Request for Quotations #P16PS00340

This document reiterates and emphasizes information in the Request for Quotations (RFQ) and is provided solely for the convenience of prospective quoters. Refer to the full RFQ for detailed requirements.

Who can participate in this procurement?

This procurement is set-aside for small business concerns in accordance with FAR Part 19.5.

The NAICS code is 541720, Research and Development in the Social Sciences and Humanities. To qualify as a small business under this NAICS code, the firm must be organized as for-profit, with average annual gross revenue for the past three years under $20.5 million.

Will there be a site visit?

No, but interested parties may visit Ross Lake at any time it is open to the public.

Information about the park and visiting hours is at www.NPS.gov/NOCA and http://www.nps.gov/noca/planyourvisit/boating-on-ross-lake.htm.

When will the work occur?

Field season will be during the annual drawdown of the reservoir, approximately April through June, 2016, depending on reservoir depth. The final report is due February 6, 2017.

On what basis will you select the successful quoter?

Quotes received by the Government will be evaluated using the Simplified Acquisition Procedures in FAR Part 13. NPS will select the single quote that represents the best overall value to the government based on price, technical, and past performance factors; refer to FAR clause 52.212-2. Review the instructions and list of quotation contents in the RFQ before submitting your quote.

What type of contract will be issued?

NPS reserves the right to make multiple awards and plans to award one or two firm-fixed-price contracts for the work. We prefer to award one contract if the contractor has sufficient capacity to perform all work at all sites within the anticipated 2016 drawdown period.

System for Award Management (SAM) Registration Requirements The System for Award Management (SAM) is an official U.S. Government database of entities wishing to do business with the federal government. There is no fee to register at this

Read Me First site. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov.

Can I fax or e-mail my quote?

Yes, if it is <20 pages (<10 pieces of paper, printed double-sided) and contains a signature; e-mail is preferred. The quoter bears full responsibility for on-time delivery of the quote to the Contracting Officer; there will be no relief given for undeliverable e-mails or faxes that aren't received in time.

Your quote may be sent by e-mail (sarah_welch@nps.gov), fax (360-856-1934), or U.S. mail, common courier (e.g. UPS, FedEx), or in person to Sarah Welch, 810 State Route 20, Sedro- Woolley WA 98284.

When is my quote due?

Unless changed by amendment, your quote is due by the date and time specified in Block 8 of the Standard Form 1449, Solicitation/Contract/Order for Commercial Items. If the due date is extended, the new due date and time will be stated in the associated amendment.

How will I know if the solicitation has changed?

The official electronic Request for Quotations (RFQ) is posted at www.FBO.gov.

Prospective quoters will be required to visit this website periodically to check for amendments and other changes to the contract documents; no other notifications will be sent.

No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.

Information Concerning the Disclosure of Results This acquisition is being conducted using the procedures prescribed in FAR Part 13. After the RFQ closing date, no information regarding the identity of those submitting quotes, the number of quotes received, or the information contained in quotes will made available until after award, except as provided by FAR 13.

How can I get more information?

Read the full Request for Quotations and related attachments first. If you have questions, send an e-mail message to the Contracting Officer at sarah_welch@nps.gov. Answers will be provided in writing to the requester (if the answer is within the RFQ already) or provided in amendment(s) to the solicitation.

Note: The Contracting Officer's mailing address is North Cascades NPS Complex, 810 State Route 20, Sedro-Woolley WA 98284 (not Port Angeles, as may be shown at FBO).
