Scope of Work
National Trails Intermountain Region, Salt Lake City Branch Office Publications Storage and Distribution Services
A. SUMMARY / DESCRIPTION OF REQUIREMENT
1. The National Park Service (NPS), National Trails Intermountain Region in Salt Lake City (NTIR-SL), is seeking a local contractor to receive, store, distribute, and inventory its publications and other printed paper products. In general the services required include, but are not limited to storage of multiple printed products, shipping / distribution services of those products to locations primarily between the Midwest and the west coast and providing monthly inventory levels and invoicing the NPS for shipping and storage. Shipping destinations may include state travel and tourism centers, interpretive, and museum centers, etc. The contractor may also be responsible for the initial transfer of all existing stocks from its current storage location to the new storage facility. The successful offeror must perform all required services from a facility in the Salt Lake City area, in order to allow local NPS personnel ready access to the facility and stored materials. Unless all offers are rejected, the intent of this solicitation is to award a firm fixed price contract to the offeror whose proposal represents the best value based on the evaluation factors of past performance, facility acceptability, and price. Within the best value continuum, the government will employ the Lowest Priced - Technically Acceptable (LPTA) selection process. The LPTA source selection process provides for award to the lowest priced proposal that meets the minimum standards of technical acceptability specified in the solicitation. This method is generally used when a minimum acceptable level of technical ability / quality can be established, and clearly described, which will meet the government’s requirements.
B. HISTORICAL DATA AND ESTIMATED FUTURE QUANTITIES
1. The current inventory consists of approximately 2,900 boxes of printed products stored in Salt Lake City. Typically the on-site inventory will consist of approximately 20 different printed products totaling from 2,500 to 4,000 boxes at one time. The boxes of various products will weigh approximately 30 to 45 pounds. Each year a new publication may be developed, but total storage will continue to be no greater than 4,000 boxes. Inventory products generally arrive palletized, and in cardboard shipping boxes. Each pallet usually contains 100 to 300 boxes. A box may contain as many as 500 printed items, or as few as 60 items. The volume of orders for shipping these materials will vary from month to month, and season to season. Spring, summer and fall are the peak months of activity. Order sizes generally vary from a single box of a product type, to as many as 30 boxes of various product types. In 2008, 570 boxes of material were distributed and in fiscal year 2014, 830 were shipped. Estimated monthly distribution quantities are:
B. March through October ---------------- 500 boxes
B. November through February ---------- 250 boxes
B. Based on historical data, the government estimates 600 to 750 boxes shipped per year

H. EVALUATION FACTORS FOR SELECTION & AWARD
This acquisition will utilize a Lowest Price / Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Selection and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. All technically acceptable offers shall be treated equally except for pricing. Failure to meet an acceptability requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. The Government intends to select one (1), contractor for award of this contract.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the requirements of the solicitation, and is most advantageous to the Government, price and other factors considered. The Government intends to evaluate proposals and award based on the submission of initial offeror proposals, but reserves the right to enter into discussions at its discretion. Therefore, the offeror’s initial proposal should contain the offeror’s best terms, from a technical and price standpoint. The following factors shall be used to evaluate offers:
1. Past Performance
2. Facility Acceptability
3. Price / Cost
Offeror responses to submittal requirements for each technical factor shall be evaluated as “Acceptable” or “Unacceptable”. Any factor / subfactor evaluated as unacceptable will result in the offeror’s technical proposal being deemed technically unacceptable. Proposals will be evaluated first to determine technical acceptability and then price will be considered. Award will be made to the responsible offeror whose proposal is technically acceptable, and is the lowest price.
Note – “Responsible” will be determined in accordance with FAR Part 9.1 and 19.8.
Required Submittals for Determination Technical Acceptability:
Factor 1 – Past Performance (Submission not to exceed 8 pages) The contractor must demonstrate / narratively document recent experience in managing similar contracts or related work of comparable complexity. The government is seeking to determine whether the contractor has consistently demonstrated a commitment to customer satisfaction and timely delivery of high quality products and services. The contractor must submit a description of at least 1, but no more than 3, relevant and comparable on-going contracts, or contracts completed in the past five years that are similar in nature to the services requested in this Statement / Scope of Work. In addition, the contractor shall include the name and telephone number of the technical point of contact for each submitted contract. The references provided by the contractor may be contacted to assess the contractor’s record of conforming to the requirements of the contract; adherence to contract schedules, including administrative aspects of performance; reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and record of controlling and forecasting costs. The Government may verify offeror’s submission of past performance information from sources other than those identified by the offeror. Information may be obtained from the Past Performance Information Retrieval System (PPIRS) (hhtp://www.ppirs.gov). PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems. An offeror without relevant past performance, or for who, information on past performance is not available, will be given a neutral rating. A Neutral rating, for the purposes of this evaluation, will not exclude an offeror’s proposal from being evaluated for cost if all other factors and sub-factors have been rated “Acceptable”.
The offeror shall provide all references the Past Performance Survey Questionnaire included in this solicitation. After completion, the reference shall mail / e-mail the completed questionnaire to the individual identified on the questionnaire coversheet.
Factor 2 – Facility Acceptability (Submission not to exceed 8 pages)

d. Provide a simple sketch / plan of the facility and where publications will be stored.
e. The contractor shall provide the total estimated amount of square footage required for contract operations, as well and how much storage space is available at the facility. The facility square footage must be sufficient to accommodate the estimated storage requirements.
f. If not the owner of the facility, the contractor must have signed Memorandums of Understanding (MOU) or Leasing Agreements, which will be used to secure the facility for the base and option periods of the contract.
Factor 3 – Price / Cost (Bid Schedule Provided) Offerors shall provide all proposed pricing on the provided contract bid schedule. Since price is a significant evaluation factor and discussions are not planned, contractors are strongly encouraged to provide their best pricing with their initial offer. The contractor’s offer shall include firm-fixed-pricing for annual storage, handling, and shipment of orders based on the data provided in section B, as well as cost to relocate current inventory to new location. The Government may determine that an offer is unacceptable if the option period prices are significantly unbalanced. Evaluation of option pricing shall not obligate the Government to exercise the option(s).
