This is set aside for small business concerns.

All responses must be received by the closing date of this publication in order to be considered by the Government.
In preparation of your proposal, please be advised that the resulting Indefinite Delivery Indefinite Quantity (IDIQ) contract will be issued as a firm fixed price. With a $5,000.00 Minimum and a $400,000.00 Maximum.

III. INSTRUCTIONS TO PROPOSALRS
Offerors are cautioned to review the RFP and ensure that the proposal submitted fully complies with any and all requirements of the RFP. An acceptable proposal shall clearly demonstrate the Offeror understanding of the overall and specific technical requirements of the SOW. Failure of the Offeror to address any and all requirements of the RFP in their proposal may result in the proposal not being considered for award by the Government.
The Government intends to make award without communications and or discussions with offerors; therefore, the offeror's initial proposal should be clear and complete and contain the offeror's best terms from a price standpoint. The Government reserves the right to conduct communications and or discussions if later deemed necessary. The Government further reserves the right to reject any or all proposals if such action is in the Government's best interest.
Selection will be based on the offeror that provides the best value to the Government. Technical capability and past experience when combined are approximately equal to cost or price.

The Government intends to make award to the offeror whose proposal offers the best value to the government on a tradeoff basis. In order to be deemed technically acceptable, Proposals must receive at a minimum an “ACCEPTABLE” rating for all technical evaluation factors and subfactors. Alternate Proposals will not be accepted.

SECTION E – INSPECTION AND ACCEPTANCE
52.246-4 -- Inspection of Services -- Fixed-Price.
As prescribed in 46.304, insert the following clause:
Inspection of Services -- Fixed-Price (Aug. 1996)
(a) Definition: “Services,” as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.
(b) The Contractor shall provide and maintain an inspection system acceptable to the Government covering the services under this contract. Complete records of all inspection work performed by the Contractor shall be maintained and made available to the Government during contract performance and for as long afterwards as the contract requires.
(c) The Government has the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government shall perform inspections and tests in a manner that will not unduly delay the work.
(d) If the Government performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
(e) If any of the services do not conform with contract requirements, the Government may require the Contractor to perform the services again in conformity with contract requirements, at no increase in contract amount. When the defects in services cannot be corrected by reperformance, the Government may --http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/fardfars/far/46.htm#P114_17017
(1) Require the Contractor to take necessary action to ensure that future performance conforms to contract requirements; and
(2) Reduce the contract price to reflect the reduced value of the services performed.
(f) If the Contractor fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may --
(1) By contract or otherwise, perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service; or
(2) Terminate the contract for default.
PLACE OF INSPECTION AND ACCEPTANCE
Inspection and acceptance of all work performance, reports, and other deliverables under this IDIQ shall be performed by the NPS COR identified in individual Task Orders issued under the IDIQ. The place of acceptance will also be identified in the Task Order.
SCOPE OF INSPECTION
All deliverables will be inspected for content, completeness, accuracy, and conformance to individual Task Order requirements by the NPS COR. Inspection may include validation of information through the use of automated tools, testing, or inspections of the deliverables, as specified in the Task Order. The scope and nature of this inspection will be sufficiently comprehensive to ensure the completeness, quality, and adequacy of all deliverables.
The Government requires a period NTE 15 workdays after receipt of final deliverable items for inspection and acceptance or rejection.
BASIS OF ACCEPTANCE
The basis for acceptance shall be compliant with the requirements set forth in the individual Task Order, the contractor’s quote and relevant terms and conditions of the contract. Deliverable items rejected shall be corrected in accordance with the applicable clauses.
Reports, documents, and narrative-type deliverables will be accepted when all discrepancies, errors, or other deficiencies identified in writing by the Government have been corrected.
If the draft deliverable is adequate, the Government may accept the draft and provide comments for incorporation into the final version.
All of the Government's comments on deliverables must either be incorporated in the succeeding version of the deliverable, or the contractor must demonstrate to the Government's satisfaction why such comments should not be incorporated.
If the Government finds that a draft or final deliverable contains spelling errors, grammatical errors, or improper format, or otherwise does not conform to the requirements stated within the Task Order, the document may be immediately rejected without further review and returned to the contractor for correction and resubmission. If the contractor requires additional Government guidance to produce an acceptable draft, the contractor shall arrange a meeting with the NPS COR.
WRITTEN ACCEPTANCE/REJECTION BY THE
GOVERNMENT
The CO/COR will provide written notification of acceptance or rejection of all final deliverables within 15 workdays (unless specified otherwise in Section 5 - Deliverables or Performance of the individual Task Order(s)). All notifications of rejection will be accompanied with an explanation of the specific deficiencies causing the rejection.
NON-CONFORMING PRODUCTS OR SERVICES
Non-conforming products or services will be rejected. Deficiencies will be corrected, by the contractor, within ten workdays of the rejection notice. If the deficiencies cannot be corrected within ten workdays, the contractor will immediately notify the NPS COR of the reason for the delay and provide a proposed corrective action plan within ten workdays.
If the contractor does not provide products or services that conform to the requirements specified in the individual Task Order for a FFP product or service, the Government will not pay the fixed price associated with the non-conforming products or services.
DIAPR 2010-14 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (JULY
2010)
(a) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
(b) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
(c) We request that you furnish the Contracting Officer with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
(d) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically-generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at http://www.cpars.csd.disa.mil/. The CPARS User Manual, registration for On Line Training for Contractor Representatives, and a practice application may be found at this site.
(e) Within 60 days after the end of a performance period, the Contracting Officer will complete an interim or final past performance evaluation, and the report will be accessible at http://www.cpars.csd.disa.mil/.
Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment. Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance. In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in Block 22, and then signing and dating Block 23 of the form.
Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government.
If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the Contractor on (date). The Contractor neither signed nor offered comment in response to this assessment." Your response is due within 30 calendar days after receipt of the CPAR.
(f) The following guidelines apply concerning your use of the past performance evaluation:
(1) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the Contracting Officer for instructions.
(2) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
(3) Prohibit the use of or reference to evaluation data for advertising, promotional material, preaward surveys, responsibility determinations, production readiness reviews, or other similar purposes.
(g) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the Contracting Officer no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30-day review period.
(h) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
(End of Clause)

The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph
(e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph
(d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.

STATEMENT OF WORK

OFFICE OF THE COMPTROLLER – BUSINESS MANAGEMENT GROUP
1.0 Background
The mission of the National Park Service (NPS) is to preserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment, education, and inspiration of this and future generations. The Business Management Group (BMG) in the NPS Office of the Comptroller supports that mission through activities designed to assist park managers in improving the efficiency and effectiveness of their operations. One such activity is the development and production of park business plans. NPS business plans are designed to communicate an overview of the park’s or program’s activities and financial situations, its goals and objectives over a five-year period and a five-year financial plan.
2.0 Scope
Provide design and editing services for printed and electronic business plans and brochures produced by the BMG. The design of printed business plans will be loosely based on a previously developed business plan template, which will be provided.
3.0 Work to be Performed
Independently, and not as an agent of the government, the contractor shall provide all publication planning, editing, and design services including labor, materials, equipment, and facilities necessary for the development of two printed business plans and one brochure.

The business plans will run approximately 20-60 pages and will include a table of contents, front matter, multiple chapters, and an acknowledgements section. Plans are full-color publication with bleeds possible on multiple pages. Trim size is 8 ½” by 11” landscape. Binding is saddle-stitch. The final number of pages is divisible by four, so as to create a booklet.
The electronic-only plan, like an e-magazine format, provides the same content in a more interactive, user-friendly format. Electronic business plans specifically provide more intuitive report navigation and contain more sophisticated graphics, such as infographics.
Some business plans may also include the development of brochures or other shorter documents base on the business plan content. The brochure will also be a full-color publication.
