Q1. Does the Combined Synopsis/Solicitation under solicitation number P17PS00507 contain requirements similar to a current contract?
A1. This is a new requirement for the Government, there is no existing contract.
Q2. Please clarify whether the list of experience projects for the designer is to be included with the SF-330, or separately as one of the five email attachments.
A2. The list of 3 to 5 projects requested in the solicitation can be satisfied when used or referenced in the SF-330 form.
Q3. Please clarify whether Key Personnel resumes are to be provided in Phase 2 as stated in Section L.D. Phase 2 (p. 145) or in Phase 1 as indicated in Section M2 Phase 1 e (p. 159).
A3. Key Personnel resumes must be provided in Phase 1 of the solicitation, the Request for Capabilities (RFC) Letter incorrectly states Key Personnel is an evaluation factor in Phase 2. This is a mistake in the RFC letter. Please note when/if there is a discrepancy between the RFC Letter and the Solicitation, the Solicitation document takes precedence. Section M of the solicitation P17PS00507 correctly states the evaluation factors. Section L also incorrectly states the evaluation factors.
Q4. Preproposal conference/Site visit is anticipated to be scheduled on May 24, 2017. Can you please confirm if May 24 is the date and if so what time? Due to the short notice, we are having difficulty scheduling a technical specialist as the project is considered a Major Project.
In addition, are the bids due June 1? If so, we are asking for more time as we have Memorial Day next Monday and the time is very limited.
A4. See Amendment 0001 to solicitation P17PS00507 for the Pre-Bid site visit. In response to the request for an extension; please note this is Phase 1 of a two Phase solicitation, Phase 1 is only providing information, resume / qualifications of the team (Prime Contractor and Designer). Phase 1 is not a request for price or technical proposal. Phase 1 is only providing qualifications, capabilities, resumes, and the PPQ forms.
Q5. The solicitation documentation indicates the prebid conference is tentatively 24 May. Is that date holding or will the prebid conference go on another date?
A5. See Amendment 0001 to solicitation P17PS00507.
Q6. As long as the same information is provided, may we use our own format to present project experience and key personnel resumes?
A6. You must provide the SF 330 form. Beyond the SF 330 form you may use your own format as long as all of the information being requested is addressed.
Q7. May we submit previously completed CPARS evaluations in lieu of PPQs?
A7. No, CPARS cannot be used in place of PPQs, however; the Government reserves the right to look at CPARS at their own discretion as additional past performance investigation.
Q8. Does the Government have the original layout drawings?
A8. All information for this will be released during Phase 2 of the solicitation process.
Q9. Can the Government provide existing emergency egress plan? Search & Rescue?
A9. Yes, however; this information will be released during Phase 2 of the solicitation process.
Q10. Can you provide a list of all Prime Contractors & Design Companies?
A10. Please see the “Interested Vendors List” on the www.FBO.gov website and the attached Pre-bid sign-in sheet.
Q11. Will clarifications be acceptable?
A11. Any clarifications will be discussed during Phase 2.
Q12. Will there be a staging area at the bottom for elevator equipment?
A12. Yes, but it will be limited and at the Park’s discretion. For proposal preparation purposes please do not rely heavily on staging at the bottom of the elevator.
A13. Is the Pre-Bid Site Visit mandatory?
Q13. The Pre-Bid Site Visit is not mandatory to submit a proposal for either phase of this solicitation.
