Exterior Painting Project

SCOPE OF WORK
Exterior Painting Project Cuyahoga Valley National Park, Ohio
PROJECT DESCRIPTION
This project involves cleaning, prepping, repairing and repainting the wood sided structures located throughout the Cuyahoga Valley National Park.
Included are all wood features of the buildings in section I and optional work, including wall siding or wall shingles, doors, door frames, exterior entry ways, shutters, windows and window frames, and cupola siding. All measurement are approximations and shall field verified by contractors. Not included are the roofs/roof shingles and any metal hinges, signs, and any other features not currently painted. Note: all bare wood will be included in this project. Paint will match existing color stain (see materials specification section).
General Guidance: Bids will include replacing 20% percent of all wood siding, wood trim, FASCIA CROWN moldings, and repair to all types of doors, windows, and barn door track.
Contactor will provide the appropriate measurements for additional work above the 20% allocated. 20% of each building as provided in Section I & II, 1 through 18. Contractor will provide a unit price per square foot. All numbers of window are noted in Section I & II, 1 through
18. Type of siding is noted in Section I & II, 1 through 18, to be verified by contractor during site visit.
No additional work will be started without a written statement of cost and ‘field verification by the COTR and final approval by the CO. In the detail of the written statement there will be a clearly defined description of the area the work will be performed, contract number and pictures of the area. Pictures will be taken before work begins, again before primer is applied to the surface are and before the finish color of paint is applied to the surface, and a final set of picture will be taken at the conclusion of the project. There will be pictures of before during and after work is authorized. Additional work is defined as work outside the scope of the agreement without CO authorization.
Contractor is required to provide at the end of the project a series of pictures with an explanation of what the picture is direction of the object in the picture and what work was completed. The pictures will include all four sides of any building the contactor is authorized to work on. This document will be reviewed weekly to ensure compliance to the contract.
I. PROJECT LOCATIONS

III.SCOPE OF WORK
a. Quality Assurance:
1. CONTRACTOR shall assure quality of project work.
2. CONTRACTOR shall provide before, during, and after pictures of all work. The number of pictures will be determined by the area that must be reported. The storage device will be CD. This will be field verified.
3. CONTRACTOR shall maintain a qualified crew of painters throughout the duration of the work and ensure quality control.
4. The services to be performed by the CONTRACTOR shall be inspected by the CONTRACTING OFFICER or his/her authorized representative, the COTR.
Inspection by COTR will be made daily or more frequently.
b. NPS Policies and Directives, including the Secretary of the Interiors Standards for Historic Preservation (preservation, restoration, and rehabilitation) will guide all work.
Due to the historic and nationally significant nature, Park resources often present unique and unusual conditions.
c. Other Applicable Standards: Painting and Prep shall comply with the policies and standards of the governing bodies and applicable regulations which include but are not limited to:
1. State and local codes [latest editions]
2. Uniform Building Code [ICBO, latest edition]
3. Occupational Safety and Health Act [OSHA, latest edition]
d. This section includes all labor, materials, tools and other equipment, services and supervision required to complete all exterior repainting work as indicated. The CONTRACTOR’s work sequence shall include, but is not limited to:
1. All exterior painting shall be completed in compliance with the Chapter 3742 of the
Ohio Revised Code. Governing Lead safe renovation. "Lead-safe renovation" means the supervision or performance of services for the general improvement of all or part of an existing structure, including a residential unit, child care facility, or school, when the services are supervised or performed by a lead-safe renovator.
2. Submit a work schedule delineating the various stages of work by phase (milestones) for review and approval by Contracting Officer and COTR two weeks ahead of work starting
3. Because of the building height project will require varying combinations of scaffolding, ladders and/or lift equipment, etc. for access to high areas and for fall prevention and protection. Contractor will use fall prevention/protection systems as prescribed by OSHA. The job will be shut down immediately if any unsafe practices are observed and work may not be resumed until conditions are corrected to

4. Where needed erect temporary construction barriers to protect visitors and employees. The contractor shall work with the CO/COTR to avoid or minimize interruptions to general visitor access. Minimum is OSHA standards.
5. Protect all exterior/interior surfaces of the building and adjacent landscaping, walks, drives, signage, all adjacent buildings, and Government equipment from damage by project operations. Use drop cloths, shields, masking, templates, or other suitable protective means. Protect glass window panes, signs, and metal hinges and other non-painted features from breakage or other damage during project work.
6. Submit two sets of Material Safety Data Sheets (MSDS) must come through the CO or Contract administrator on the NPS transmittal form prior to commencement of work for review and for posting at job site as required. ON SITE AT AL Deliver all painting materials to this job site in sealed, original labeled containers bearing manufacturer's name, brand name, type of paint or coating and color designation, standard compliance, materials content as well as mixing and/or reducing and application requirements.
7. Clean surfaces with a non-toxic, non-hazardous solution (to be approved by CO) to remove moss growth on surfaces. Repair or replace any and all rotted and/or damaged siding. Use non-rusting means to secure missing or re-secure loose siding
8. Prepare surfaces by removing any vegetation growing on the side of structure (i.e.
poison ivy grape vine etc) sanding, scraping all loose and peeling paint, or other approved means, and gently wash surfaces. No high-pressure treatments shall be used in this project. Capture paint scrapings and dust and dispose per regulations.
9. Prime all wood areas to be painted with a Lead Barrier compound primer Type III .
Fill, seal, and caulk all gaps in siding and window sills. Remove and replace all failing window glazing. Where broken glass is present all replacement shall be approved by the CO. Apply primer as prescribed by MSDS and product specifications. Primer will be a non-volatile latex exterior color stain, with color and other specifications to be provided. (see materials section).
10. Perform no exterior repainting work unless environmental conditions meet paint manufacturer’s requirements or until adequate weather protection is provided. When necessary, suitable weatherproof covering and sufficient heating facilities shall be in place to maintain minimum ambient air and substrate temperatures for 24 hours before, during and after paint application.
11. Paint all wood siding with a minimum of two (2) finish coats non-volatile latex exterior color stain as prescribed by MSDS and product specifications. Additional finish coats to ensure the final finish a uniform continuous unbroken sealed finish may be required. The paint/stain color specification to be provided (see materials section).
12. During work stoppage (e.g., overnight) and at completion of the project, cleanup work areas and properly dispose of all waste materials, debris off site. Secure all supplies and store or remove equipment. Do not leave materials where visitors could access when contractor’s employees are absent from work area.

13. Store all paint materials in original labeled containers in a secure/lockable and well ventilated single designated area meeting the minimum requirements of manufacturer. Only materials used on this project are to be stored on site. The Government cannot provide storage space; consult with CO/COTR on arranging minimal storage facility (see section IX-Material and Equipment, following).
14. Where toxic and/or volatile / explosive / flammable materials are being used, provide adequate fireproof storage lockers and take all necessary precautions and post adequate warnings (e.g. no smoking) as required by OSHA.
15. Take all necessary precautionary and safety measures to prevent fire hazards and spontaneous combustion and to protect the environment from hazard spills.
Materials that constitute a fire hazard (paints, solvents, drop clothes, etc.) shall be stored in suitable closed and rated containers or shall be removed from the site on a daily basis.
16. Dispose of contaminants in an approved legal manner in accordance with hazardous waste regulations. Recycle paint and other waste materials to the extent possible.
Empty paint cans are to be dry prior to disposal or recycling (where available). Close and seal tightly partly used cans of materials including sealant and adhesive containers and store protected in well ventilated fire-safe area at moderate temperature.
IV. PROJECT MEETINGS
Before the start of this project, the Contracting Officer (CO) will arrange an on-site meeting with the contractor and the park COTR. Items to be covered may include park rules and regulations, authorized representatives, correspondence, procedures, labor standards provisions, payroll reports, modifications, payments to CONTRACTOR, acceptance/rejection of product, subcontractors, documents required under the contract, submittals, allowable work times/days, (generally week days 7:00am – 5:00pm), non-interference with public visitation, OSHA compliance, reference materials, CONTRACTOR quality control, liquidated damages, notice to proceed, tentative construction schedule, etc.
V. SUBMITTALS
The following submittals are required to be submitted using the CM_16 transmittal form to and approved by the CO prior to prep/painting.
a. Cleaning Solution
b. Paint/Stain color (see materials section).
VI. DELIVERY DATES
Delivery dates will be negotiated, but project work will be completed in 60 days.
VII. BARRIERS & RESOURCE PROTECTION MEASURES
Furnish, install, and maintain barriers to protect existing facilities and to protect public visitors and staff from painting operations. Erect barriers, lights, danger signals, and warning signs in accordance with the Manual on Uniform traffic Control Devices (MUTCD) and

OSHA regulations. Completely remove barriers no longer needed when approved by the Contracting Officer (CO).
VIII. TEMPORARY CONTROLS
Maintain the following temporary controls to protect visitors, staff, and the environment:
a. Keep project neat, orderly, and in a safe condition at all times. See section VII-Barriers.
b. Dispose of contractor-generated waste materials and other excess material outside the park in accordance with national, state, and local regulations. Do not allow waste materials to be washed into Municipal storm sewer system or near by streams.
c. Do not interfere with public visitation.
d. Meet all OSHA standards.
IX. MATERIAL AND EQUIPMENT
a. No storage facility is available in the Park. The contractor may bring a storage container on site, with the location to be determined by the CO and COTR. Space for this container and space parking for the contractor s employees may be minimal during periods of high visitation.
b. The Paint/Stain to be used shall be Sherwin Williams Duration Paint brand, Satin finish, Super White, (or equal) meeting the Green procurement requirement of 20% Post Consumer content and a Total Recovered Material Content of 20%.
c. Filling compounds shall be of high quality, non shrinking materials suitable for exterior use and suitable for painting/staining.
d. The contractor shall maintain all equipment in safe condition.
X. PROJECT CLOSEOUT
When project is complete, request in writing a final inspection. Upon receipt of said written request, the Contracting officer will proceed with inspection within 10 days of receipt of request or will advise the contractor of items that prevent the project from being designated as complete.
a. Repainted surfaces rejected by the Contracting Officer shall be made good at the expense of the contractor. Small affected areas may be touched up; large affected areas or areas without sufficient dry film thickness of paint shall be repainted.

b. If, following final inspection, the work is determined to be complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a letter of Completion. contractor shall complete the work described on the list of deficiencies within 45 calendar days as weather permits. If the CONTRACTOR fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Federal Acquisition Regulation Inspection of construction clause of the contract.
c. If, following final inspection, the work is not determined to be complete; Contracting Officer will notify contractor in writing. After completing work, contractor shall request a new final inspection.
d. After all deficiencies have been corrected, a Letter of Final Acceptance will be issued.
XI. SPECIAL PRECAUTIONS/CONDITIONS

The subject buildings are part of a National Historic Site with public visitation seven days a week during the summer. Contractor’s business should be conducted to respect the public nature of this property and, to the extent possible, not interfere with the visitor’s enjoyment and use of property.
a. The original historic fabric of the buildings must be protected and preserved.
b. No work shall take place on holidays or weekends without prior approval of the
Contracting Officer. The hours for contractor access are 7:00am to 5:00pm.
c. Contractor may use scaffolding and/or a lift. A lift and any other heavy equipment will not be permitted on the historic lane (brown asphalt-paved broad pathway that runs north-south through property) or on brick paved areas. Weight/pressure will damage surface. Additionally, if soil moisture levels indicate, lawn and ground areas will be protected from rutting and other damage by equipment.
d. Contractor will keep all entrances, vehicular circulation lanes, and pedestrian circulation walks clear during normal operating hours. Visitor and worker safety is the highest priority.
e. The contractor is responsible to repair all damage to the lawn and buildings caused by their personnel or equipment. Property and grounds must be brought back to original or better condition.
f. Contractor will work with COTR to ensure that work does not interfere with special events. Known dates with scheduled special events will be provided at the time of award. These dates are subject to change and additional dates may be added.
g. The underside of the bottom piece of siding on all buildings shall be painted to prevent moisture wicking from ground.
