Buffalo National River Hazardous Wood Fuels Reduction Project

FY 2018

2. PROJECT LOCATION

A. Buffalo National River Harrison, Arkansas 72601

3. PERIOD OF PERFORMANCE

A. Begin work early- to mid-October 2017

B. Firm completion date of not later than April 1, 2018

4. SCOPE OF WORK – Execution of this contract will provide for the prevention and control of wildfires.

The work of this contract will consist of the Contractor providing all labor, qualified supervision, materials, tools, equipment, supplies, incidentals, and other services and expertise necessary to perform reduction of hazardous wood fuels, approximately 225 acres, throughout three locations at Buffalo National River, Harrison, AR, as described herein and at the locations as depicted on the maps found at the end of this document. The Contractor will be responsible for the entire scope of the contract; all work required by the project documents shall be accomplished even though minor items/services required may not be specifically mentioned.

A. FIRELINE CONSTRUCTION (cut and scatter): See Map #3, 2018 Line Construction.

Construct a 60-foot wide fire control line. Thin approximately 1.5 miles of 60-foot wide fire control line (approximately 12 acres) through hardwood forest paralleling the Ozark Campground road shoulder.

B. THINNING TREES (cut and pile):

(1) Thinning Unit 1 – See Map #1: Thin approximately 146 acres of glade restoration area to reduce hazardous fuels build-up and to provide fire protection to adjacent rural communities. The trees to be cut are all trees 4 inches DBH and less.

(2) Thinning Unit 2 - See Map #2: Thin approximately 67 acres of historic landscape restoration area to reduce hazardous fuels build-up and to provide fire protection to adjacent rural communities. The trees to be cut are all Eastern Red Cedar.

C. The area consists of moderately steep slope with rock out crops and broken terrain.

Mechanical equipment access is not possible.

D. There may be trees in work area(s) locations that may be identified for leave trees. The Park will clearly mark those trees in those locations. Marked leave trees are to remain untouched and left in place by the Contractor.

E. If drainage areas are encountered during contract performance, the Park’s Project Inspector will provide the contractor with buffer distances around them that are to be avoided by the contractor regardless of whether or not trees are cedar or fall within the specified ranges for fire line establishment. Buffer distances will differ but no buffer distance shall exceed 10 feet from either side of the drainage.

F. The contractor is to anticipate that the designated Park Inspector(s) will inspect work daily and will be available to answer any questions.

5. ADDITIONAL REQUIREMENTS AND/OR RESTRICTIONS - The following items listed below shall meet the standards and the specifications as described.

A. Contractor shall have a qualified site supervisor at the contract site at all times while work is being performed, to include any work that may be performed by Contractor’s subcontractors.

The supervisor shall be familiar with the scope and specifications of the work of the contract, and shall have a copy of this Project Manual on him/her while on site.

B. Contractor shall submit a Safety/Accident Prevention Plan and a Communications Plan.

These plans are to be submitted with the Contractor’s quote.

C. It is expected the Contractor shall be at the contract site performing each work day.

Contractor shall notify the Park’s Project Inspector as soon as possible when adverse weather conditions are preventing the Contractor from performing at the work site.

D. Allowable Equipment: Hand felling with chainsaws or similar equipment will be needed.

Limited vehicular access will be allowed.

E. During Contractor’s performance of the work, should adverse weather conditions place the

Park in extreme fire danger (as determined by Arkansas Park Group Fire Management), the Park reserves the right to temporarily restrict contractor’s work at the contract site if the determination is made that continuation of Contractor’s operations creates an unacceptable risk of wildfire ignition.

F. No government equipment will be available for the Contractor’s use during this contract.

G. No activities outside the work zone are permitted.

H. The normal working hours for Park Staff are 7:00 a.m. to 5:30 p.m., Monday through Friday.

The Park reserves the right to restrict contractor working hours to Operational Hours only.

No weekend or federal holiday work is contemplated under this contract.

I. At no time shall any artifacts or any other material, not specifically identified in this contract, be removed.

J. Work shall not impede or limit visitors, park employees, and/or traffic in the Park or on state or county roads or highways.

K. Contractor is responsible for clearly marking work areas for safety purposes as it relates to visitors, by-standers, passerby vehicles, etc., and provide adequate barriers where needed, in a type approved by the Park’s Project Inspector.

L. Contractor is responsible for conducting work in a safe manner to prevent injury / harm / damage to Contractor’s employees, to any persons that may enter the area by any method, to Contractor’s properties, and to the properties of the Government and other’s.

6. SECURITY OF EQUIPMENT AND PROJECT

A. The Contractor may leave equipment at the work site during the period of performance. The

Contactor shall be solely responsible for the equipment if it is lost, stolen or damaged.

B. Contactor shall be responsible for providing sanitation facilities for his/her crew and/or subcontractors, the placement of which must be approved by appropriate NPS staff.

C. The Contractor may park/stage equipment only in designated areas.

7. SPECIFICATIONS

A. FIRELINE CONSTUCTION - The contractor shall thin (cut and scatter) in the aforementioned location, all species of trees and brush up to 6 inches DBH to create a fire control line for future prescribed fires and to create a defensible wildfire protection area around the wildland urban interface (WUI), as specified, and summarized, as follows:

(1) Construct a 60-ft wide fire control line along and parallel to a line marked with flagging or NPS boundary markers (when flagging is not present the NPS boundary becomes the outside of the control line). In the case of the Ozark Campground, the line is to be constructed parallel from the edge of the improved road, going perpendicular no more than 60 feet from the road’s edge.

(2) Cut and remove all species of trees and brush up to 6 inches diameter at breast height (DBH).

(3) Cut and remove all brush, and dead and down.

(4) Remove all debris from cutting projects by relocating and scattering at least 100 feet away from the fire control line (onto NPS property) or remove debris from NPS property. Once relocated, the cut trees and woody debris will be broadly scattered and will be less than 24 inches above ground level, leaving no piles, and no areas of heavy debris concentration. If debris is removed from the contract site, it may only be removed where suitable access is allowed, and the worksite impact to soil must be minimal, and the proper disposal of debris is the responsibility of the Contractor.

B. THINNING TREES: The Contractor shall thin (cut and remove or pile) from the aforementioned locations, as follows:

(1) All cedar trees, regardless of size, unless identified otherwise by the Park’s Project

Inspector.

(2) Hardwood trees 4 inches and less.

(3) Multi-stemmed trees.

(3) Completely cut and sever from the base of the tree.

(4) Maximum stump height is to be no more than 3.0 inches.

(5) Minimum stump height is to be no less than 1.0 inch above ground.

(6) All cut trees, unless identified elsewhere by the Park’s Project Inspector, shall be mulched. Mulch must be spread evenly over the work site.

(7) Brush piles must be piled into tight, burnable piles. The piles should be no larger than 8 feet in diameter, and no taller than 6 feet. Piles are not to be placed near “leave / save” (any hardwood or species other than cedar, unless marked) trees that would be damaged by burning the pile. When possible, piles shall be placed on open or rocky areas or previous burn areas. Piles are to be placed in locations where they are not visible to the public.

C. FOR ALL ACTIVITIES

(1) The sites are generally flat to steeply sloping, and are made up of eastern hardwood forest and shrubs. Species composition are primarily oak, hickory and cedar. Trees range in height from 5-60 feet. Trees are both scattered and also densely grouped throughout the units. Diameters average approximately 12-18 inches.

(2) Ground disturbance shall be kept to a minimum. Ground disturbance deeper than

6” anywhere on the park is not acceptable. Contractor shall be responsible for rehabilitation at Park Service Standards if this occurs. If ground disturbance occurs, work shall be immediately stopped and appropriate NPS personnel shall be notified to assess the area, determine extent of disturbance/damage, and establish a course of action for rehabilitation by the Contractor.

(3) The following defects will NOT be acceptable or allowed by the Government:

(a) NO hang-up trees,

(b) NO live limbs on stumps,

(c) NO partially-cut trees,

(d) NO barber-chair trees with uncut bark and wood,

(e) NO stumps greater than 3.0 inches in height or less than 1.0 inch in height,

(f) NO missed cedar tree will be allowed,

(g) NO single- or double- stemmed trees greater than 4-inches diameter or no-cut trees are to be damaged or cut,

(h) NO slash is allowed to be left out on any trail or any road or private property.

8. QUALITY CONTROL AND MONITORING - The Contractor shall be solely and fully responsible for satisfactory completion of the contract, and for compliance to its specifications, performance timeliness, and its terms and conditions through Contractor-provided quality control and monitoring.
