1. Background
Three areas in the Cuyahoga Valley National Park need Paving and drainage improvements. Areas include: Botzum Trailhead, Bike & Hike Trailhead and Happy Days South Lot.
2. Objectives:
Parking Improvements will provide continued safe use by visitors and employees.
3. Place of Performance:
Projects are located in three areas of Cuyahoga Valley National Park in Summit County.
1. Botzum Trailhead: 2928 Riverview Road, Akron 44067
2. Bike and Hike Trailhead: 315 Boston Mills Road, Boston Heights 44236
3. Happy Days Lodge, South Lot: 501 W Streetsboro Road, Peninsula, OH 44264
4. Period of Performance:
Project to be completed in 90 days after Notice to Proceed is issued. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. At Happy Days Lodge site it is critical the work shall allow safe and full visitor access to the area starting Thursday 4pm thru weekend.
5. Scope:
Project work consists of:
· Drainage: Installation of new catch basin, storm sewers, rip rap outlet and culverts.
· Pavement: Removing existing asphalt; installation of aggregate base, asphalt and pavement marking.
· Finishing: Match existing elevations and surrounding grades by adding ODOT 617 in some areas and topsoil, seeding, and mulch in others noted.
· Add-on bid items include options for paving tunnel, walks & culvert replacement.
· Seal Coating, Crack Filling, and Striping.
6. TASKS:
Tasks will follow detailed Plans and Specifications for 3 project areas (see attached page 4)
7. DELIVERABLES:
a) Section 01010 - I. Recycling plan including recycled content aggregate proposed.
b) Section 01010 - I. Disposal records showing percent of debris diverted from landfill prior to close out.
c) Section 01010 – P.2. Contractor's employee health and safety instructions.
d) Section 01010 – P.4. For all chemicals, paints, solvents and cleaners used on this project copies of all Material Safety Data Sheets (MSDS), OSHA Form 20, and the Product Use Sheets.
e) Section 01010 – Q. Construction Sequence and Progress Schedule to Contracting Officer due as soon as possible after Notice to Proceed and before beginning any work.
f) Section 02630 – B. manufacturer's data and certification on all storm drain materials.
g) Section 02630 -- H. Geotextile Fabric data or sample
h) Section 0270 – B. certification from the supplier stating that aggregate base course meets the requirements of this section.
i) Section 02513 – G.5.a. Job Mix Formula in writing as specified in ODOT Section 448 for each of the various asphalt concrete mixes proposed for the site.
j) Section 02931 -- D 5 Seed Mix data or sample Due dates: Recycling Plan, HASP, Construction Schedule, and Material submittals are due before work begins, and shall be submitted to both the COR and Contracting Office for review.
8. Government-Furnished Property (GFP):
No government furnished property, material or equipment will be provided. Government furnished information will be limited to that provided in this solicitation of detailed plans and specifications.
9. Security Considerations:
The contractor will be responsible to secure the work area after hours. Gates to be locked with contractor furnished lock and NPS lock.
10. Travel:
The contractor’s bid will incorporate all travel required, and this will not be paid as a separate line item.
11. Special Material Requirements:
Recycled aggregate content meeting the required ODOT specifications is preferred. All efforts shall be made to reutilize or recycle materials prior to depositing in a landfill or other location. Goal of contact is to have zero waste.
12. Other Unique Requirements and Considerations:
At Happy Days Lodge site it is critical the work shall allow safe and full visitor access to the area starting Thursday 4pm through Sunday evening.
13. Quality ASSURANCE Requirement:
The contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

01010 SUMMARY OF WORK
A. This area is a unit of the National Park Service. Consequently, all work by the Contractor will be performed with the utmost care to ensure the cultural and natural qualities for which the area was established are not impaired or damaged.
B. The contractor's work consists of paving and drainage repairs in three locations.
1. Botzum Trailhead: 2928 Riverview Road, Akron 44067 a.
In three areas totaling 8400 sq. yards - Grind 6-inches asphalt and replace with 3.25-inches of #304 aggregate and 2.75-inches of ODOT 448 asphalt intermediate course Type II Medium b.
In one area totaling 325 sq. yards - Grind 24-inches asphalt and replace with geotextile fabric, 12-inches of No. 1&2 aggregate, 9.25-inches of #304 aggregate and 2.75-inches of ODOT 448 asphalt intermediate course Type II Medium c.
Replace Storm Drain under pavement - 10-inch diameter x 162-feet long d.
Grind 2-inches asphalt surface at road, curb and trail to match grade at existing pavement e.
Install 8400 sq. yards of 2-inches of ODOT 448 asphalt surface course Type I Medium f.
Reinstall Parking counter loop g.
Install yellow parking striping for 121 spaces, 5 accessible spaces with aisles & 1 van accessible with aisle h.
Install topsoil edging around entire parking area and islands 3200-feet x 1-foot x 2-inches deep, seed and mulch
i. OPTION 1: Repave Walkways - In 190 sq. yard area of walkway, grind 2-inches asphalt and install 2-inches of ODOT 448 asphalt surface course Type I Medium to match grade to existing pavement at curb, kiosk and bollards.
j. OPTION 2: Storm sewer & catch basin replacement - Replace remainder of storm drains 10-inch diameter x 420-feet long and replace three catch basins with new 2-foot square concrete open bottom catch basin.
2. Bike and Hike Trailhead: 315 Boston Mills Road, Boston Heights 44236 a.
Grind 2-inches asphalt surface at both road entrances to match grade to existing pavement b.
Install 845 sq. yards of 2-inches of ODOT 448 asphalt surface course Type I Medium c.
Reinstall parking counter loop d.
Install yellow parking striping for 8 spaces, 1 accessible space with aisle to bulletin board e.
Install topsoil edging around entire parking area and islands 560-feet x 1-foot x 2-inches deep, seed and mulch
f. OPTION 3: Replace 2 road side culverts – Two at 12-inch diameter x 30-feet long
3. Happy Days Lodge, South Lot: 501 W Streetsboro Road, Peninsula, OH 44264 a.
Entrance Drive - Grind 10.75-inches of 800 sq. yards asphalt surface in drive. Install geotextile fabric, 6-inches #304 aggregate and 2.75-inches of ODOT 448 asphalt intermediate course Type II Medium and 2-inches of ODOT 448 asphalt surface course Type I Medium b.
Entrance Drive - Reinstall Parking counter loop c.
Parking Area – Remove existing asphalt 880 sq. yards, catch basin and piping.
d.
Parking Area - Install new drainage system: New 2-foot square concrete open bottom catch basin with 135-feet x 4-inch diameter ridged schedule 40 PVC w/ 2 sets of 5/8-inch perforation holes at 6” o.c. in 3-foot x 2-foot trench filled with No. 4 crushed washed river gravel. In wooded area for 35-feet, install 6-inches of No. 57 washed river gravel over trench with geotechnical fabric to separate topsoil from stone.
e.
Parking Area - Install 40-ft Sandstone B & C Rip Rap (30 tons) with No. 57 wash river gravel (10 tons) as bedding at outlet f.
Parking Area – Fine grade to proposed grades, install geotextile fabric, 6-inches no. 304 aggregate and 2.75-inches of ODOT 448 asphalt intermediate course Type II Medium and 2-inches of ODOT 448 asphalt surface course Type I Medium g.
Install yellow parking striping for 11 spaces, 6 accessible spaces with aisles & crosswalks h.
Install topsoil edging around entire parking area and islands 1050-feet x 1-foot x 2-inches deep, seed and mulch
i. OPTION 4: Walkway asphalt replacement - Grind 2-inches & install 2-inches asphalt on approaches and landings to steps either side of tunnel – 38 sq. yards on south side and 50 sq. yards on north side
j. OPTION 5: Tunnel asphalt replacement - Remove 2-inches asphalt in tunnel & install 2-inches asphalt – 45 sq. yards. Allow drainage with 0.5% grade crowning in middle of tunnel.
Paint both tunnel sides 24-inches up from asphalt by approx. 80-feet long with specialized white sealer and topcoat. Tunnel Sealant Paint: Paint both tunnel sides from asphalt paving as specified with Rust Bullet Standard base coat and Rust Bullet WhiteShell top coat as manufactured by Rust Bullet, LLC, 300 Brinkby Ave., Suite 200, Reno, NV 89509, (800) 245-1600 or equal. Clean any loose material off tunnel walls prior to paint application. Apply base and top coats as per manufacturer’s recommendations.
k. OPTION 6: Tunnel asphalt overlay - Install 2-inches asphalt – 45 sq. yards. Allow drainage with 0.5% grade crowning in middle of tunnel.
Paint both tunnel sides 24-inches up from asphalt by approx. 80-feet long with specialized white sealer and topcoat. Tunnel Sealant Paint: Paint both tunnel sides from asphalt paving as specified with Rust Bullet Standard base coat and Rust Bullet WhiteShell top coat as manufactured by Rust Bullet, LLC, 300 Brinkby Ave., Suite 200, Reno, NV 89509, (800) 245-1600 or equal. Clean any loose material off tunnel walls prior to paint application. Apply base and top coats as per manufacturer’s recommendations.
C. Projects are located in Cuyahoga Valley National Park at above addresses in Summit County.
D. Project to be completed in 90 days after contract is awarded. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. At Happy Days Lodge site it is critical the work shall allow safe and full visitor access to the area beginning 4pm on Thursdays through Sunday evening.
E. Preservation of Natural Features: Confine all operations within the work limits of the project. Exercise special care to leave the natural surroundings undamaged. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
F. Equipment Restrictions: Use only equipment that can safely negotiate area to be worked in.
G. Stockpiling and Storage Restrictions: Material may be stockpiled and stored in designated areas approved by the Contracting Officer. No woody vegetation shall be disturbed and any such staging area will be graded, seeded and mulched at no cost to the Government.
H. Hauling Restrictions & Permits: Comply with all legal load restrictions in the hauling of materials on public roads beyond the limits of the project. All permits needed for construction to be acquired from local jurisdictions prior to commencing work.
I. Disposal: Dispose of excess excavated material that cannot be used in construction outside the park. All efforts shall be made to reutilize or recycle materials prior to depositing in a landfill or other location. Unless otherwise specified by Contracting Officer, all removed material becomes the property of the Contractor. Contractor to submit recycling plan including recycled content aggregate proposed prior to start of project and disposal records showing percent of debris diverted from landfill prior to close out. Goal of contact is to have zero waste.
J. Protection of Existing Utilities: Before construction begins, the Contractor shall locate all utilities in the vicinity of any ground disturbance. The Contractor shall be responsible for complying with all regulations pertaining to utilities in the State of Ohio. The Contractor shall assume all risks for all utilities located in the vicinity of his work, whether above or below the surface of the ground. The Contractor shall also be responsible for all damages and assume all expense for direct or indirect injury, caused by his work, to any of the utilities, or any person or property by reason of injury to them, whether such utilities are or are not shown on the drawings, once they have been uncovered by the work.
K. Temporary Erosion and Sediment Controls:
Temporary erosion control of silt fencing and/or straw bale dikes are needed at outlet of Happy Days South and shall be placed as soon as earthwork starts or as directed by the Contracting Officer. Temporary erosion control measures must be installed and maintained during the course of the project as per manufacturers recommendations.
1. Silt fencing shall meet ODOT 712.09, Type C and Section 02275: Geotextile Type II or approved equal.
2. Straw bale dikes shall be constructed with twine-bound square straw or hay bales, staked with hardwood stakes and placed in double rows.
L. Traffic Control: The Contractor shall provide, erect, maintain and subsequently remove all traffic control devices required to gain access to the site and/or complete the work. The traffic controls shall be in accordance with the “Ohio Manual of Uniform Traffic Control Devices for Streets and Highways”. Traffic control devices shall be provided with suitable supports of sufficient strength and stability. Providing traffic control shall be considered incidental to the completion of the project and no separate payment shall be made for this work. The contractor shall complete the project so as to minimize the disruption of traffic flow within the work area.
M. Field Verification: Field verify new and existing dimensions affecting the work of this contract before ordering products.
N. References: All work will conform to relevant sections of Ohio’s Construction and Material Specifications, latest edition indicated here as ODOT.
O. Testing: All labor and material costs associated with all tests required by the contract including, but not limited to, tests for existing soil conditions, installed soil compaction, ballast gradation, aggregate analysis and concrete installation using standard accepted methods and tests. Contractor is responsible for selecting the testing laboratory, arranging for the collection of samples, product data, and delivery of results, and supplying copies of all reports to Contracting Officer. Contracting Officer shall consult with Contractor in consideration and selection of the testing laboratory and reserves the right to approve the laboratory selected by the Contractor.
P. Safety Plan and Rules: Perform work in accordance with rules, regulations, procedures, and safe practices of the National Park Service, OSHA, and all other government agencies having jurisdiction over this project. The following safety rules are directed to the Contractor, are considered especially applicable to all of the Contractor's employees in regard to conduct while on the National Park Service property, and are made a part of this Contract.
1.
Contractor-employed supervisors, foremen, and gang watchmen are responsible for the safety, safety instructions and safe performance of all employees under their immediate supervision. Inexperienced employees must be instructed by immediate supervisors of safe methods in performing their duties.
2.
Furnish a copy of the Contractor's employee safety instructions to the Contracting Officer. This plan must be submitted within 10 days of the project starting date.
3.
All Contractors’ employees are required to wear hard hats, safety shoes or boots, and full cover clothing when working in the project area.
4.
For all chemicals, paints, solvents and cleaners used on this project:
a.
Send copies of all Material Safety Data Sheets (MSDS), OSHA Form 20, and the Product Use Sheets to the Contracting Officer. Mark all submitted sheets with the project title and Contractor's name. Also, keep a copy at the worksite.
b.
Assure on-site storage conditions are legally provided and maintained and that any discarded chemicals are disposed of in accordance with Department of Environmental Resources' requirements.
5.
All National Park Service property is a drug-free and alcohol-free environment. The use, possession, or acting under the influence of drugs or alcohol while on the National Park Service property is forbidden. Any person violating this rule will be immediately removed from the National Park Service property at the discretion of the Contracting Officer.
6. All worker trash generated on the job shall be removed from site including food containers and cigarette butts.
Q. Construction Sequence and Progress Schedule: Contractor will submit a Construction Sequence and Progress Schedule to Contracting Officer as soon as possible after Notice to Proceed and before beginning any work. Schedule will show estimated starting and completion dates for each part of work. Coordinate schedule with Contracting Officer to ensure the least inconvenience to the facility area.
02210 EARTHWORK
A. Work consists of general site excavation, finish grading, removal and disposal of asphalt, base and unsuitable material and furnishing and placing imported Select Fill borrow if needed.
B. Project Conditions: Maintain fills, slopes, and trenches within the limits of the new construction until final acceptance. Repair areas damaged as a result of floods, storms or construction.
C. Protection: Protect adjacent properties from damage. Repair damage to adjacent properties due to operations by the Contractor at the Contractor's expense to the satisfaction of the Contracting Officer. Notify all utilities existing in the area. Prevent damage or interruptions of service of any utility. Responsibility for any damage to existing structures, utilities, etc., from operations under the Contract is solely the Contractor’s.
D. Disposition of Utilities:
1. Observe all rules and regulations governing the respective utilities in executing all work under this section. Notify all utilities existing in the work area to verify locations, prior to beginning as required by Section 153.64 ORC. Contact Ohio Utilities Protection Service (1-800-362-2764) 48 hours in advance of any excavations.
2. Protect or relocate any active utilities not shown on the Drawings in accordance with written instructions from the Contracting Officer.
3. Remove, plug or cap any inactive and abandoned utilities encountered in excavating and grading operations as directed by the Contracting Officer. Report in writing, the location of such abandoned utilities.
E. Subsurface Investigation: Subsurface investigations have not been performed at the site as part of current work.
F. Excavation:
1. Perform excavation to permit segregation and selection of materials of different character in accordance with their suitability for reuse.
2. Remove any abandoned utilities discovered during excavations to within two feet of finished grades.
3. Maintain excavations in good condition during construction so as not to impair the attainment of the final slopes and grades. Take all necessary precautions to prevent movement of cut slopes in all excavated areas.
4. Keep excavations free from impounded water.
5. Trench excavation for installation of manholes and pipes shall comply with ASTM D232.
G. Density Requirement:
1. Compact Subgrade and Select Fill to 85 percent of maximum density as determined by AASHTO T99-81 or T180-74, Method D, at plus or minus 2 percent of the optimum moisture content. Determine field density of compacted material in accordance with AASHTO T191-61, T205-64, or other standard accepted field density testing methods, such as non-destructive nuclear density testing.
2. Conduct random compaction testing on each lift of placed material. Selection of the testing laboratory is the Contractor’s responsibility. Submit qualifications to the Contracting Officer for approval. Laboratory must meet approval of Contracting Officer prior to utilization of services.
H. In areas where density is not met, remove subgrade and replace with select fill.
I. Select Fill: Material submitted for use as Select Fill will be subject to approval by the Contracting Officer. Use all suitable material obtained from required excavation above the water elevation before importing borrow for use as Select Fill. Obtain approval from the Contracting Officer before importing borrow. Soils with detrimental quantities of organic materials, debris, and muck are not suitable for Select Fill. Frozen material will not be permitted in construction.
1. Clean, readily compacted soil, classified as a sandy clay loam, with all particles passing a 1 1/2-inch square opening and with no more than 50 percent by weight of the material passing a No. 200 sieve, as determined by AASHTO T88-81. The portion of material passing the No. 40 sieve shall have a plasticity index of not more than 10, as determined by AASHTO T90-81. Material consisting of organic material, expansive clays or rocks larger than 1 1/2-inches in diameter is not acceptable. Distribute materials so that no lenses or pockets of substantially differing materials exist.
2. Determine locations of unsuitable subgrade prior to the placement of Select Fill. Remove and replace unsuitable subgrade that cannot be stabilized in-place with imported borrow material and compacted according to this section.
3. Place Select Fill in layers not exceeding 8 inches loose measurement. Compact each layer before placing the next layer. As the compaction of each layer progresses, continually level and manipulate to ensure uniform moisture and density.
4. Dry or mix materials having a water content in excess of the allowed tolerance with drier materials prior to being placed as fill. Add water to materials having a lower water content than the allowed tolerance by traditional mechanical means before being used for fill. Disc to a depth of approximately 4 inches, any fill areas that dried sufficiently to cause cracks in the surface. Dampen before any fresh fill is placed.
5. The Contracting Officer is the sole judge of the suitability of various materials for use in the construction. Approval authority for designating locations for the disposition of excavated material is solely the Contracting Officer’s.
J. Subgrade Tolerance: Finish subgrade elevation variance above or below the theoretical grade more than 0.1 foot is not acceptable.
02630 STORM DRAINAGE
A. Work consists of furnishing all labor and materials necessary to install catch basins, pipe culverts and trench drains.
B. Submit manufacturer's data and certification that materials meet specification. All materials and installation shall meet ODOT 603 and 604 specifications.
C. Pipe Culverts:
1. All solid pipe material shall be ADS N-12 ST IB pipe as manufactured by ADS, Inc. or approved equal. Install as per manufacturers specifications.
2. All perforated pipe material shall be ridged schedule 40 PVC w/ 2 sets of 5/8-inch perforation holes at 6-inches on center meeting ASTM D 1785.
D. Catch Basin: Precast concrete catch basin with open bottom, meeting ODOT Standard Construction Drawing CB 1.2 or approved equal. Installation shall conform to ODOT 604.06 specifications including bedding, grout and certifications.
E. Grate: Iron grates shall to match existing grates. Text on grate shall include “Drains to Waterways” and “Dump No Waste” with fish symbol.
F. Bedding: ODOT 603, Type 2, No. 8 compacted structural backfill bed extending at least 6 inches below the bottom of the conduit and catch basin for the full width of the trench. Recycled content meeting the ODOT specifications is preferred.
1. Extend the bedding up around the pipe for a depth of not less than 30 percent of the rise of the conduit. Shape the bedding to fit the conduit with recesses shaped to receive the bell of bell-and-spigot pipe. Place the backfill in the trench and embankment outside the trench uniformly on both sides of the conduit for all conduit installations.
2. Leave the bedding below the middle one-third of the pipe span uncompacted. Compact the remaining bedding according to 603.09. Ensure backfill bed is level and uniform.
3. The Contractor may operate small compaction equipment with less than a total weight of 1 ton over the conduit to compact the backfill. Do not use hoe rams on top of the conduit until 2 feet of backfill is compacted on top of the conduit. The Contractor may operate compaction equipment with less than a total weight of 8 tons, but more than 1 ton, over the conduit after placing and compacting 2 feet of backfill.
G. Trench Drain at Happy Days South Lot: Materials shall be sound, durable gravel of the proper gradation meeting ODOT No. 4 Crushed Washed Gravel and No. 57 Washed River Gravel with placement as noted on drawings.
H. Geotextile Fabric for trench drain at Happy Days South Lots: TenCate Mirafi 135N or approved equal meeting Type II geotextile requirement of ODOT 712.09, Type A Underdrains and Slope Drains. Placement and installation as per manufacturer’s instructions and ODOT specifications.
I. Laying Conduit: Lay the conduit in the center of the trench starting at the outlet end with the bell or groove-end laid upgrade. Ensure that the conduit is in contact with the bedding throughout its full length.
J. Maintain flows at all times until the new facilities are completed and in service. Maintain the flows through existing facilities to be replaced unless a temporary bypass conduit is used. Construct the inlet and outlet ends of all conduit runs with pipe ends as normally fabricated by the manufacturer. If field cutting is necessary, locate the cut end at an interior joint within the run and provide a cradle, collar, or band to ensure a stable joint.
K.
Joining Conduit. Join the conduit sections so that the ends are fully entered and the inner surfaces are flush and even. Furnish joints that do not allow infiltration of backfill material into the conduit or use a fabric wrap on the outside of the conduit. The contractor and contracting officer will visually inspect all conduit and joints before any backfill is placed. Rejoin, re-lay, or replace all conduit out of joint tolerance, alignment, settled, or damaged.
L. Placement and Compaction Requirements. Place soil, granular backfill, or Structural Backfill Type 1 or 2 in lifts not to exceed 8 inches (200 mm). The Department will perform all compaction testing according to Supplement 1015. The compaction requirements per material type are as follows:
1. For soil embankment, compact each lift until 96 percent of AASHTO T 99 is achieved.
2. Compact each 8-inch (200 mm) loose lift of Type 2 Structural Backfill by the following methods. Compact the material according to 603.09.E.
3. Contracting Officer may adjust the lift thickness to obtain the required compaction, fill the voids, achieve the proper seating of the backfill material, and achieve the stability of the backfill material and the pipe. Do not use equipment or methods that compromise the structural integrity of the pipe.
4. Clearing Site and Restoring Damaged Surfaces. Immediately after completion of the placing and compacting of the backfill remove and dispose of all surplus material according to 603.01 and clear the site and restore all required surfaces.
0270 AGGREGATE BASE COURSE
A. Work consists of furnishing, placing and compacting base course aggregates for asphalt paving area including furnishing water required for compaction.
B. Submit certification from the supplier stating that aggregate base course meets the requirements of this section.
C. Aggregate: Clean, hard, durable fragments or particles of crushed limestone meeting the requirements of ODOT 703, for Item 304 base aggregate and 1 and 2 course aggregate. Recycled content meeting the ODOT specifications is preferred for both rough and base course.
D. Geotextile Fabric: TenCate Mirafi HP370 or approved equal meeting Type III geotextile requirement of ODOT 712.09, Type D Subgrade – Subbase Separation or Stabilization. Placement and installation as per manufacturer’s instructions and ODOT specifications.
E. Water: Clean, potable from nearby stream is acceptable.
F. Placing Aggregate: If the required compacted depth of the aggregate base course exceeds 6 inches, place course in two or more layers of approximately equal thickness. The maximum compacted thickness of any one layer is limited to 6 inches.
G. Compaction: Compact each layer in accordance with ODOT CMS. Test density in-place every 100 linear feet, in accordance with AASHTO T191-61, T205-64, or other recognized method.
H. Surface Finishing:
1. Use a smooth steel wheel roller for the final rolling of top surface base course. Water surface and evenly spread loose stones before final rolling. Make minimum of two complete passes over area to embed stones. Correct soft spots developed during rolling.
2. Compact base course surface smooth and free from waves and other irregularities.
Unsatisfactory portions of base course will be torn up, reworked, re-laid, and rerolled, at no additional expense to the Government.
I. Tolerances:
1. Surface: The Contracting Officer will test finished surface of the base course with a 10-foot straightedge or other device.
Variations in the finish surface greater than 1-inch between any two contacts is not acceptable.
Rework any areas not complying with these tolerances to obtain conformity.
2. Width: Plan dimension, plus or minus 2 inches.
3. Thickness: Plan dimension, plus or minus 1/2-inch.
J. Maintenance: Maintain base course in a satisfactory condition until surfaced or until final acceptance. Barricade areas as needed to keep off traffic until final paving.
02513 ASPHALT PAVING
A. The work to be performed under this section consists of furnishing all labor, materials, utilities, and equipment necessary to install asphalt paving and line marking.
B. Weather Limitations:
1. Apply tack coat when ambient temperature is above 50 degrees F (10 degrees C), and when temperature has not been below 35 degrees F (1 degree C) for 12 hours immediately prior to applications. Do not apply when base is wet or contains an excess of moisture.
2. Construct asphalt concrete surface course only when atmospheric temperature is above 40 degrees F (4 degrees C) and when base is dry. Base course may be placed when air temperature is above 30 degrees F (-1 degrees C) and rising.
C. Paving shall be applied by a competent installer experienced in the installation of the materials and shall be approved by the Contracting Officer. General contractor shall submit a request for approval of the subcontractor including a performance history and references for work of a similar nature.
D. Special care shall be taken around sandstone edging and steps at Happy Days. Any damage to the sandstone shall be replaced in kind by Contractor at no extra cost to the Government.
E. The Contractor's independent laboratory shall perform field tests for conformance with the specifications at the request of the Contracting Officer at no cost to the Government. The Contractor shall also supply results of tests at the batch plant for conformance with the specifications.
F. Paving Products:
1. Asphalt Prime Coat: Meet the requirements of ODOT 408, either MC-30 or RC-70.
2. Mixes: Meet the requirements of ODOT 401.
3. Asphalt Tack Coat: Asphalt tack coat shall meet the requirements of ODOT 407.
4. Joint Sealer: Material shall be asphalt cement as specified in ODOT 702.01.
5. Asphalt Intermediate Course: Meet the requirements of ODOT 448 and 441 Type 2 for medium traffic volumes.
6. Asphalt Surface Course: Meet the requirements of ODOT 448 and 441 Type 1 for medium traffic volumes.
7. Reconditioning Shoulders: Road shoulder berm in areas noted shall meet the requirements of ODOT 617.
G. Preparation Of Subgrade: Contractor to prepare existing asphalt to meet existing grades by removing appropriate amount of asphalt to create a smooth transition to existing grade. At Happy Days Tunnel Contractor shall allow drainage of tunnel with a 0.5% grade crowning in middle.
H. Asphalt Concrete Pavement Construction:
1. Asphalt concrete paving shall be constructed according to ODOT Sections 401, 407, 408, 409, 441 and 448 and as indicated below.
2.
Prime Coat:
a. Protect structures, trees, and vegetation adjacent to areas being treated. Remove dirt and foreign matter prior to prime coat application.
b. Apply the specified prime coat to the prepared base aggregate at the rate of 0.3 to 0.5 gallons per square yard.
c. Allow the prime coat to penetrate and cure for a minimum of 24 hours before starting surface treatment.
d. Sweep primed base, removing dirt and foreign matter, immediately before placing bituminous concrete 3.
Temperature of bituminous concrete shall not be less than 225 degrees F at the time of placement.
4. After application of tack coat, apply with a mechanical paver, or place by hand as required, the bituminous concrete. Check for correct elevation and eliminate irregularities. Finish surface shall not vary more than 3/8" from a 10 foot straightedge.
5. Testing Bituminous Paving:
a. Prior to producing the bituminous mixtures, the Contractor shall submit a Job Mix Formula in writing as specified in ODOT Section 448 for each of the various asphalt concrete mixes proposed for the site.
b. The Contractor will sample materials at the plant to be delivered to the site and test for conformance with the specifications and the approved job mix formula, according to ODOT Section 448. The Contractor shall supply to the Contracting Officer results of these tests on a regular basis at no cost to the Government.
c. The Contractor's independent laboratory shall provide a 3 ½ inch minimum diameter core for each 300 square yards of paving as depth verification at no cost to the Government. In place compacted thickness shall not vary more than ½" from that required. Repair or remove and replace deficiencies as directed.
6. Rolling: Leveling course shall be thoroughly compacted by rolling with a 2- or 3- wheeled power driven roller. Rolling shall begin at sides and progress to center. Rolling shall continue until material does not creep or wave ahead of roller wheels. Areas of pavement inaccessible to roller shall be satisfactorily compacted by means of approved tampers.
7. After the last course has received the final rolling, no vehicular traffic shall be permitted on the pavement until it has hardened sufficiently that such traffic will not damage finished surface, but in no case less than 12 hours after surface is finally rolled.
8. The variation between any two contacts with the surface shall not exceed ¼" from a 10' straightedge. Any deviations from planarity required must be corrected during the initial application of material.
I. Jointing Asphalt Concrete Paving With Other Surfaces:
1. Thoroughly clean interface of other surface. Saw cut edges of existing pavement to ensure neat and uniform bonding surface.
2. Prior to applying bituminous leveling course, uniformly apply at the interface of other surfaces asphalt concrete pavement with specified tack coat.
3. Match adjacent grade of existing pavement with finished surface of asphalt. Special care should be taken in walk areas to ensure transition meets ADA requirements.
4. Apply the specified sealant at the joint of adjacent horizontal and vertical surfaces.
J. Pavement Clean-Up: Remove all excess material and debris of any kind and place in first-class condition upon completion of paving to be ready for backfilling of edging material against paving edges.
K. Pavement Marking: Install pavement marking as specified in ODOT 640. Clean area by brooming, air blasting or other acceptable method. Parking space lines shall be 4-inches wide solid yellow line. Directional arrows shall be solid yellow. Stop Bar shall be 12-inches wide solid white line. Two (2) coats are required. Contractor shall take necessary precautions to keep vehicular and pedestrian traffic off freshly painted areas.
02931 EDGING, SEEDING & MULCH
A. Work in this section consists of installing edging material, seeding, fertilizing and mulching area.
B.
Edging Material:
1.
Where the soil is bare topsoil shall be replaced. It is preferred that the original topsoil be stockpiled during construction and put back in place once grading and paving is complete. Where original topsoil is not available, and the Contracting Officer has determined the remaining soil material is not suitable, the contractor will provide topsoil that is approved by the Contracting Officer.
2.
After areas that are to be seeded have been brought to grade, and immediately prior to dumping and spreading of topsoil, the subgrade shall be loosened by disking or by scarifying to a depth of at least 2-inches to permit bonding of the topsoil to the subsoil.
3.
It is imperative that topsoil be of high quality as the basis of the project is the establishment of seedbed conditions conducive to maintaining permanent vegetative cover. Topsoil shall be a sandy loam, clay loam, sandy clay loam, or other soil approved by the Contracting Officer. For topsoil to be considered loamy, that fraction passing the No. 10 sieve shall not contain more than 40% clay. Acceptable topsoil shall not contain less than 3% or more than 20% organic matter.
4.
Topsoil shall not be a mixture of subsoil and or contain slag, cinders, stones, lumps of soil, sticks, roots, trash, or other extraneous material larger than 1½-inches in diameter.
5.
The topsoil shall be uniformly distributed on designated areas. Topsoil shall not be placed while in a frozen or muddy condition or when the subgrade is excessively wet. Any irregularities in the surface resulting from adding topsoil shall be corrected in order to prevent the formation of depressions.
C. Fertilizer:
1. Fertilizer shall be a regular commercial fertilizer, meeting the requirements of applicable state laws. All fertilizer applications for seeding shall be of a 12-12-12 analysis and applied at a rate of 10 pounds per 1,000 square feet of surface area.
2. The Contracting Officer shall be notified in writing or by telephone prior to initiation of fertilizing activities.
3. Fertilizer shall be spread uniformly and worked into the soil immediately after spreading to a depth of not less than 2-inches.
4. If the fertilizer has been washed or otherwise lost from the seedbed through Contractor's neglect, the area so depleted shall be retreated as directed by the Contracting Officer at no cost to the Government.
D. Seeding:
1.
All grading and shaping operations shall be completed and the area to be seeded shall be reasonably smooth, free of hills and gullies before seedbed preparation. The Contracting Officer shall approve the seedbed and be notified in writing or by telephone prior to initiation of seeding.
2.
The area shall be disked and harrowed to a suitable seedbed. A perfectly smooth surface should be avoided. All areas to be seeded shall be free of rock and other foreign material larger than 1½-inches in any dimension. If the seedbed becomes compacted prior to seeding, it shall be re-disked or loosened to a friable condition before seeding.
3.
Seed shall be drilled, hydroseeded, or broadcast with types of equipment approved by the Contracting Officer that shall ensure uniform distribution of seed. Seed shall be placed into soil not less than ¼-inch and not more than ½-inch.
4.
Seeding shall be done as soon as possible after seedbed preparations. Permanent seeding shall be completed prior to October 1. No dormant seeding shall be permitted.
5. Seeding supplied by BesTurf Sod Farms, 2092 Mt. Pleasant St. NW, North Canton, OH, 1-800-927-2105 or approved equal. The following seed mix shall be sown at the rate recommended by the manufacturer:
25% Kentucky Bluegrass 98/85
25% Creeping Red Fescue
20% Chatham Perennial Ryegrass
15% Pearl Perennial Ryegrass
10% Gettysburg Perennial Ryegrass
6. The Contracting Officer reserves the right to test, reject, or approve all seed after delivery on the project.
7. All seeded areas to have at least 75% vegetative coverage to bind soils and prevent erosion and sedimentation. The Contractor shall maintain all seeded and mulched areas until final inspection.
8. Seeded or mulched areas damaged by wind, water, or other causes shall be repaired to the re-established condition prior to seeding as directed by the Contracting Officer. The repairs shall be made prior to completion of the project by re-grading, re-fertilizing, re-seeding, and mulching. All damage or erosion of these areas due to Contractor's neglect shall be satisfactorily repaired at no additional cost to the Government.
9. Any areas outside the construction site where existing vegetation is removed or damaged by the Contractor in the course of this contract shall be seeded, fertilized, and mulched according to these provisions and specifications. This work shall be done at no additional cost to the Government.
E. Mulch:
1.
Within 24 hours after seeding, any seeded area not having erosions matting shall be uniformly mulched at a rate of two (2) tons per acre of clean, un-weathered straw.
2.
Mulching which is displaced shall be replaced at once, but only after the seeding or other work which preceded the mulching and which work was damaged as a result of displacement of mulching materials has been acceptably repaired. This work shall be done at no additional cost to the Government.
3100 ROCK CHANNEL PROTECTION
A.
This specification covers the quality, material placement measurement and some of the material requirements for any rip rap or rock channel protection indicated on the drawings.
B. Material shall be:
1. TYPE B & C SANDSTONE: Material shall be sound, durable sandstone mixed 50% Type B and 50% Type C prior to delivery to ensure proper gradation throughout the stockpile. The material shall be free from cracks, seams, and other defects that tend to increase deterioration from natural causes. It shall be highly resistant to weathering and disintegration under freezing and thawing and wetting and drying as evidenced by laboratory tests and/or service records. Elongation (the ratio of the least dimension to the greatest dimension) shall be equal to or greater than one-half (1/2) for material.
2. NO. 57 WASHED RIVER GRAVEL: Material shall be sound, durable gravel of the proper gradation meeting ODOT specifications for 57 washed river gravel. It is critical that fine material is washed from this aggregate.
C. Size shall be as specified in ODOT:
1. 703.19 B.2.
Type B material has at least 85 percent of the total material by weight larger than a 12-inch (0.3 m) but less than a 24-inch (0.6 m) square opening and at least 50 percent of the total material by weight larger than an 18-inch (0.5 m) square opening. Furnish material smaller than a 12-inch (0.3 m) square opening that consists predominantly of rock spalls and rock fines, and that is free of soil.
2. 703.19 B.3.
Type C material has at least 85 percent of the total material by weight larger than a 6-inch (150 mm) but less than an 18-inch (0.5 m) square opening and at least 50 percent of the total material by weight larger than a 12-inch (0.3 m) square opening. Furnish material smaller than a 6-inch (150 mm) square opening that consists predominantly of rock spalls and rock fines, and is that free of soil.
D. Material Placement:
1.
The Contractor shall use special care during placement. Minor excavation rehandling and rearranging of stones may be required to ensure that all rock is placed securely.
2.
Storage prior to permanent placement is subject to approval by the CO and shall include appropriate weight adjustments for losses, which shall be at the Contractor's expense.
3.
Place No. 57 washed river gravel to fill the bottom of ravine as bedding prior to placing rip rap stone.
4.
Rip rap material shall be placed in a manner that will permit the smaller rocks to fill the voids between the bigger rocks. Material shall be placed and worked so as to attain maximum density. No large voids or concentrations of similar size rocks will be permitted.
5.
The Contractor shall maintain and protect the construction areas at all times until final completion and acceptance of the work. Any material displaced by the Contractor's operations or negligence shall be repaired at his expense.
4000 Seal Coating, Crack Filling, and Striping
Locations are 15610 Vaughn Rd., north and south lots, and 9329 Riverview Rd. These lots are used during regular business hours Monday-Friday 6:30 am to 5 pm. Should the contractor choose to do the entire lot at once care will be taken to minimize impacts on the core hours of lot use. Square foot measurements should be confirmed by the contractor.
9329 Riverview Road: 50,000 Sq. Ft.
15610 Vaughn Road: North 10,600 Sq. Ft.
15610 Vaughn Road: South 6,700 Sq. Ft.
1. Clean entire parking lot surface of greenery, rock, dirt, and loose debris to make the surface ready for bonding.
2. Clean and fill all cracks using Seal Master (or equal) hot crack fill to prevent water penetration.
3. Edge out entire parking area from buildings 24 inches and apply Seal Master (or equal) cold tar sealer with sand over the entire parking areas using spray method.
4. Restripe entire surface as originally framed.
