SECTION L

INSTRUCTIONS, CONDITIONS AND NOTICE TO BIDDERS

1. Relevant Deadline

12:00 p.m. Eastern Standard Time on June 18, 2014. The hardcopy submission can be submitted either by mail (see address below) or via email to: sheila_rushlow@nps.gov. Email submissions must be received prior to the 12:00 p.m. EST deadline or they will be considered late proposals and will not be evaluated.

2. Instructions for Proposal Submission

Proposals shall be submitted as an original and two copies. Technical information shall be clearly separated from the pricing information.

A. Hardcopy submissions

Hardcopy submissions shall be on 8 ½ x 11 paper, single-spaced. The original document shall be printed on one side of the page, copies are permitted to be printed on both sides.

Margins shall be no less than one inch on all sides. The typeface for all documents

(including charts and graphics) shall be black, 11 point or larger. Graphic illustrations may be reduced for presentation purposes but must be presented on 8 ½ x 11-inch paper.

Proposal submission initially includes both written content and price. Include the solicitation number on all documents.

B. Proposal Format

Proposal shall contain a cover sheet which clearly identifies the following information:

Company Name and Mailing Address

DUNS Number

Point of Contact (POC) Name

POC Phone and Fax Number

POC E-Mail Address

C. Proposal Receipt

Proposals must be received by either mail or Email no later than 12:00 p.m. Eastern

Standard Time, on June 18, 2015. If being submitted by mail the mailing address is:

2. Proposal Content

A. Part 1, Technical Requirements

(1) TECHNICAL APPROACH

The Offeror shall provide a Technical Approach that identifies:

-Detailed project schedule identifying all critical milestones and those identified in Section F. Should the Offeror not be able to meet the end date of August 14, 2015, the Offeror shall propose an alternate schedule considering a revised completion date that is closest to the end date identified;

-Preferred sequence for completing the work;

-Volume of work presently in the foundry and the ability to meet the completion date for the project;

(2) SAMPLES OF WORK

The Offeror shall provide photographs and descriptions of three past large scale bronze statuary projects similar in scope and size and the proposed project.

(3) FACILITY AND EQUIPMENT

The Offeror shall provide photographs of an art foundry facility that produces bronze statuary and a list of equipment for the foundry.

B. Part 2 – Price Proposal

(1) Signed and completed Standard Form 33.

(2) Submit Section B, Supplies or Services and Prices. Provide a detailed cost proposal which fully supports the prices set forth in Section B that will adequately establish the reasonableness of the proposal amount.

(3) In those cases where an Offeror does not have full in-house capability and anticipates significant use of subcontractors to provide the needed support, the

Offeror shall provide the same detail concerning the subcontractor as provided by the prime contractor. The terms of each subcontract should be fully explained.

Subcontracts must include certain general provisions and contract articles from the prime contract. Any difference in the rates proposed by the subcontractor to the offeror and the rates proposed by the offeror to the Government for the subcontract work should be fully explained.

Any proposed subcontractors required by the Offeror will be limited to individuals or firms that are specifically identified and agreed to during negotiations. Therefore, subcontracts must be in place at the time of proposal submission. Provide written confirmation that subcontracts are in place.
