Notice: Offerors are required to submit, at a minimum, an offer that conforms to the solicitation documents with pricing for Base line items and all option line items, where applicable. Failure to do so may render the proposal unacceptable. On lump-sum line items, provide the total price only. For all unit-priced line items, provide the unit price and the extended total price. If no specific line item exists for a portion of the work, include the costs in a related item. In case of error in calculation of extended prices, the unit price governs. In case of error in summation, the total of the corrected amounts govern. Round totals and extended prices to whole dollars. The Government reserves the right to award any or no options at or after the time of award. At the option of the Government, the period for exercise of options at the proposed prices shall extend 180 calendar days from the date of award. Pricing will be evaluated based on what is determined to be the best value to the Government. Options may be exercised in any combination, order, or grouping deemed in the judgment of the Contracting Officer to offer the best value to the Government.

1.2 PROJECT INFORMATION

A. This Article summarizes the Work required by this Contract.

B. Project Address: The Cemetery Lodge is located in the Fredericksburg National Cemetery adjacent to the Fredericksburg Battle Visitor Center at 1013 Lafayette Blvd., Fredericksburg, VA.

C. Purpose: The purpose of this project is to rehabilitate selected interior finishes of the building and modify existing HVAC components.

D. The work of this Section consists of providing all labor, materials, tools, equipment and services necessary to install the Work satisfying the purpose of the project as specified, as required/recommended by manufacturer(s), as required by all applicable codes and regulation and by existing field conditions.

E. The rehabilitation shall be complete and free from defects in materials and workmanship.

1.3 SITE EXAMINATION

A. The Contractor and the Subcontractors are strongly encouraged to visit and examine the existing conditions of the Project Site prior to submission of an offer to this Solicitation in order to better understand the Work and aid in forming any questions the Contractor may have prior to the submission of offer.

1. Solicitation documents will clarify Site Examination logistics.

1.4 DEFINITIONS

A. This Article sets forth the definitions of terms and phrases used throughout this Project Manual.

1. See individual specifications Sections for additional, pertinent definitions.

B. The United States Department of the Interior, National Park Service is the Owner of this property and is referred to throughout this specification as “the Government”.

Representatives of the Government are as follows and lines of communication and responsibilities will be further clarified at the Preconstruction Conference referenced in Division 01 section “Administrative Requirements”:

1. Contracting Officer (CO) means the official Government Representative for the

Project. The CO will be assigned by the Government and made known to the Contractor at the time of award. The CO's contact information will be issued at that time.

2. The CO will designate a Contracting Officer’s Representative (COR) who will be made known to the Contractor at the time of Award. The COR's contact information shall be issued at that time.

C. Contractor shall mean the company or individual that holds the Contract for the Work of this Project with the Government.

1. Where the word Contractor is used throughout this document it shall mean the

Contractor and all applicable subcontractors.

2. The Contractor that holds the contract with the Government shall be responsible for all

Work of this Contract whether performed by their own forces or by subcontractors.

3. The Contractor that holds the contract with the Government shall be responsible for the coordination of all Work of this Contract whether performed by their own forces or by subcontractors.

D. Project Area shall mean the area designated by the Government, and agreed to by the Contractor, in which the work of this Contract will be performed. The Project Area will include all areas of construction as well as all storage and lay down areas, portable toilet facilities (if applicable), contractor’s office/storage container (if applicable), and other construction related items and equipment. Project Area shall also include access routes to area under construction.

E. Bid Schedule shall mean the form used by the Bidder(s)/Offer(s) to convey their proposed pricing to the Government. See Division 01, section “Definition of Bid Schedule Line Items” for definitions of line items to be included on the Bid Schedule. The Bid Schedule form, which shall be submitted with the Bid/Offer will be provided as part of the Solicitation Package.

F. Contract Documents are the documents that define the project requirements and include:

1. Solicitation, Offer and Award Documents.

2. The Statement of Work which includes:

a. The Project Manual containing:

i. The General Requirements for the Project;

ii. Technical Specifications for the Project.

b. Drawings produced for the Project. See List of Drawings following Table of Contents.

3. All other Contract Documents provided by the Government and accepted by the Contractor.

G. Days: Days shall mean calendar days, unless otherwise noted.

H. Contract Period: The time-frame set forth by the Government, and agreed to by the Contractor, for completion of the Work of this Contract. The Contract Period starts with Notice to Proceed and ends with final Project Close-out.

I. Provide: Provide shall mean the Contractor shall supply required materials/products/equipment and shall install products as recommended/required by manufacturer to maintain warranties; as indicated on the drawings; as required by applicable codes and regulations and by existing field conditions.

J. Remove and Reinstall shall mean any material that are removed due to possible impact from the Work of this Contract, protected and maintained throughout the course of the Work and reinstalled following any work that would adversely impact the material.

K. Remove and Salvage shall mean items and materials that are removed due to possible impact from the Work of this Contract, or as requested by the Government; and are then conveyed to the Government.

L. Work (when capitalized) shall mean all work required by the Contract.

1. When Work is defined herein, even without the words “Contractor shall” (or the like) attached to it; it is the responsibility of the Contractor.

1.5 COORDINATION

A. This Article sets forth the requirements and responsibilities for project coordination.

B. The Contractor shall be responsible for ensuring that all subcontractors receive all pertinent information and perform the Work in compliance with the Contract Documents.

C. Throughout the Contract Period the Contractor shall be responsible for the following coordination requirements:

1. Coordination of all construction operations required to perform the Work of this

Contract and as included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work.

2. Schedule construction operations in sequence required to obtain the best results where installation of one part of the Work depends on installation of other components, before or after its own installation.

3. Coordinate installation of different components with other Contractors and subcontractors to ensure maximum accessibility for required maintenance, service, and repair.

4. Make adequate provisions to accommodate items scheduled for later installation.

5. Where availability of space is limited, coordinate installation of different components to ensure maximum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.

D. Administrative Procedures: Coordinate scheduling and timing of required administrative procedures with other construction activities and activities of subcontractors to avoid conflicts and to ensure orderly progress of the Work.

1. Contractor’s failure to successfully coordinate administrative procedure, project activities and submittals will not constitute grounds for an extension of the Contract Period.

1.6 CONTRACTOR’S QUALITY CONTROL

A. This Article sets forth the requirements and the responsibilities for project quality control.

B. The Contractor shall be responsible for ensuring that the work is executed using first-class workmanship in the materials and methods specified as necessary to meet the requirements of the Contract Documents.

C. The Contractor shall verify all new and existing conditions and dimensions prior to the commencement of work and/or ordering of products and materials that may affect the Work.

1. Any and all discrepancies shall be forwarded to the Government in writing for clarification prior to the commencement of work. Any work performed prior to said clarification that may require correction shall be corrected by the Contractor with no additional costs to the Government and no time extension shall be made to the Contract Schedule.

D. The Contractor shall inspect all work as needed to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable specifications, manufacturers’ recommendations and applicable codes and regulations.

E. Quality Control Personnel: Contractor shall assign an experienced senior staff member to monitor and ensure quality control throughout the Contract Period.

1. The Contractor's Quality Control Supervisor may also perform the duties of Project

Superintendent and/or Foreman.

2. The Contractor's designated Quality Control Supervisor shall be on the project site whenever Contract Work is in progress.

3. The Contractor’s Quality Control Supervisor shall have the authority to stop work on any item or feature pending satisfactory correction of any deficiency noted by the Contractor or the Government.

F. Contractor’s Quality Control (CQC) Plan:

1. A minimum of seven (7) calendar days prior to the Preconstruction Conference, submit written CQC plan to the Government for approval.

a. The Government reserves the right to require changes in the plan prior to approval.

b. The Government reserves the right to require changes in the plan during the Contract Period as required to ensure the specified quality of Work.

c. No change in the approved plan may be made by the Contractor without written concurrence by the Government.

2. The plan shall include, but may not be limited to, the following:

a. A list of personnel responsible for quality control and assigned duties. Include each person's qualifications.

b. A copy of a letter of direction to the Contractor's Quality Control Supervisor outlining assigned duties.

c. Methods of performing, documenting, and enforcing quality control for all work.

d. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.

G. Contractor's Quality Control (QC) Daily Reports: Contractor shall submit daily reports showing all inspections and tests, using the form(s) approved by the Government (a sample of which is included Division 00 of this Project Manual).

1. Daily Reports shall be submitted to the Government at the end of each days Work.

Daily Reports shall be emailed to all recipients as determined at the Preconstruction Conference.

a. Each Daily Report shall include a minimum of three (3) photographs documenting the day’s activities.

b. Special conditions or any areas or elements in question shall be documented with additional photographs.

c. See Section 013000, Article “Photographic Documentation” for further requirements.

2. Quality Control Daily Reports may not be substituted for other written reports required under separate clauses of the contract, such as Disputes, Request for Information, Differing Site Conditions, or Changes.

H. If the CQC Plan and Contractor’s QC Daily Reports are not submitted as specified, the Government may retain all or a portion of payments until such time as a CQC Plan is accepted and implemented and/or daily reports are provided as specified.

1.7 NOT USED

1.8 CODES AND REFERENCE STANDARDS

A. Prevailing Code: The work shall comply with the requirements of the International Building Code, all applicable sections and divisions, latest edition and including all state and local amendments, unless otherwise authorized by the Government.

B. Ordinances and Regulations: All local, municipal, state and federal laws, codes and regulations governing or relating to all portions of this work are hereby incorporated into and made a part of these Specifications.

1. Anything contained in these Specifications shall not be construed to conflict with any of the above codes, regulations or requirements. In the event this occurs consult the Government for resolution.

2. When these Specifications and Drawings call for or describe materials, workmanship or construction of a better quality, higher standard, or larger size than is required by applicable codes and regulations, the provisions of these Specifications and Drawings shall take precedence.

3. Furnish all additional materials and labor required to comply with applicable codes and regulations at no additional cost to the Government.

C. City or County Building Permits are not required for projects on Federal Government owned property. All other permits pertinent to the Work of this Contract required by authority(s) having jurisdiction shall be obtained and paid for by the Contractor.

D. Standards: For products or workmanship specified by association, trade, or other consensus standards, comply with requirements of the standard, except when more rigid requirements are specified or are required by applicable codes.

Standards Institute (ANSI) and American Society for Testing and Materials (ASTM) and industry standards noted in individual Specifications Sections.

1.9 HISTORIC NATURE OF THE WORK SITE

A. The Contractor shall note the historical significance of the site at which the Work will be performed. Because of the historic nature of the site, certain aspects of the Work may not be carried out with the materials and/or methods commonplace in the modern construction industry.

B. It is incumbent upon the Contractor to furnish mechanics who can and will execute first-class workmanship in the materials and methods specified, and who will take the necessary precautions to protect the elements of this historic structure not scheduled to receive Work under this Contract.

C. Due to the historical nature of the work site the Contractor shall take precautions to ensure that existing and historic materials are not damaged or destroyed during the course of the Work. The Contractor shall prepare a site-specific Quality Assurance plan detailing how existing, historical materials will be protected. At a minimum the Quality Assurance Plan shall address the following:

1. How will building areas adjacent to areas of demolition and removal be protected?

2. How will existing walls not scheduled for work under this contract be protected when accessing the Project Area and performing the Work?

3. Will temporary protection measures be used? How will they be installed/attached?

D. Definitions:

1. "Preservation": To apply measures necessary to sustain the existing form, integrity, and materials of a historic property. Work may include preliminary measures to protect and stabilize the property.

2. "Rehabilitation": To make possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features that convey its historical, cultural, or architectural values.

3. "Restoration": To accurately return the form, features, and character of a property to its appearance at a particular period of time by means of the removal of features from

APRIL 2015 SUMMARY OF WORK 011000 - Page 6 of 16 other periods in its history and the repair and/or reconstruction of missing and deteriorated features from the restoration period.

4. "Reconstruction": To reproduce in the exact form and detail a building, structure, or artifact as it appeared at a specific period in time. Reconstructed elements do not possess historic integrity in their own right since it is not original fabric.

5. "Stabilize": To apply measures designed to reestablish a weather-resistant enclosure and the structural reinforcement of an item or portion of the building while maintaining the essential form as it exists at present. This level of intervention is aimed at retarding or arresting adverse impacts to structures.

6. "Protect and Maintain": To remove deteriorating corrosion, reapply protective coatings, and install protective measures such as temporary guards; to provide the least degree of intervention.

7. "Repair": To stabilize, consolidate, or conserve; to retain existing materials and features while employing as little new material as possible. Repair includes patching, piecing-in, splicing, consolidating, or otherwise reinforcing or upgrading materials.

Within restoration, repair also includes limited replacement in kind, rehabilitation, and reconstruction, with compatible substitute materials for deteriorated or missing parts of features when there are surviving prototypes.

8. "Replace” and “replace as required to match existing": To duplicate in its entirety a historic element or feature by matching its historic pattern, detail and appearance.

Replacement is justified when original or historic elements are damaged beyond repair or are missing. Replacement methods includes the following conditions:

a. Replacement with Original or Historic Fabric: Includes fabric salvaged from other locations or projects having identical architectural qualities. It means duplication of appearance using identical material possessing historical significance.

b. Replacement with New Materials: Includes replacement with new material of like kind (custom fabricated of manufactured) that is currently in production. It means duplication of appearance using like material.

c. Replacement with Substitute Materials: Includes replacement with a compatible substitute that is frequently contemporary and unlike the historic fabric. It means duplication of appearance using modern (non-traditional) material Use of substitute materials is not approved unless matching materials are not available.

9. "Remove": To demolish or detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.

10. "Remove and Salvage": To detach items from existing construction and deliver them to the Government ready for reuse.

11. "Remove and Reinstall": To detach items from existing construction, repair and prepare them for reuse, and reinstall them where indicated.

12. "Existing to Remain" or "Retain": Existing items of construction that are not to be removed and that are not otherwise indicated to be removed and salvaged, or removed and reinstalled.

13. "Material in Kind": Material that closely matches existing materials, through comparison of architectural qualities and salient characteristic such as species, cut, color, grain, , dimension, profile, thickness, and finish.

1.11 CONTRACTOR'S USE OF PREMISES

A. This Article sets for the requirements for the Contractors’ use of the site and structure for carrying out the Work of this Contract.

B. The building will be unoccupied throughout the Period of Performance. Roads, paths and drives adjacent to the Project Area will remain open to the public throughout the Period of Performance.

1. Contractor shall at all times conduct his operations to ensure the safety and least inconvenience to the public.

C. Driveways, Walkways, and Entrances: Entrances serving premises, driveways pathways, pedestrian areas, sidewalks, parking areas and loading areas shall be kept clear and available to the Government, Park visitors and emergency vehicles at all times, unless otherwise agreed to in advance by the Government. Do not use these areas for staging, parking of vehicles or equipment, or storage of materials.

D. Work Restrictions:

1. No on-site work or deliveries will be permitted before 8:00 a.m., or after 3:00 p.m., unless otherwise approved by the Government.

2. Contractor may not work on Saturday, Sunday or Federal Holidays, unless otherwise approved by the Government.

E. The following items are prohibited from the premises:

1. Firearms / weapons / ammunition;

2. Alcohol;

3. Pets.

F. Confine storage of materials to areas indicated or as directed by the Government.

G. Preservation of Adjacent Features: Throughout the Work, confine all operations to limits indicated for the project. Prevent damage to historic structural and natural features of the landscape.

1. In the event that damage occurs, Contractor shall restore damaged areas, repairing or replacing damaged features to their original condition, at no additional expense to the Government.

H. Disturbance of Existing Utilities: Notify the Government and utility companies of any proposed disturbances to existing utilities.

1. Contractor shall be responsible for verifying location of and preventing damage to known utilities. If damage to a known utility occurs, Contractor shall repair utility at no additional expense to the Government.

2. If damage to an unknown utility occurs, Contractor shall promptly repair utility. An equitable adjustment will be made in accordance with the Changes clause of the Contract.

3. Interruption of Existing Utility Service will only be permitted with prior consent of the COR. Two (2) hours will be the time allowed for utility disruptions unless otherwise approved by the COR.

a. Notify the Government not less than two (2) days in advance of proposed utility interruptions.

b. Do not proceed with utility interruptions without the Government’s approval.

I. Potable Water: Is available on site and will be made available to the Contractor at no cost to the Contractor.

J. Sanitary Facilities: Use of existing toilet facilities within the building will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to the Government. At Substantial Completion, restore these facilities to condition existing before initial use.

1. If existing facilities are not maintained in an acceptable condition, the Government may require that Contractor provide temporary sanitary facilities in a location to be approved by the Government, at no additional cost to the Government.

K. Electric Power Service: Use of existing electric power service will be permitted, as long as equipment is maintained in a condition acceptable to the Government.

1. Contractor may access existing building power with extension cords rated for the equipment being powered.

2. Lighting: Where applicable, provide temporary lighting with adequate illumination for construction operations, observations, inspections, and traffic conditions.

L. Telephone Service: No telephone service is available on site for Contractor's use.

M. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials.

N. Street and Sidewalk Closure: The contractor is responsible for obtaining all permits required for temporary use of adjacent streets and sidewalks during construction operations.

1. A special permit will not relieve Contractor of liability for damage which may result during utilization of said streets and sidewalks.

O. Traffic Controls: Provide flaggers and/or traffic control when street is temporarily obstructed by Contractors’ or delivery vehicles.

P. Parking: A limited number of parking spaces will be made available to the Contractor for parking of vehicles directly related to the performance of the Work in a location to be determined by the Government. All other vehicles shall be parked off site in a legal manner.

Q. Environmental Protection: Comply with local laws and ordinances and Federal and local environmental and antipollution regulations.

R. Waste Disposal Facilities: Provide waste-collection containers in sizes adequate to handle waste from construction operations. Locate as directed by the Government in agreement with the Contractor. Comply with requirements of authorities having jurisdiction.

1.12 TEMPORARY FACILITIES

A. This Article sets forth the requirements for temporary utilities, support, security and protection facilities.

B. Temporary materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.

C. Support Facilities: At Contractor’s option a small, temporary Field Office / Storage Container may be placed on site.

1. If a temporary building is provided Contractor shall provide the following:

a. Thermometer on outside of building.

b. Temporary power and electrical outlets.

c. Lighting adequate to safely perform required tasks.

d. Locks for doors.

e. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures.

f. First-aid Kit.

2. Locate facilities as directed by the Government and where they will serve Project adequately and result in minimum interference with site occupants and the day to day operation of the site. Relocate and modify facilities as required by progress of the Work and as approved by the Government.

4. Maintain support facilities until Substantial Completion. Any personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to the Government.

D. Provide Project identification and other signs as follows:

1. Provide temporary, directional signs for construction personnel and visitors.

E. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses.

F. Maintenance: Maintain facilities in good operating condition until removal.

G. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion.

1. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility.

2. Repair any new work and existing construction damaged by the temporary facilities and or replace construction that cannot be satisfactorily repaired.

J. Materials and facilities that constitute temporary facilities are property of Contractor and shall be removed from Park.

K. Prior to final acceptance, clean any permanent facilities used by the Contractor during Contract Period.

1.13 FIELD VERIFICATION

A. The Contractor shall verify all existing conditions and new and existing dimensions prior to the commencement of work and/or ordering of products and materials that may affect the Work of this Contract.

B. Discrepancies between field conditions and the Contract Documents shall be forwarded to the Government in writing for clarification before proceeding with the Work.

1.14 HAZARDOUS MATERIALS

A. The areas of work for this project have been surveyed and found to be free of hazardous materials. In the event that the Contractor should encounter substances that are suspected of being hazardous materials during construction, stop work in that area and notify the Government immediately for resolution of the issue.

1.15 PROJECT SAFETY

A. Contractor shall ensure the safety of his employees, Government personnel, the public and the Project Site at all times. All work, equipment and the Project Site shall comply with all Occupational Health and Safety Act (OSHA) and other governing regulations, including those of any federal, state and local bodies having jurisdiction.

B. Reportable Accidents: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100.

1. Notify the Government immediately in the event of a reportable accident.

2. Within seven (7) days of a reportable accident, fill out an Accident/Property Damage

Report (Form CM-22) and forward to Government

PART 2 PRODUCTS

2.1 GENERAL PRODUCT REQUIREMENTS

A. This Part includes administrative and procedural requirements for selection of products for use in the Work of this Contract; product delivery, storage, and handling; manufacturers' standard warranties on products; special warranties; and environmental requirements.

B. Provide products that comply with the Contract Documents, are undamaged and, unless otherwise indicated, are new at time of installation.

C. See individual Specifications Section for specific Product Requirements.

2.2 SALIENT CHARACTERISTICS AND PROPERTIES OF PRODUCTS

A. Where a product, material and/or equipment is described by its salient characteristics within this Project Manual it is in order to communicate to the Contractor the minimum requirements of the product, material and/or equipment to be utilized in the Work.

B. Where a product, material and/or equipment is designated by reference to a particular brand-name, manufacturer or trade name within this Project Manual it shall be understood that the citing of such is to establish the minimum acceptable standard of quality allowed by the Government and is not intended to preclude manufacturers of similar products believed by the Offeror/Contractor to possess the characteristics of the item cited.

1. The Contractor shall demonstrate to the satisfaction of the Government that the item to be utilized in the Work matches and/or exceeds the requirements of the item(s) referenced.

2.3 PRODUCT SELECTION PROCEDURES

A. Provide products complete with accessories, trim, finish, fasteners, and other items needed for a complete installation and indicated use and effect.

B. Standard Products: If available, and unless custom products or nonstandard options are specified, provide standard products of types that have been produced and used successfully in similar situations on similar projects.

C. The Government reserves the right to limit product selection to products with warranties that meet the requirements of the Contract Documents.

D. Where products are accompanied by the term "as selected," the Government will make selection.

E. Where products are accompanied by the term "match existing” and/or “match sample" sample to be matched is owned by the Government and final approval of “match” will be made by the Government.

2.4 PRODUCT DELIVERY, STORAGE, AND HANDLING

A. This Article covers general requirements for delivery, storage and handling of products required by the Contract Documents. See individual Sections for further requirements.

B. Deliver, store, and handle products using means and methods that will prevent damage, deterioration, and loss, including theft. Comply with manufacturer's written instructions and recommendations.

C. Delivery and Handling:

1. Schedule delivery to minimize long-term storage at project site and to prevent overcrowding of construction spaces.

2. Coordinate delivery with installation time to ensure minimum holding time for items that are flammable, hazardous, easily damaged, or sensitive to deterioration, theft, and other losses.

3. Deliver products to Project site in an undamaged condition in manufacturer's original sealed container or other packaging system, complete with labels and instructions for handling, storing, unpacking, protecting, and installing.

4. Inspect products on delivery to ensure compliance with the Contract Documents and to ensure that products are undamaged and properly protected.

D. Storage:

1. Store products to allow for inspection and measurement of quantity or counting of units.

2. Store materials in a manner that will not endanger structures and features of the site.

3. Store products subject to damage by the elements under cover in a weather tight enclosure above ground, with ventilation adequate to prevent condensation.

4. Store cementitious products and materials on elevated platforms.

5. Protect plastic materials from exposure to sunlight, except to extent necessary for period of installation and concealment.

6. Comply with product manufacturer's written instructions for temperature, humidity, ventilation, and weather-protection requirements for storage.

7. Protect stored liquids from freezing.

8. Store loose granular materials in a well-drained area on solid surfaces to prevent mixing with foreign matter.

E. Packaging: Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging that uses the minimum amount of packaging possible.

1. Where Contractor has the option to provide one of the listed products or equal, preference shall be given to products with minimal packaging and easily recyclable packaging as defined in ASTM D5834.

2. Maximize use of source reduction and recycling procedures outlined in ASTM D5834.

2.5 ENVIRONMENTALLY PREFERABLE PRODUCTS

A. To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.

B. Eliminate the use of ozone depleting compounds during and after construction where alternative environmentally preferable products are available.

C. Wherever possible use products meeting or exceeding EPA’s recycled content recommendations for EPA-designated products.

2.6 PRODUCT WARRANTIES

A. Warranties shall be provided as required by the Contract Documents. Manufacturer's disclaimers and limitations on product warranties do not relieve Contractor of obligations under requirements of the Contract Documents.

B. Warranties specified in individual Specification Sections shall be in addition to, and run concurrent with, other warranties required by the Contract Documents, unless otherwise noted.

C. Manufacturer's Warranty: Preprinted written warranty published by individual manufacturer for a particular product and specifically endorsed by the manufacturer to the Government.

D. Special Warranty: Written warranty required by or incorporated into the Contract Documents, either to extend time limit provided by manufacturer's warranty or to provide more rights for Owner.

1. Refer to Divisions 2 through 16 Sections, as applicable, for specific content and/or any additional particular requirements for submitting special warranties.

E. Submittal Time: Comply with requirements in Division 01Section “Administrative Requirements” for requirements.

PART 3 EXECUTION

3.1 GENERAL

A. The Project shall be executed and all construction activities completed by the Contractor in a first class workmanlike manner as required by the Contract Documents, by applicable codes and regulations and by existing site conditions.

B. See individual Specifications Section for specific Execution requirements.

C. Provide the following prerequisites to substantial completion:

1. Initial “Punch List” prepared by Contractor listing all items not in compliance with the

Contract Documents that the Contractor intends to finish and/or correct prior to project completions.

2. Where applicable, provide the following:

a. Supporting documentation.

b. Warranties.

c. Certifications.

d. Occupancy permit.

e. Start-up and testing of building systems.

f. Change over of locks.

g. Meter readings.

D. Provide the following prerequisites to final acceptance, where applicable:

1. Final payment request with supporting affidavits.

2. Completed punch list.

3. Provide a marked-up set of drawings including changes, which occurred during construction.

4. Provide the following during project closeout:

5. Submission of record documents.

6. Submission of maintenance manuals.

7. Training and turnover to Owner's personnel.

8. Final cleaning and touch-up.

9. Removal of temporary facilities.

3.2 HISTORIC BUILDING EXECUTION REQUIREMENTS

A. General: All Work performed on this historic structure/site under this Contract shall be done in a manner to ensure the protection of its historic materials and features.

B. Protection of Historic Materials:

1. Protect historic materials not schedule for Work under this Contract during installation of temporary protection and throughout construction.

a. Provide temporary protection measures as required and as noted in the

Contractor’s approved Quality Assurance Plan (see Article 1.9).

b. Methods of attachment of temporary protection to historic construction shall be approved by Government prior to installation.

C. Storage and Protection of Removed Items: Safely store historical materials scheduled to be removed from their existing location under the Work of this Contract.

1. Store historic materials within a weather-tight enclosure where they are protected from wetting by rain, snow, or ground water, and temperature variations;

2. Secure stored materials to protect from theft;

3. Identify removed items with an inconspicuous mark indicating their original location;

4. Develop a key plan when many similar items are scheduled for removal and reinstallation.

D. Protect historic and existing landscape features within Project Area and or adjacent to adjacent as follows:

1. Provide barriers to protect tree trunks.

2. Bind spreading shrubs.

3. Use coverings that allow plants to breathe and remove coverings at the end of each day.

Do not cover plant material with a waterproof membrane for more than 8 hours at a time.

4. Set scaffolding and ladder legs away from plants.

E. In general minimize impact to historic materials and features during construction, including, but not limited to, the following:

1. All work on historic materials shall employ the gentlest means possible.

a. Do not use impact tools. Core drill holes in historic materials, unless otherwise approved by the Government.

b. Do not use expansion bolts. Use bolts set in epoxy in core drilled holes. In general, screen tubes shall be used to contain epoxy when used in historic masonry.

2. Historic Materials shall be repaired rather than replaced. Do not remove historical materials without Government approval.

F. Protection of Historic Materials During Application of Chemicals:

1. Protect persons, motor vehicles, surrounding surfaces of structure/site under construction, plants, and surrounding buildings from harm or damage resulting from applications of chemicals and paints.

2. Do not clean or paint surfaces during winds of sufficient force to spread products to unprotected surfaces.

3. Dispose of runoff from chemical operations by legal means and in a manner that prevents soil erosion, undermining of paving and foundations, damage to landscaping, and water penetration into building interiors.

G. Hot Work: If welding or soldering are anticipated the Contractor shall comply with all NPS requirements and procure a Hot Work Permit from the Park Safety Officer.

3.3 HOUSEKEEPING

A. The Contractor shall maintain the site in a neat, orderly, and safe condition at all times throughout the course of the Work.

3.4 FINAL CLEANING

A. General: Provide final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.

B. Thoroughly clean the Area of Work and any surrounding areas impacted by the work before requesting inspection for certification of Substantial Completion for Project :

1. Removal all waste material, litter, and other foreign substances.

2. Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.

3. Rake grounds that are neither planted nor paved to a smooth, even-textured surface.

4. Remove tools, construction equipment, machinery, and surplus material from Project site.

C. Waste Disposal: Dispose of all waste it in a legal manner outside of the Park.

ACOUSTICAL CEILING

PART 1 - GENERAL

1.1 SUMMARY

A. This Section sets forth the Government’s requirements for providing a new acoustical tile ceiling installation in the Kitchen.

B. The Contractor shall provide all labor, materials, equipment and services necessary to complete the work as indicated on the drawings, as specified herein, as required by referenced and industry standards, applicable codes and existing field conditions.

1.2 RELATED WORK

A. Section 011000 and all other Contract Requirements.

1.3 SUBMITTALS

A. Action Submittals: Submit pursuant to Section 013000 “Administrative Requirements”; coordinate Action Submittals with the approved Project Schedule, allowing sufficient time for review; possible resubmittal and approval. Required Action Submittals include, but may not be limited to:

1. Manufacturer's technical data, installation and maintenance instructions for flooring and accessories.
