About this file
This addendum to RFP P22-17, issued by Forsyth County Schools in Georgia on August 30, 2022, modifies the original Monument Signs solicitation to expand vendor options for LED message boards. The primary change allows vendors to submit alternative message board manufacturers in addition to or instead of the originally specified Daktronics boards, provided the alternatives meet or exceed all material Daktronics specifications. Vendors proposing alternate products must submit detailed technical specifications documenting how their proposed solution meets or exceeds current Daktronics capabilities, including differences in technical specifications, control software, construction materials, installation requirements, warranty coverage, and lifespan data. The addendum requires vendors to demonstrate recent K-12 installation experience with their proposed alternate product, provide comprehensive warranty and service information including nearest service location and parts availability, and confirm current lead times and ability to secure and store all message boards prior to installation. The original RFP closing date remains unchanged despite the modifications.
The addendum establishes critical requirements for any alternate board manufacturer consideration, including compatibility with existing Daktronics control systems or provision of alternative control solutions capable of managing any remaining Daktronics boards within the system. Vendors must outline training protocols that address one central office department and one administrator per school with an installed board. A significant addition requires that the new contract include service and support for three existing Daktronics signs currently in the system, concurrent with installation and support of new boards. Vendors proposing alternatives bear the responsibility of proving their product meets or exceeds all material specifications, while Forsyth County Schools retains final determination authority on approved alternatives. The contract explicitly clarifies that FCS assumes no responsibility for warranty commencement, damage, or theft of units until installation is complete and signed off for payment.

RE: P22-17, Modifications to Monument Signs
This addendum is to notify all participating vendors of the following revisions to RFP P22-
07, Modifications to Monument Signs.
ITEM ONE
Section 4.2 Special Terms & Conditions / Daktronics LED Message Boards
FCS has revised the RFP document and language in this section to allow vendors the option to submit a make and model message board other than the approved Daktronics boards referenced. If you are considering submitting an alternate product for evaluation under this RFP, all submissions shall follow the requests and guidelines detailed below. Please note that the current Daktronics make and models listed in the drawings are the current basis for design and any proposed alternate under this addendum must meet or exceed the current Daktronics specifications in all material elements, as well as, demonstrate the ability to function equal to or better the current approved product.
1) Vendor is encouraged to provide a quote as specified in addition to an alternate although that is not a requirement for consideration.
2) Any request for consideration other than the approved Daktronics models listed in the RFP shall include detailed specifications that indicate how the proposed product meets or exceeds the current Daktronics specifications listed in the RFP. Any deviations or differences must be noted and documented for FCS to easily evaluate. Be sure to include any variances in technical specifications, control software, construction material and installation requirements, warranty coverages and relevant lifespan data.
NOTE: It is the responsibility of the Vendor suggesting an alternative to prove that the alternate meets/exceeds all material specification and not the responsibility of FCS to disprove the same. That said, FCS shall determine if any alternate product is accepted as an approved alternative.
3) Consideration to consider an award utilizing an alternative board manufacturer will include a comprehensive evaluation of if/how changing manufacturers may alter other elements of the turn-key project. IE: monument installation etc
4) Section 3.1.5 in the RFP document regarding experience in K-12 should now include the most recent installations of the proposed alternate product specifically in the K12 environment.
5) Section 4.5 in the RFP document requests information regarding warranty and service. Be sure to provide details regarding your warranty program to include nearest service location, lead times, parts availability etc.
6) Include in your response the current lead time for the product you are proposing. Confirm your ability to secure all message boards and your plan for storing and releasing boards when needed for installation.
7) Pertaining to the securing of all Boards at contract commencement- please detail how you will accomplish (IE your warehouse, manufacturer facility etc) and acknowledge that
FCS will not be responsible for:
a. Warranty Period commencement
b. Damage/theft etc
Until the units have been installed and signed off for payment as detailed in the RFP
8) Software- Currently Daktronics signs are controlled through the Venus Control Suite.
FCS expects that any alternative solution meet/exceed the material functions of that control software and have the Ability to control any Daktronics boards that are to remain in the system. If your software cannot control existing Boards, please provide your solution.
9) Training- Discuss recommended training protocols keeping in mind that training must include one central office department and one administrator at each school in the system which has a board under this contract.
ITEM TWO
Regardless of the manufacturer selected, this addendum adds to the General Specification that the new contract must include the service and support of the three existing Daktronics signs concurrent with the other boards to be installed.
NOTE: Due to internal considerations, this Addendum does not change the RFP closing date as originally published.
