This document reiterates and emphasizes information in the Request for Proposals (RFP) and is provided solely for the convenience of prospective proposer. Refer to the RFP for detailed requirements.
Who can participate in this procurement?
This procurement is set-aside for small business concerns in accordance with FAR Part 19.5.
The NAICS code is 237310, Asphalt paving. To qualify as a small business under this NAICS code, the firm must be organized as for-profit, with average annual gross revenue for the past three years under $36.5million.
What is the estimated value?
In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000.
Will there be a site visit?
Yes. A group site visit is scheduled for Tuesday, June 27, 2017, at 10:00 am. Meet at the White River Entrance Station.
What types of bonds and insurance will be required?
Bid Bond (FAR clause 52.228-1) 20% of bid price Payment bond (FAR clause 52.228-15): 100% of awarded price.
Performance bond (FAR clause 52.228-15): 100% of awarded price Liability and worker’s compensation insurance (FAR clause 52.228-5).
On what basis will you select the successful proposal?
Proposals received by the Government will be evaluated using the Contracting by Negotiation Procedures in FAR Part 15. NPS will select the single proposal that represents the best overall value to the government based on price, technical, and past performance factors. Review the instructions and evaluation factors in Sections L and M before submitting your proposal.
What type of contract will be issued?
All work will be performed under a single firm-fixed-price contract subject to the Construction Wage Rate Requirements in FAR Part 22.4.
System for Award Management (SAM) Registration Requirements The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal government. There is NO fee to register at this site.
Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov.
How may I submit my proposal?
Your proposal must be sent by e-mail to pam_griffin@nps.gov. Email quotes must contain a signature. The proposer bears full responsibility for on-time delivery of the proposal to the Contracting Officer; there will be no relief given for undeliverable e-mails or those not received in time.
When is my proposal due?
Unless changed by amendment, your proposal is due by the date and time specified in Item 13 of the Standard Form 1442, Solicitation, Offer, and Award. If the offer due date is extended, the new due date and time will be stated in the associated amendment.
How will I know if the solicitation has changed?
The official electronic Request for Proposals (RFP) is posted at www.FBO.gov. Prospective proposers will be required to visit this website periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
