P17PS00507, Two Phase Design / Build Solicitation for Emergency Replacement of Cavern Elevators #3 and #4 Equipment.
Subject: Issuance of Phase 1 – Request for Capabilities (RFC)
GENERAL: The National Park Service anticipates awarding a firm fixed price design-build contract based upon the two phase selection process defined in Federal Acquisition Regulations (FAR) Subpart 36.3. This notice represents solicitation of qualification statements as phase 1 of the 2 phase selection process.
Design-Build firms that meet the requirements of this announcement are invited to submit qualification statements that address the phase 1 evaluation criteria noted below. The Government shall evaluate responses that meet the requirements of this announcement to determine the most qualified design - build firms relative to the phase 1 evaluation criteria. Up to five of the most highly qualified design-build firms will be short-listed to participate in phase 2 of this design-build selection process. In phase 2, those firms short-listed will be sent a Request for Proposal (RFP) which addresses the phase 2 source selection process. Each short-listed offeror will be required to submit their phase 2 proposal within 30 days after issuance of the phase 2 RFP. The Government shall evaluate phase 2 proposals and award a single contract to the offeror whose proposal provides the "best value" to the Government.
Architectural / Engineering firms that were involved in the preparation of the Government’s Design – Build RFP documents for this project are not eligible to participate in the subsequent design-build process.
QUALIFICATION STATEMENT SUBMITTAL: Design – Build firms that meet the requirements of this announcement shall submit their responses to this request for qualifications so as to ensure the responses are received by the Contracting Officer, Frank M. Camacho no later than 11:00 am (MT) June 01, 2017.
Design – Build firms shall submit their qualification statements via e-mail to Frank M. Camacho at frank_camacho@nps.gov and Ray Prazak at raymond_prazak@nps.gov.
PROJECT SCOPE: The selected contractor shall provide design/build services for repair and modernization of elevators #3 and #4 at Carlsbad Caverns National Park. This includes removal and disposal of all old equipment and installation of new machines, guiderails for cars and counterweights, replacement of associated elevator controllers, cars and all attached equipment, mailto:frank_camacho@nps.gov mailto:raymond_prazak@nps.gov counterweight frames and attachments, over speed governor equipment, hoist way controls, call stations, all wire ropes, all pit equipment, deflector or secondary sheaves, and replacement of all wiring and traveling cables. The existing elevator system includes two elevators which are 4,000 pound capacity units, at a current contract speed of 800 feet per minute.
PLACE OF PERFORMANCE: Carlsbad Caverns National Park, Eddy County, Carlsbad, New Mexico
ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $4,000,000 and $5,000,000.
PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price design / build contract to meet this requirement.
SET-ASIDE: This acquisition has no small business set-aside preferences.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND
SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238290 – Other Building Equipment Contractors (Elevator Installation) and the small business size standard is $15,000,000
BONDS: In phase 2, those firms short-listed will be required to submit a bid bond for 20% of their total proposed price. After contract award the successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price with 10 calendar days following contract award.
PERIOD OF PERFORMANCE: The contract performance period is expected to be from date of Notice to Proceed through May 25, 2018.
PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated there will be a Site Visit prior to the due date for Phase 1 statements. A second site visit, called the Pre-Proposal Conference, will be necessary for those offerors invited to submit Phase 2 proposals. Phase 1 site visit is anticipated to be scheduled on May 24, 2017. Phase 2 site visit will be scheduled during the Phase 2 solicitation phase and will be sent out to the Contractors that was deemed qualified to move on to Phase 2.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors shall complete Online Representations and Certifications at the SAM website.
SOURCE SELECTION PROCESS: The Government will conduct the source selection process in accordance with the Two-Phase Design Build Selection Procedures noted in Federal Acquisition Regulation (FAR) Part 36.3.
Phase 1: The first phase of the process shall consist of an evaluation of an offeror’s technical approach and technical qualifications. Offerors should submit qualification statements in response to the request for qualification statements issued on Government’s Federal Business Opportunities (FBO.gov) website. The request shall instruct interested Design - Builders to submit a qualification statement that addresses the Phase 1 evaluation criteria noted below.

Proposed pricing and detailed design information shall not be included in an offeror’s phase 1 qualifications statement. The Government will evaluate phase 1 qualification statements in order to determine the most highly qualified offerors. A maximum of 4 Design - Builders shall be selected to move forward to Phase 2. Those Design - Builders whom are not selected to move forward to Phase 2 will be notified and thanked for their participation.
Phase 2: The Government will then notify the Phase 2 Design- Builders of their selection and will request they submit a follow-up proposal that addresses the phase 2 evaluation criteria that will be included in the phase 2 RFP. Proposed pricing shall be included in phase 2 proposals.
The Government will evaluate the phase 2 proposals based upon the phase 2 evaluation criteria.
It is the Government’s intention to award a single contract to the offeror whose phase 2 proposal provides the best value to the Government.
EVALUATION FACTORS FOR PHASE 1:
1) EVALUATION FACTORS: Phase 1 evaluation factors listed are relatively equal in value.
The factors to be evaluated are as follows:
Phase 1:
a) Factor I – Prime Construction Contractor’s Prior Experience (3 to 5 Projects):
Qualifications will be evaluated based upon experience and performance in successful completion of similar projects. Offerors demonstrating great experience in the areas noted below may be more favorably rated.
i) of similar size: (cost & scope)
ii) of similar scope:
o Experience with replacing high rise traction elevator systems.
o Offerors shall demonstrate Design/Build experience.
o Experience working in similar environment. Experience working in sensitive and historic natural environments may be rated more favorably.
b) Factor II – Designer Qualifications & Experience: The Government will evaluate proposed Designer Qualification’s based on information provided on the required Standard Form 330 (SF-330). In addition offerors shall provide 3 to 5 projects where the Designer was directly involved in designing the replacement of high rise traction elevator systems. Qualifications will be evaluated based upon the following criteria:
o Design experience on projects of similar size (cost & scope)
• Design experience shall demonstrate direct involvement on designing the replacement of high rise traction elevator systems.
o Offerors should demonstrate that the Designer has teamed on previous projects with the Construction Contractor.
o Design experience on projects in similar environments
c) Factor III – Prime Construction Contractor’s Past Performance: shall provide up to five Past Performance Questionnaire forms provided with their qualifications for this solicitation P17PS00507 for completed projects within the past five years the offeror deems similar and relevant to this project. The offeror shall fill out sections I & II only of the Past Performance Questionnaire form. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably.
The NPS may evaluate offerors’ past performance based on references provided by the contractor; the Government's knowledge of offerors’ past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by the offeror
d) Factor IV – Designer’s Past Performance: Proposed Design Firms shall provide up to five Past Performance Questionnaire forms provided with their proposal for this solicitation P17PS00507 for completed projects within the past five years the offeror deems similar and relevant to this project. The offeror shall fill out sections I & II only of the Past Performance Questionnaire form. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be evaluated neither favorably nor unfavorably. The NPS may evaluate offerors’ past performance based on references provided by the contractor; the Government's knowledge of offerors’ past performance; and / or references obtained from any other source. e) Technical Factor V – Key Personnel: Resumes of key personnel, ie Project Manager, Superintendent and Quality Assurance personnel. Resumes displaying experience in related and relevant projects for the replacement of high rise traction elevator systems may be rated more favorably.
Phase 2:
a) Technical Factor I – Project Approach: Provide a detailed approach and methodology for executing this complicated project. Describe how the existing elevator car will be extricated from the shaft and what steps will be taken to insure that the project proceeds in a safe and logical manner. Thoughtful and detailed responses may be more favorably rated. In addition, provide a Small Business Subcontracting plan for potential subcontractors. Offerors demonstrating a higher level of successful past performance in the evaluated areas may be more favorably rated.
b) Technical Factor II – Project Schedule: The comprehensiveness and realism of the proposed project schedule will be evaluated to assess the offeror's understanding of the project requirements and ability to complete the project within the required contract duration. Schedules that clearly include all project requirements and reflect effective scheduling of work performed by the offeror's own firm, subcontractors, and materials suppliers to meet the required completion date may be more favorably rated.
c) Technical Factor III – Key Personnel: Resumes of key personnel, ie Project
Manager, Superintendent and Quality Assurance personnel. Resumes displaying experience in related and relevant projects for the replacement of high rise traction elevator systems may be rated more favorably.
