NABR PV Battery Replacement

Questions and Answers as of 10 June 2015

Q. How far are the J Boxes off of the floor?

A. They are 47” off the floor

Q. No pictures were sent of the interior of the J Boxes. So, there’s no way to tell if you can land say multiple runs of 250KCMIL into the J Boxes.

Q. It is my understanding that all wires from the J Boxes to the batteries are to be replaced. Is this correct?

A. Yes

Q. C&D is telling me that they can manufacture the CPV Model 2340, which is a bigger battery than you currently have.

a. The battery rack on one half of the room would hold (5) 48VDC (120 cells total) systems on a 35” wide x 38’ long battery rack. The spill containment system would then be 38”w x 460”l. Can the room support this measurement?

b. The battery rack on the other half of the room would hold (4) 48VDC (96 cells total) systems on a 35” wide x 31’ long battery rack. The spill containment system would then be 38”w x 376”l. Can the room support this measurement? I understand that there are measurements to support this, but I see ladders and air handling units on the walls that are not depicted on the drawings that I’m sure are going to need to have access to.

A. It is the Contractors responsibility to verify that their proposed batteries will fit in the battery room based on the dimensions shown on the drawings. The Park will move or relocate any items that interfere with the new batteries if needed.

Q. It has been assumed that there is no asbestos in this room. Correct?

A. Correct, no asbestos. The room is all concrete. Also, no lead paint.

Q. In requirements for other U.S. government agencies we have been required to provide a seismic survey to support new battery rack floor anchoring. I see none on this solicitation. Is that a requirement?

A. There are no seismic requirements for this solicitation

Q. Is new battery rack to be seismically rated? If so, in all likelihood, the cable tray will have to be adjusted/moved up to accommodate a higher battery rack platform.

A. No

Q. What is the site load draw the cables must be sized to support?

A. In order to simplify the proposal, the Contractor shall replace all battery cables with two parallel 1/0 cable or equivalent. There are three clusters of batteries with 12 cables each running to the Jbox for a total of 36 cables at 1/0.

Q. To save cost, could a 4th conductor be added to meet the ampacity requirement instead of replacing all cables?

A. The requirement is to replace all cables, with the minimum cable size outlined above.

Q. Why is DLO cable with proper lugs not allowable as it is commonly used for this application?

A. From the statement of work “…All battery leads are to be replaced with a minimum of two parallel 1/0X-flex cable or equal. DLO (diesel locomotive) cable or welding cable is not an acceptable equal.” Please provide the requested cabling.

Q. The Past Performance Questionnaire was included in the bid package but I don’t see any reference to it in the bid. Please clarify how you would like this form completed.

A. Section L includes instructions regarding the Past Performance Questionnaire (PPQ). The PPQs may be submitted directly with non-pricing information by the offeror or forwarded directly from a reference to the e-mail listed. As long as the prime contractor making the offer is identified. Confirm receipt by calling prior to the deadline.

Q. Is the boundary around the batteries removable and made of what material?

A. The existing spill containment is constructed of dimensional trex type lumber and an EPDM membrane, constructed on top of the existing concrete floor. The Contractor will be responsible for removal. The actual attachment to the concrete floor has not been verified.

Q. What are the old batteries sitting on, is that removable and made of what material?

A. See above

Q. Can existing DC cables be reused with new batteries or does all need to be replaced?

A. See section 1.1.J of the specifications.

Q. If the existing spill containment is removed, is the surface where the old batteries are sitting on the same height/level of the main floor.

A. Yes, see above

Q. What hours can we work?

A. See specifications.

Q. Can a semi make it to the site to be unloaded with a forklift?

A. Yes

Q. Can we have a forklift dropped off for unloading of the semi and loading the old batteries back on the semi? Or is there a forklift on-site that we can use?

A. See specifications

Q. Is it correct to assume the date is still June 17th which these quotes are due.

A. Yes

Q. Also can the questionnaire be turned in with the quote? Please advise at your earliest convenience.
