Exterior Painting Project – P15PS00478
QUESTIONS & ANSWERS – PART II
For reference: Part I- Q&A are attached starting on page 5
1. QUESTION:
Gillette House - It was my understanding we do not paint the following: Garage Doors. We do not paint at sliding door? Is this correct?
ANSWER:
Paint garage doors. Patio sliding door is vinyl so does not need painted.
2. QUESTION:
Everett Bridge - We do not paint the deck. We keep deck the natural wood. No paint on deck and roof? What was the final decision on this bridge in terms of abatement? Do we bid as if we have to abate or not abate? Also, can a lift be brought into the park and the lift parked at the side of the river as oppose to inside the bridge? I notice there were other areas we were not allowed due to the impact of the weight and tires from the equipment?
ANSWER:
Do not paint the deck or roof.
Bid not to “abate” this structure.
Absolutely No lifts - inside the bridge or along the side of the river.
3. QUESTION:
Krimmer House - We were told to pressure was the gutters at the site visit, but at other site locations we were told not to pressure wash because of the lead paint flecks? Does this mean we are allowed to pressure wash on homes that have no lead paint at exterior?
Also, I understood we do not paint the back deck at the Krimmer house? NO pressure wash or Yes to pressure wash? It states we do not paint deck ceilings at this house, is this correct?
ANSWER:
Refer to SOW, page 6, item#8 – no pressure washing. Refers to gentle wash. The back deck is currently not painted so do not paint. In reference to porch ceilings, do not paint. These are stained / sealed and in good condition.
4. QUESTION:
Hardy House - Do we paint the back deck and foundation? Is the broken window glass to be replaced or repaired?
ANSWER:
The back deck is currently not painted, so do not paint. The foundation does get painted. The broken glass does need repaired- refer to SOW page#6 item#9 (this is an occupied building).
5. QUESTION:
South District Ranger Station – Do we paint the garage doors at this site?
ANSWER:
Yes
6. QUESTION:
Carpenter Shop - Will the metal roof panel be repaired at the back locations prior to us painting it? Are the painters still going to move the shelves and stuff off the shelves.....under the shed area? What was the clarification in regards to the Gutters?
ANSWER:
For metal roof refer to question #11. Concerning shelves on east wall- Yes remove items from shelves to allow access to paint east wall. Gutters- refer to question#3.
7. QUESTION:
Jyurovat House - Will we need to repair shingles on this two story?
ANSWER:
No roof shingles- All siding repairs fall under 20% clause.
8. QUESTION:
Lavicka House - Will we need to replace gutters?
ANSWER:
Gutters fall under 20% clause. Gutters appear to be in good shape. However when gutters are removed to paint fascia they need to be re-installed.
9. QUESTION:
MD Garage - Will this garage need to be repainted even thought it was painted last year?
ANSWER:
On Bid schedule. Include on your Bid.
10. QUESTION:
Johnson/Rodhe House - What decisions were made about the gutters?
ANSWER:
Refer to question#3. Will fall under 20% clause.
11. QUESTION:
Is the Tax in Cuyahoga County 8%? Are there city taxes or just county?
ANSWER:
Properties are located in both Cuyahoga and Summit Counties. Please visit website.

12. QUESTION:
Where can permit be acquired for all these various locations?
ANSWER:
We are a Federal Entity not subject to local permitting process.
13. QUESTION:
What sort of lead time are you giving, if we need to abate the lead paint?
ANSWER:
No abatement. Encapsulate as required. Refer to question #6 & SOW page #5, III, item-d, #1.
14. QUESTION:
What sort of paint thickness are you trying to achieve on these units?
ANSWER:
Refer to SOW page #6, item #11. Minimum 2 finish coats- According to manufactures specifications.
15. QUESTION:
Will items around the house be moved by occupant or by our paint crew?
ANSWER:
Personal items will be moved ahead of time. Other items to be moved by paint crews.
16. QUESTION:
Can selected contractor rent a house or an appt. from the park for the duration of the work? We will of course pay a deposit and be subject to same conditions as tenants.
ANSWER:
No
17. QUESTION:
What is the name of a local waste and disposal company we can contact to set up an account?
ANSWER:
This would be a conflict of interest for the Federal Government to recommend a vendor.
18. QUESTION:
Can 106 standards be sent to us to ensure we are on the same page as NPS?
ANSWER:

19. QUESTION:
What are the wage rates and overtime rates for lead/asbestos, paint, and labor.

The following rates can be found on the wage determination, which was distributed with the solicitation: lead/asbestos $37.28 hourly - $55.92 OT / paint $27.57 hourly - $41.36 OT / labor $24.69 hourly - $37.04 OT.

QUESTIONS & ANSWERS
1. QUESTION:
The Period of Performance is 60 days. If the options are awarded do they need be completed within the same 60 days and will the Government "entertain" extending the completion Date from 60 Days to 120 Calendar Days?
ANSWER:
No, but extenuating circumstances will be considered.
2. QUESTION:
Delays due to inclement weather does not extend the 60 day Period of Performance. – Please confirm.
ANSWER:
Weather will be considered day for day.
3. QUESTION:
Solicitation states specifies painting and replacement of several buildings gutters. The site Rep stated that the gutters that are bent / broken need to be replaced under the contract. Do you want to bid with the project or leave out and quote on-site while work is being performed? Please clarify the gutter situation.
Gutter replacement will be covered under the 20% clause.
4. QUESTION:
Site Rep stated drinking water will not be available. Will water for cleaning the houses be available or do we need to truck all water in?
ANSWER:
All utilities including water are the contractor’s responsibility. Some utilities may be available at some locations: bid for non-availability.
5. QUESTION:
Bathrooms will not be available - please confirm.
ANSWER:
Confirmed. Portable facilities are responsibility of contractor. Location must be approved by
COTR.
6. QUESTION:
The paint specifications listed Zinsser B-I-N Shellac Primer/Sealer. B-I-N is not an encapsulating primer. Can we use an alternative product?
ANSWER:
LBC (Lead Barrier Compound - Type III) is only acceptable product for Lead surfaces. B-I-N or equivalent for non-lead surfaces.
7. QUESTION:
Will the Government "designate" the Carpenter Shop Area or another "safe" and secure site for the Contractor's Materials/Equipment Trailer and Dumpster?
Security is the responsibility of the contractor. A designated area will be determined for storage container and dumpster. Refer SOW page 7 item#13, (Government cannot provide storage space). SOW page 8 item IX - a. No storage facility is available in the Park.
8. QUESTION:
What is the Weight / Load requirement for the Covered Bridge for a "Motorized Diesel" 20 Feet Scissor Lift Scaffolding?
ANSWER:
No motorized vehicles inside Covered Bridge.
9. QUESTION:
Will the "Government" entertain or allow Contractors working Extended Hours on Weekdays and Weekends?
ANSWER:
Refer to SOW page 9 section XI - b.
10. QUESTION:
Do "we" (Painting Contractor) repair /replace any "Soffits" that needs attention or does it fall under the scope of work for the "Roofing Contractor"?
ANSWER:
Yes, soffits need repair/replaced – Repair and replacement would be covered under 20% clause.
11. QUESTION:
Can we sandblast the roof at VK Carpenter shop and what type of repair is required?
ANSWER:
No sandblasting. Just ensure water integrity.
12. QUESTION:
Should storm windows be removed to paint exterior of window sashes?
Yes on all occupied buildings. No on all un-occupied buildings.
13. QUESTION:
The following buildings/items, found on the bid schedule, look like they were recently painted:
#1, #3, #8 (on outside), #12, #15 - Can you clarify if the whole buildings require painting or just the trim?
ANSWER:
The whole building is required to be painted.
14. QUESTION:
Canal Exploration Center - Do the windows need to be painted on inside and outside or just outside? Does one side of shutters to be painted or two?
ANSWER:
Outside of windows and both sides of shutters.
15. QUESTION:
Jyurovat House - Is the building number actually 696, not 676? What exactly needs painted?
ANSWER:
696 is the building number. The house needs painted and line item cost should include the garage and shed.
16. QUESTION:
CVEEV White Apartment/Garage - Which building is considered the garage?
ANSWER:
CVEEC Garage is on the first floor of apartment, not separate building.
17. QUESTION:
Everett Covered Bridge - Can you clarify which part of the bridge needs painted?
Interior and Exterior.
18. QUESTION:
Lavicka - 2209 Everett Rd, Peninsula - No such address (Rangers didn’t even know!) Is there another address for this building?
ANSWER:
2209 Everett Rd. is correct address.
19. QUESTION:
Vaughn House - Which buildings need to be painted (there are 5 on the property)?
ANSWER:
House on bid and others (not the Barn) on line item.
20. QUESTION:
Osborne House - Does the house & garage need painted?
ANSWER:
Yes
21. QUESTION:
Carpenter Shop - Do all 3 vinyl buildings need painted?
Carpenter Shop is 1 metal building, not vinyl. Please bid accordingly.
22. QUESTION:
Johnson/Rodhe House – Does the house & garage require painting?
Yes
