1. Question: Referring to the FBO Solicitations – Please provide us with the following documents:

a. Section M – Evaluation

b. Section L – Instructions to Offerors

c. Plans (2) Maps

d. Corrected Bid Sheet as well as an Excel Version Please clarify.

2. Reference: Bid Guarantee Question: Please confirm that the Bid Guarantee is not required for this project.

Answer: A bid guarantee and bonds are required in the full amount of the offer.

Reference: FAR 28.102-1

3. Reference: Extension Question: Please allow at least a week extension after RFI Responses and requested documents to allow time to review and prepare a competitive bid.

1. Drawings 3/A201 indicates that the contractor is to repair leaking gutters. Please provide locations and extent of repairs. ANSWER:Gutter repiar to happen at all downspout connection locations.

2. Please confirm that all interior and exterior painting is to be done by NPS.

3. ANSWER: All interior and exterior painting is to be competed by NPS. Contractor to coordinate with NPS on scheduling. Contractor to power wash and caulk all joint prior to NPS painting exterior

4. A106, note 6, the note reads that all outlets and cover plates are to be replaced, contractors option. Does this language mean that the contractor has the option to replace all outlets and plates or that NPS is requesting this work as option pricing, or other, please clarify. ANSWER:All outlets are to be replaced. It is the contractor’s option as to the manufacturer's product used for this component. All to be white color.

5. Please clarify the percentage of coverage value required for the performance and payment bonds, if not clarified through amendment 3. ANSWER: 100% of offer.

Addenda 3 issued 5/2/16 references a bid form in excel. The bid form provided in addenda #3 at 2:19 on 5/3/16 is still a word document. Please clarify. ANSWER: See answer to #1.

Addenda 3 issued 5/2/16 indicates "Revise Section L - Instructions to Offerors, and Section M - Evaluation for clarity." Sections L and M do not existing in the bid form, solicitation, drawings, specifications, or wage scale document. Please clarify.

4. Are there specifications for Divisions 2 – 31? The specifications we downloaded are limited to Division 1. ANSWER:All specifications except division 1 are in the drawing set.

5. Are Past Performance Questionnaires ANSWER: Not required per Section L of solicitation.

6. Amend 2 Section L- Part II Technical proposal paragraph 2 indicated “limited to no more than 10 pages. Section M, Subfactor 3 – Past Performance, paragraph (a)- provide any information currently available (letters, metrics, customer surveys, independent surveys, etc)…

a. Are these letters, customer surveys, etc included or excluded from the 10 page limit for the Technical proposal? Most of these PPQs are over 3 pages each. ANSWER: Yes. These are considered part of past performance and does not fall under the limit.

7. Please provide the sign in sheet from the site visit ANSWER: Sign in sheet will not be provided. However, vendors can review the “Interested Vendors” link on the FBO posting.

8. For the toilet accessories and toilet partitions, I did not see any type of specification or reference to the type of toilet partitions required. Typically they could be , powdered coated metal, solid phenolic core, solid plastic core or stainless steel. Could you please clarify what you desire. ANSWER:Sheet A-202, item 29 in the accessory schedule calls for partitions to be stainless steel.

9. Drawing G-005 Division XV Mechanical A. See Mechanical drawings for specifications. Please provide the mechanical drawings ANSWER:All mech work to be completed is noted on the reflected ceiling, sheet A-104. The work is limited to diffuser (RAG/SAG) relocations.

10. On the drawing “A”, there is a project Task Schedule. Please confirm- are all tasks with a bullet noted under the NPS column to be provided/executed by NPS and are not included in our scope of work/pricing for this project? ANSWER:All items under the heading NPS will be completed by NPS staff.

11. Specifically, which elements of work do you require us to Design-build?ANSWER:Contractor to hire structural engineer to review, confirm design, and provide signed and sealed drawings for the portico cover at the front entrance.
