Q&A
Q1. Will construction water be available?
A1. No.
Q2. Are As-Built available for existing utilities within site?
A2. No As-Built are available.
Q3. Are existing trees located within the 25' perimeter excavation to be preserved or removed?
A3. See SOW paragraph 5.2 and 5.3.
Q4. Are soil data maps available for review?
A4. No.
Q5. Due to the additional grading required to access tank, what will be the limits of excavations and expectation for re-vegetation?
A5. See SOW paragraph 3.1.11.1.
Q6. If additional soils are required for backfill will any excess soils be available within park for re-use?
A6. Yes, see SOW paragraph 3.1.11.1.
Q7. Will NPS identify any trees that can be removed?
A7. Yes, see SOW paragraph 5.3.
Q8. – Will the NPS please provide the As-Builts for the utilities in the vicinity of the tank and Bone Yard please.
A8. - The NPS will not provide As-Built.
Q9. – Will the NPS indicate the nearest location where we can obtain water for use as dust control on the project?
A9. The NPS will not indicate the nearest location where water is obtained.
Q10. – Can the materials currently being stored in the Bone Yard be moved around to facilitate the site work?
A10. Yes, only after obtaining NPS approval.
Q11. – Will the trees inside of the removal area need to be protected in place?
A11. - Yes, see SOW paragraph 5.2 and 5.3.
Q12. – Will the NPS provide the reports and analysis from the previous site investigations?
Q12. - Yes, all reports are on DEPO's PEPC website.
Q13. – The Contract Price Schedule requests a price per ton for both Non-Hazardous and Hazardous disposal but no quantity is provided. Please clarify.
A13. - The NPS will only pay for that which is disposed.
Q14. – The Contract Price Schedule requests a price per trip for both Non-Hazardous and Hazardous disposal but no quantity is provided. Please clarify.
A14. The NPS will only pay for the trips taken.
Q15. – The Contract Price Schedule requests a price per ton for disposal of Hazardous Regulated Waste but does not Nspecify which type. Is the suspected material Non- RCRA, RCRA but meets the UTS, RCRA and does not meet the UTS? (I feel like we may not want to ask this and just assume Non-RCRA as it will be cheapest. We can put this in the proposal and do a CO if the material would we RCRA) A15. - The NPS looks forward to reviewing your proposal.
Q16. – Is the NPS exempt from the Board of Equalization Hazardous Waste land Disposal Fees?
A16. - No.
Q17. The schedule of values shows single quantities when it’s known that higher quantities are required. Is the award basis FFP, and if so, can you provide more accurate quantities in the bid sheet? Will the unit rates be used to price any additional work required beyond the SOW?
A17. The NPS will only pay for that which is disposed.
Q18. Please define “firm” in the requirement for Relevant Experience. Can both partners of a JV submit relevant experience? Can relevant experience of a subcontractor be included?
A18. Yes.
Q19. What are the specific requirements for site restoration? Will it require just grading or will it also require seeding or planting? If the latter, will NPS be responsible for maintaining seeded and/or planted areas?
A19. See SOW paragraphs 3.1.11, 5.2, and 6.6.
Q20. - Is there a conflict of Interest with having the prior EE/CA contractor teaming on this solicitation?
A20. - Yes, there is organizational conflict of interest (See A8).
Q21. - In Section M Evaluation Factors for Award, subsection B.2.2, will the Government accept “Other Federal Agencies” as an evaluation factor?
A21. – Yes, performance on contracts from other Federal Agencies will considered.
Q22. - Will the NPS accept completed CPARS for the Past Performance requirement? CPARS have already been evaluated by the client for a project and per this contract, Section DIAPR 2010-14…FAR 42.1502, the DOI recognizes and participates in the CPARS system.
A22. - Yes.
Q23. - Will the NPS consider accepting an emailed electronic file instead of hard copy?
Other current DOI solicitations accept this as a suitable form of submission and greatly reduces the overhead burden to us small SDVOSBs.
A23. Yes, the NPS will accept electronic submittals of all draft and final work plans and reports.
Q24. - Can a time extension be granted to allow for additional time to answer RFIs?
A24. – The due date for offers has been extended to June 30, 2015 at 1300 (1:00 pm)
