Bethune RFI

1- Please confirm, the new 6” fire line will not be metered.

Answer: The fire line will be metered at an NPS (DC Approved) vault located in the front yard on NPS property.

Reference: DC-WASA & NPS Fire Protection Requirements

2- Please confirm, No Fire Alarm device is required at the new 6” main water valve, located outside of the building.

Answer: No fire alarm device is required at the valve, but an exterior horn/strobe device will be needed at or near the roof line for DC FD and public notification.

3- Please provide Hazardous Material Report, dated May 2014.

Answer: Will be forthcoming.

4. What company/agency currently services, maintains, and does monitoring for the fire and security systems currently in the building?

Answer: Currently the building/site is not monitored other than when it goes into alarm at which time United States Park Police get notifications at Anacostia Operations Facility (DC) and at Hagerstown, MD NCRCC dispatch center.

5. Is the Carriage House part of the RFP?

Answer: No, the Carriage House is not included.

6. Are the Carriage House and Main building fire and security systems connected, or are they separate systems?

Answer: The Carriage House is not included in the installation.

7. Have you identified any preferred equipment manufacturers?

Answer: No, but specs require Silent Knight panel. All other items, unless called out by manufacturer’s name, may be submitted as equivalent (“or equal” or substitution as specs and performance requirements permit).

8. Can a two-week extension be provided?

Answer: Yes. Due to proximity of posting the RFI’s to closing, and a few outstanding items, the closing will be extended three weeks.

9. The MAMC Submittal Specifications outlines the need for Access Control but doesn’t seem to outline specific equipment or placement. Do you have information that specifies that?

Answer: No. The government requires performance characteristics and not a specific equipment or placement. However, the intent would be for individuals inside to be able to visually confirm who is at the entrance per Division 28, section 282300 Video Surveillance, and remotely unlock the entrance.

10. Does the government anticipate any water main work being done to accommodate the new sprinkler system?

Answer: Yes. We anticipate hook-up to water main at street, full section (+/- 18’) pipe section replacement at “T” and following DC requirements for public space, water main tap and street closure during this work.

11. Reference: Building Occupancy Question: Will the Building be occupied during renovation / construction Work?

Answer: Only essential park staff will occupy the building during construction, but will move as required to accommodate renovation/construction work with min. 48 hours advance notice to COR.

12. Reference: Per 013591 – .3.1 EXAMINATION A-4. Engage a professional engineer to survey condition of building to determine whether removing any element might result in structural deficiency or unplanned collapse of any portion of structure or adjacent structures as a result of removal and dismantling work.

Question: Can you please clarify our role?

Answer: Please refer to NPS condition Assessment Report for structural conditions.

13. Reference: SECTION 028216.0020 – ENGINEERING CONTROL OF ASBESTOS-CONTAINING MATERIALS 028216.0020-1.3 DESCRIPTION OF WORK.

A. General

1.The Work site is defined in 011100 SUMMARY OF WORK of the Technical Specifications. The Contractor is responsible for the identification, location, quantification, removal, and disposal of ACM that will be or could potentially be disturbed during the execution of this scope of work.
2.The schedule for abatement associated with this Project is anticipated to be performed concurrent with or immediately prior to renovation activities.

B. Work Included

1.The work associated with renovation activities, as well as work related to selective demolition that may impact ACM that include drywall joint compound throughout the third floor.
2.The Contractor shall review the building components that will be disturbed during the execution of the specified work. The Contractor is responsible for identifying all ACM that will be disturbed during the execution of the work.

a. Any additional suspect ACM as identified by the competent person shall be assumed to be ACM or appropriately sampled and analyzed to confirm that the material is a non-asbestos containing material.

b. Contractor is responsible for conducting any additional asbestos survey and sampling to support the specified work. Any additional sampling shall be performed by a Licensed Asbestos Inspector.

Question: Can you please clarify our role?

Answer: Please refer to NPS Hazmat Report for locations of ACM and tested locations.

6. In the event that concealed, or other suspect ACM are located and will be disturbed as part of the specified work, the Contractor shall immediately stop work in the area of potential disturbance and will notify the designated building owner Representative.

Question: In the event that concealed or other suspect ACM is located - will this be a change order Mod to the contract?

Answer: All floors and surfaces tested. Knowing that basement and third floors are the most likely to contain action-level ACM and treatment, we do not anticipate finding ACM in previously renovated/abated sections of the building on the 1st & 2nd floors. Should such a substantiated condition arise, contractor would be required to notify the government under the terms of FAR 52.243-4.

14. Reference: SECTION 028216.0020 – ENGINEERING CONTROL OF ASBESTOS-CONTAINING MATERIALS 028216.0020-3.6 POST ABATEMENT CLEARANCE A. Following the conclusion of all abatement and cleanup procedures, a visual review of each work area shall be performed by the independent third party asbestos abatement monitoring representative, while accompanied by the Asbestos Abatement Contractor Question: Who is responsible for hiring the independent third party Industrial Hygienist (IH) and asbestos abatement monitoring representative?

Answer: This requirement is placed upon the contractor given building control and containment and the need to coordinate with concurrent work in progress.

15. Reference: Drawings ES1, FA1 & FP1 General Notes 3. Hazardous Material Report Dated May 2014 Question: Can you provide the Hazardous Material Report Dated May 2014?

Answer: Yes. Hazmat report will be posted shortly.

16. Reference: Permits.

Question: Can you provide us a list of all the required permits we are responsible for and the list the Government is providing?

Answer: Permits are per DC-Water and DCRA. Plans have been reviewed by DC-Water (NPS paid $7500 for DC to review) and are on file in DC-Water Blue Plain offices.

17. Reference: Moving items to the Museum Services Center in Landover, MD.

Question: There are approximately 155 artifacts or building fixtures in the building that will need to be moved off-site during installation of the fire suppression and security system. Included in this figure are five ceiling fixtures (two lead-glass chandeliers, one lead-glass light fixture, and two fixtures with glass elements). Other exceptionally large or delicate items include an oil painting, four tables, a piano bench, six chairs, eleven conference table chairs, desk and associated five chairs, marble pedestal, bed, and china cabinet. –

a. Can you please provide us a detailed list with approximately sizes, weights and photos of all the items?

b. Or can you schedule another site visit to allow us more time to review the items with the NPS personal pointing out all the items?

c. For the approximately 155 artifacts or building fixtures items being moved to the Museum Services Center in Landover, MD. –

a) Can you provide a more detail of the storage area layout?

b) Is there a loading dock?

c) Can you provide the distance of travel from the truck to storage area?

Answer: Detailed list of items attached. Further information will be provided.

18. Reference: SOW Patch, repair and paint interior ceiling and wall surfaces disturbed in order to accommodate all work.

Question: During the site visit we notice a lot of plaster/GWB walls and ceiling that were damaged and needed repair and painting – Can you provide us more detail on where we are to stop and our limit of repairs and painting?

Answer: Limits of work are typically for local damage and repair of same. Some of these areas were used to peek into the building’s structure during design to verify structural configuration of the building framing and wall/ceiling conditions.

19. Reference: As-built drawings Question: Please advise if Redline as-built drawings are acceptable or do they need to be prepared in AutoCAD?

Answer: NPS prefers electronically-submitted files for archiving. CADD files are available and would only need to be “clouded” with red-lined revisions to reflect As-Built conditions.

20. Reference: Drawing FP5 Key Notes 5 & 13 Channel Existing Walls Question: Can you please provide us a detail of the existing wall types and elevation details?

Answer: No.

21. Reference: Drawing FP5 Key Notes 7 Provide Lower Ceiling Question:

a. Can you please provide the detail for the ceiling framing and GWB requirements?

b. Would you consider a lay-in acoustical tile ceiling system to match the other adjacent rooms?

Answer: No. A lay-in ATC (or SATC for suspended system) may be considered based on location relative to historic / visitor areas.

22. Reference: Bookstore Rm. #104 Drawing FP3 Key Notes 2 & FP10-1 Vertical Soffit Question: We are to install the Vertical Soffit in the approximately location per the below photo – can you please provide us a detail on how you would like for us to install the vertical soffit at for the horizontal hanging wall system?

Answer: This is a drywall box-out application with metal stud frame not to exceed 8” square. Materials will be removed from modular lock-in shelving system with only cut-out of shelving on wall as required to accommodate box-out.

23. Reference: Plaster Patching and Repair Question: Can stucco lite and plaster paris be used over metal lath / wood lath in lieu of replication of historical flat plaster using three coat systems and required lathing? If not plaster gauging takes thirty days to cure before painting.

Answer: Yes. Subject to approved submittal.

24. Reference: Ceramic Tiling Question: You have included ceramic tiling spec. section – can you provide details and locations?

Answer: Not sure where ceramic tile is required or affected by construction other than possibly the bathrooms in which case it would be to match existing as closely as possible.

25. Reference: General/Prime Awarded Contractor’s onsite field staff Question: Please advise the required onsite field staff –

a. Superintendent and if so – full time or part time?

b. Quality Control Officer and if so – full time or part time?

c. Safety Officer and if so – full time or part time?

d. Will any dual roles be allowed?

Answer: Full-time Project Superintendent, designated by letter; QC Officer, Safety Officer are part time and primarily administrative with site visits based upon critical QC or Safety-related areas of work (e.g., inspect piping connections during testing and before closing wall or ceiling up; concealed work cannot be inspected for conformance).

Dual roles allowed given that person or those persons are qualified to perform dual roles.

26. Reference: Security: Section 2.3.B – Details provide software for video intercom Question: How many workstations will this be loaded on?

Answer: Loaded on two workstations.

27. Reference: Security: Section 3.2 – Details the access control is to be integrated with the intrusion.

Question: How and what is to be integrated?

Answer: Refer to question 9 answer.

28. Reference: Fire Alarm: Drawing Sheet FA 8, 9, 10 “Key Note 2 – Design intent is for the manual pull station to be served from conduit that will be routed through the stairwell. Conduit in stairwell shall be exposed.”

Question: Can red fire alarm EMT be used in the exposed acceptable locations as detailed on the drawings?

Answer: Only as permissible by code for location and per NFPA-72.

29. Reference: Fire Alarm: Drawing Sheet FA9 “Note 6 – Details appliances shall be custom painted. Coordinate with COR for specific color. Contractor shall ensure audio grill and strobe lens are not impaired by painting.

Question: Fire alarm notification devices are either white with red lettering or red with white lettering, and cannot be painted. What color for the notification devices is acceptable for this project? Normally the ceiling devices which customers select are the white devices. Please advise.

Answer: No paint over factory-finished (UL) fire alarm notification devices. White for ceiling devices is acceptable, subject to approved submittals.

30. Reference: Fire Alarm: Pull Station Question: Can the pull stations be located below the FAA as noted so as to minimize the channeling of the wall for the location of the current location the pull station is detailed?

Answer: As long as they are located within 5 feet of the entrance to each exit and installed between 42 and 48 inches above the finished floor AFF and you follow NFPA 70 and NFPA 72 requirements.

31. Reference: Fire Alarm: Permits Question: Will the building permit be provided for the project so that we can utilize that for the fire alarm submission based on the engineered design drawings provided for bid. By having the building permit utilized and that submission process complete takes away the one step which could be a lengthy process from DRCA and fire alarm submission.

Answer: Generally, no building permit(s) are required for Federally-owned property (not DC-owned), therefore, a general permit for building rehabilitation will not be provided. However, parking will need to be coordinated with DC DMV as the street is not federal property.

32. Reference: Fire Alarm Question: How many AHU are there in the building and what is the CFM of the units, unit? If the CFM of any unit is over 2000 CFM’s the fire code requires protection and shutdown of that unit. Please advise if the units that feed the building are required to be incorporated in the fire alarm system?

Answer: 2 units approx. 2000 cfm are in use. No current requirement for auto-shutdown of units but NPS has future plans to install new HVAC system with units to be tied into FA system.

33. Reference: Liquidated Damages Question: Are there any liquidated damages required for this project?

Answer: Liquidated damages are not currently anticipated.

34. Reference: Bid Guarantee Question: Please provide the Bid Guarantee requirements.

Answer: Form SF24-98 is attached.

35. Reference: Wood Shelves Question:

a. Are the wood shelves tested for lead and if so will wood shelves be abated?

b. And how many shelves are in each closet?

Answer: Shelves previously tested did not reveal the presence of lead paint.

36. Reference: Cover Sheet Question: Please confirm that cover sheet, table of contents; title pages, etc. are excluded from the page count limit.

Answer: Cover sheet, table of contents, title pages are excluded from page limit. Please consider the response to question 37.

37. Reference: 2. PART II – TECHNICAL PROPOSAL - …Submit original and one (1) unpriced copy without contractor logo or other identifying information.

Question:

a. Please clarify. Should the name, logo, identifying information be completed excluded from PART II?

b. How are we to identify our company?

c. Are we to redact our company information from the reference letters, awards, customer surveys, etc.?

Answer: Original with technical information and one copy without identifying information is requested. Refer to paragraph (a) of Part II Technical Proposal regarding reference letters and awards “(a) The Technical Proposal shall be clear and concise. The proposal should not simply rephrase or restate the Government’s requirements, but shall address how the offeror intends to meet the requirements. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.”

38. Reference: Subfactor 2 – Past Performance Information Question: Is this section excluded from the 15.

Answer: Refer to part II Technical Proposal “Limited to no more than 15 pages (does not include past performance references).”

39. Reference: Subfactor 2 – Past Performance Information Question: Are deliverables required for this section? Or is this a descriptive overview and deliverable are only required for Subscections (a) and (b).

Answer: Please refer to paragraph (b), which lists past performance references, the number, and other information.

40. Reference: Subfactor 2 – Past Performance Information Question: If deliverable are required for Subfactor 2, how many contracts should be submitted.

Answer: See answer to question 39. “Provide a list of at least three (3), but no more than five (5), of the most relevant contracts performed for Federal agencies and commercial customers within the last three (3) years from the date of issuance of this RFP.”
