, and insured firms to provide security services. The document establishes a competitive procurement process based on "Best Value" evaluation criteria rather than lowest cost alone. The specific response deadline, due date, bidder's conference details, site visit requirements, and contract award date are not specified in the provided excerpt. The contract term and any renewal options are not detailed in this section of the document.
Pricing information must be submitted on the completed Attachment G Pricing Sheet. The RFP does not identify any set-asides, incumbent contractors, or specific funding amounts and sources in the provided section. Proposers must submit proposals in a tabbed format addressing seven key areas: pricing sheet, HUD forms 5369-B, 5369-C, and 5370-C, firm profile, proposed services and demonstrated understanding of requirements, managerial capacity and financial viability with professional resumes, client references (minimum three with contact information), and Equal Employment Opportunity and Sexual Harassment policies. The AHA will conduct evaluations through a committee and forward recommendations to the Board of Commissioners for final approval. Contract negotiations may occur before or after board approval. All proposers will receive notification of evaluation results, placement rankings, submitted costs, and their rights to debriefing and protest. The successful proposer must execute the AHA's standard contract form, and prospective bidders must notify the AHA in writing prior to submission if unwilling to accept any mandatory contract provisions.

3.0 PROPOSAL FORMAT:
Tabbed Proposal Submittal: The AHA intends to retain the successful proposer pursuant to a "Best Value" basis, not a "Low Proposal" basis ("Best Value," in that the AHA will, as detailed within the following Section 4.0, consider factors other than just cost in making the award decision). Therefore, so that the AHA can rigorously evaluate the offers received, all proposals submitted in response to this RFP must be formatted in accordance with the sequence noted following. Each category must be separated by numbered index dividers (which number extends so that each tab can be located without opening the proposal) and labeled with the corresponding tab reference also noted below. None of the proposed services may conflict with any requirement the AHA has published herein or has issued by addendum.
Tab Description
1 Form of Proposal
Pricing Sheet Attachment G. Insert completed and signed Pricing Sheet under this tab.

5 Managerial Capacity/Financial Viability: Detailing the proposer's description of its managerial and financial capacity to deliver the proposed services, including brief professional resumes for the people identified within the pricing sheet. Such information should include the proposer's qualifications to provide the services, a description of the background and current organization of the firm.
6 Client Information: The proposer shall submit a listing of former or current clients, including any other Public Housing Authority, for whom the proposer has performed similar services. The listing shall include a brief description and scope of the service(s) and the dates the services were provided;

Ties: In the case of a tie in points awarded, the award shall be decided as detailed within Section 6.12.C of HUD Procurement Handbook 7460.8 REV 3, by "drawing lots or other random means of selection."
Award Recommendation: It is anticipated that the final rankings will be forwarded to the AHA Board of Commissioners (BOC) at a regularly scheduled board meeting for approval. The AHA BOC will then make its determination as to whether to follow the evaluation committee's recommendation. Contract price negotiations may, at the AHA's option, be conducted prior to or after the BOC approval.
Notice of Results of Evaluation: If an award is completed, all proposers will receive by e-mail a Notice of Results of Evaluation. Such notice shall inform all proposers of:
Which proposer received the award.
Where each proposer placed in the process because of the evaluation of the proposals received.
The cost or financial offers received from each proposer.
Each proposer's right to a debriefing and to protest.
Restrictions: All people having familial (including in-laws) and/or employment relationships
(past or current) with principals and/or employees of a proposer entity will be excluded from participation on the AHA evaluation committee. Similarly, all persons having ownership interest in and/or contract with a proposer entity will be excluded from participation in the AHA evaluation committee.
CONTRACT AWARD: Contract Award Procedure: If a contract is awarded pursuant to this RFP, the following detailed procedures will be followed:
Contract Conditions: The following provisions are considered mandatory conditions for any contract award made by the AHA pursuant to this RFP:
Contract Form: The AHA will not execute a contract on the successful proposer's form.
Contracts will only be executed on the AHA form and by submitting a proposal the successful proposer agrees to do so (please note that AHA reserves the right to amend this form as the AHA deems necessary). However, the AHA will during the RFP process (prior to the submittal deadline) consider any contract clauses that the proposer wishes to include therein and submits in writing a request for the AHA to do so; but the failure of the AHA to include such clauses does not give the successful proposer the right to refuse to execute the AHA's contract form. It is the responsibility of each prospective proposer to notify the AHA, in writing, prior to submitting a proposal, of any contract clause that he/she is not willing to include in the final executed contract and abide by. The AHA will consider and respond to such written correspondence, and if the prospective proposer is not willing to abide by the AHA's response (decision), then that prospective proposer shall be deemed ineligible to submit a proposal.
