STATEMENT OF WORK
Install Green Island Trail
PART 1: GENERAL
1-1 DESCRIPTION OF WORK
A. The purpose of this project is to install a hardened trail, meeting Americans With Disabilities Act (ADA) guidelines where possible, on the Missouri National Recreational River Green Island property.
B. The contract work includes all labor, supervision, transportation, equipment, tools, supplies and materials to include delivery and placement of material, shaping, grading, packing, and providing erosion control where necessary.
C. All work will be performed under a single contract.
1-2 BACKGROUND
Green Island, a 60 acre parcel in Cedar County, NE, is the park’s newest property and currently has no visitor amenities. This trail will be placed on the shoreline portion of the property (not the island portion) and connect to the City of Yankton trail system. The pathway for the trail will be brushed and marked out by the park prior to construction.
1-3 LOCATION AND ACCESS
A. Location: The trail’s location will begin under Nebraska abutment of the US Highway 81 Bridge and travel West through the park’s property.
B. Access: Access to the site will need to occur through a Nebraska Department of Roads Right-of-way.
1-4 CONTRACTOR-FURNISHED ITEMS
The Contractor shall furnish all necessary supervision, personnel, equipment, transportation, materials, and incidentals required to complete the contract requirements.
1-5 WORK CONDITIONS AND LIMITATIONS
A. PROJECT OFFICERS AND INSPECTION
1. The Contracting Officer (CO) is the only person with authority to enter into, administer, modify and/or terminate the contract.
2. The Contracting Officer’s Representative (COR) is a program official designated by the CO to assist in administering technical aspects of the contract. The COR cannot modify the contract.
B. REQUIRED PERFORMANCE PERIOD
1. The contractor shall begin work within 10 days of the Notice to Proceed (NTP) date and shall be completed within 30 calendar days after the NTP date.
2. Submit project schedule for approval prior to mobilization.
C. CONTRACTOR’S USE OF PREMISES
1. Material storage, equipment and vehicle parking, and staging are not available on park property; contractor is responsible for finding appropriate areas.
2. Keep job site clear of trash and debris. Dispose of any trash, debris and other unusable material legally at authorized facilities on non-Federal land.
3. On-site services such as electrical power, water, restrooms and telephones will be unavailable for the duration of the project. Contractor shall make appropriate arrangements such as port-a-johns to accommodate their personnel.
D. EXISTING UTILITIES
The Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs to known utilities service, repair the damage at no additional cost to the Government.
E. FIELD VERIFICATION
The measurements and quantities specified are estimated and provided for information only. The Contractor shall verify all locations, dimensions and conditions affecting the work.
F. PARK-SPECIFIC CONDITIONS AND LIMITATIONS
1. WEATHER- Sudden and dramatic changes in climate conditions are common. The Contractor must be prepared to alter work plans and provide protection for workers and equipment.
2. RESOURCES- the park is tasked to preserve unimpaired its natural and cultural resources and values. The Contractor must make every effort to ensure no impacts are made injurious to these resources. It is expected that the project site and access areas will be minimally impacted only as absolutely necessary for the performance of contract requirements. If unacceptable damage occurs it will need to be mitigated or restored at the contractor’s expense. Note that the soil is sandy in this area and large or heavy equipment is likely to cause significant damage to soils and vegetation.
3. INVASIVE EXOTICS- To reduce the chance that harmful, non-native plants or organisms will be transported from off-park locations to the work site, the contractor, prior to entering the park, must clean all soils, roots, seeds, and other sources of plant parts and pathogens from any equipment which have previously been operating off the park.
4. WILDLIFE- All wildlife is protected within the park boundaries, and some species, which occur within the park, receive special State and Federal protection due to their rare, threatened or endangered status. Very few wildlife species present any danger to persons working within the park. Even species which have the potential to do harm to persons can usually be avoided. Unless wildlife is presenting an immediate threat to persons, harassment or destruction of wildlife is prohibited.
1-6 QUALITY ASSURANCE
A. All materials and methods used for this contract must meet or exceed the current local, state, and federal codes, standards, and regulations applicable to the contract work.
B. All personnel performing work under this contract shall be trained and skilled in the trades required to complete the contract requirements.
1-7 SUBMITTAL PROCEDURES
A. No construction material or other items requiring the Contracting Officer Representative’s (COR’s) approval shall be ordered, delivered, or used for the contract work until the Contractor receives approval from the COR.
B. Unless otherwise instructed by the Contracting Officer, send construction material and other items requiring approval to the COR. Provide 1 of each submittal unless otherwise specified. Forward related material as a package. Reference the contract number on each submittal. Allow 10 days for review and approval.
C. The COR will indicate in writing the approval or disapproval of each submittal, the reason for any disapproval, and any resubmission requirements. One (1) of each approved submittal will be stamped and returned to the Contractor unless otherwise requested.
