SECTION C

DESCRIPTIONS/SPECIFICATIONS/WORK STATEMENT

National Park Service Solicitation Number P15PS01053

1. BACKGROUND

This project is to have a qualified art foundry provide cast reproduction unassembled pieces of

Abraham Lincoln: The Man (Standing Lincoln) bronze statue by Augustus Saint-Gaudens to be installed by the National Park Service (NPS) on location at Saint-Gaudens National Historic Site in Cornish, New Hampshire. The original bronze is in Chicago.

The standing Lincoln plaster cast was created as a working model to recast the sculpture for the

Mexico City bronze made in 1966. The origin of this plaster is not certain. It may have been cast from a mold which was made from the bronze monument at Lincoln Park, Chicago which was erected in 1887. These plaster casts are comprised of 21 separately cast parts and 3 fragments.

The parts are itemized in the attached condition report, Attachment 11, Condition Assessment and

Images. Since these separate pieces were made to be used as models, and to be molded to cast wax positives in preparation for a bronze, they were never actually designed to be assembled in total. There is no significant reinforcement of metal tubes or bars which would enable the plaster parts to be as assembled and support its own weight as a whole.

The quality of the plaster is inherently weak and is in fair condition due to the type of gypsum used, the effects of time, the methods of packing and storage as well as damage which most probably occurred during the molding process. Some parts such as one claw foot from the chair leg, the proper right foot from the figure and a section of drapery are fragmented and detached from their original parts. The overall surface on all the pieces is dirty and there are many minor chips, losses and cracks. There are remnants of a thin layer of clear shellac throughout the surface, which was probably used as a sealer for molding purposes. There are many areas that show more significant losses of form due to damage. Some areas of pitting and erosion are evident due to water damage. There is, however, enough of the original surface intact to complete a successful conservation of the plaster. The best use of the plasters is to be used as a model for molds and a reproduction as was their original intent.

2. STATEMENT OF WORK

Independently, and not as an agent of the Government, the Contractor shall provide all labor, materials, equipment and delivery to provide cast bronze for the total number of units identified in the attached photographs, Attachment 12, Photographs.

Work under this contract consists of a mix of work being done by the Government identified as

Government-Furnished and Contractor produced work as follows:

A. GOVERNMENT-FURNISHED

All work identified as Government-Furnished will be done by the National Park Service

(NPS).

(1) Plasters will be restored prior to rubber molds being made. Detailed plaster repairs are identified in Attachment 11, Conditions Assessment and Images.

(2) Rubber molds will be made of Polyte 74-30 RTV.

(3) Plaster mother molds. Molds will be provided in one piece, however the

Contractor with prior approval of the Contracting Officer’s Representative

(COR) may cast the larger units in multiple pieces.

(4) Will inspect one casting at the Contractor’s facility prior to casting all of the pieces.

(5) Inspect all final castings at the Contractor’s facility prior to shipment.

(6) Will assemble pieces and do the final installation.

B. CONTRACTOR PRODUCED

(1) All work shall be done in accordance with the following Specifications:

(2) Inspect molds to ensure bronze work can be cast from the molds. The Contractor shall notify the Contracting Officer’s Representative (COR) of any issues in writing prior to starting wax patterns.

(3) Pour wax patterns using Government-Furnished molds.

(4) Meet with the COR to discuss the approach for casting. Cast all parts identified in Attachment 13, List of Object Numbers, Descriptions, Dimensions and

Pictures. Castings shall be done using Everdur C873 Silicon Bronze alloy.

Individual castings shall be of proper thickness to support itself as part of the larger sculptural component. Casting shall be completed using investment casting “lost wax” process.

(5) Remove casting gates and investment from raw castings. All castings shall be sand blasted with fine grade media and free of investment. Sprue gates shall be cut and clean of investment. Casting flaws greater than 2 square inches shall be repaired prior to final shipping.

(6) Broken Government-Furnished molds shall be repaired prior to return to the

Government.
