STATEMENT OF WORK

PMIS 188477 – REPLACE ROOFS ON TWO HISTORIC STRUCTURES

JIMMY CARTER NATIONAL HISTORIC SITE

April 2015

1. GENERAL. The National Park Service, Jimmy Carter National Historic Site, has a need for furnishing and installing two pine shake roofs, complete with metal flashings, over skip sheathing and waterproof membrane at the Boyhood Home and Commissary located at the Jimmy Carter Boyhood Home in Plains, GA.

2. REQUIREMENTS. Reroofing work will include the following tasks.

Task 1 – Submit products for approval, schedule work in cooperation with park staff, Task 2 – Procure and stage materials, Task 3 – Demolish existing roof, furnish and install new roofing.

Task 4 – Clean and repair site.

3. TASK 1 – Submittal, schedule, site and building protection

a. Submit all product data, samples and product warrantee as specified in Section 073129 – Wood Shake Roofing for review and coordination with NPS.

b. Submit written project schedule for review and coordination with NPS.

c. Submit written plan for protecting buildings from water intrusion during the reroofing work.

d. Allow fourteen (14) days for NPS review of submittals.

4. TASK 2 – Purchase materials and stage on site.

a. Materials may not be stored inside the Boyhood Home or Commissary at any time during the project, including during the 14-day contractor exclusive work period.

b. Materials may not be stored on the Tennis Court; nor may vehicles be driven onto or across the Tennis Court.

c. Contractor will be permitted to place a storage locker within the Construction Staging Area.

5. TASK 3 – Remove existing roofing, waterproof membrane and flashings. Install new roofing, waterproofing membrane and flashings as described in Section 073129 Wood Shake Roofing. Protect building interiors from inclement weather during the work.

a. Staff and Visitor Access during repairs: Park visitors will be excluded from the building interiors and the site work area for a maximum of two weeks (14 days) to provide a contractor exclusive work period.

b. Secure site boundaries and construction staging area to ensure that staff/visitors do not cross construction traffic at least 24 hours before start of work, to allow for NPS review and acceptance of the boundaries.

c. Protect all vegetation during the work – avoid damage to shrubs and trees.

d. Stage groundcloths at all areas where roofing demolition occurs, to minimize dispersal and ease collection of large and small debris.

6. TASK 4 – Clean and repair site. Provide executed product warrantee and guarantee-warrantee for roofing installation.

a. Run magnetized trash collector over construction staging area to facilitate collection of small metal debris.

b. Collect all project debris for off site disposal.

c. Site shall be ready for public visitation at close of site repair operations.

7. BID FORMAT:

a. Submit qualifications of roofing installer, listing at least two (2) successful projects using pine shake roofs carried out in the last five (5) years.

b. Submit proposed project schedule.

c. Pricing format:

i. Pricing per task. Detail labor and materials costs.

ii. Other cost detail that the offeror wishes to provide.

8. INSPECTIONS (provide during the course of the project based on agreed schedule.)

a. Construction staging location, barriers, signs to ensure adequacy to guide park visitors away from the construction area.

b. Any area of subroof that appears deteriorated and in need of repair.

c. Field sample for typical reroofing beginning at eave.

d. Field sample for typical ridge reroofing.

e. All flashings conditions

f. Final installed roofs.

9. PROJECT SCHEDULE. Proposal must include a start date and finish date, and must identify the requested 14-day exclusive contractor period during which the Construction Staging Area will be closed to the public.

10. CONTRACTOR PAYMENT SCHEDULE. Payment shall be provided in the following increments:

a. Monthly invoices and payments for completed tasks. Invoice percent complete for each task.

11. TECHNICAL COORDINATION. The Contracting Officer’s technical representative for this action is identified in the Contract Schedule under Contract Administration.

12. ADDRESS FOR INVOICES. As identified in the Contract Schedule.

SECTION 073129 - WOOD SHAKE ROOFING

PART 1 - GENERAL

1.1 SECTION REQUIREMENTS

A. The work of this section consists of furnishing and installing a pine shake roof, complete with metal flashings, over skip sheathing and waterproof membrane.

B. Submittals:

1. Product Data

2. Samples of shakes

3. Product Warranty: Submit manufacturer’s standard 50 year warrantee.

C. Quality Assurance

1. Obtain shakes through one source from a single manufacturer.

2. Coordinate installation of wood shakes and flashing work without division of responsibility.

D. Guarantee

1. Furnish a guarantee-warranty in writing against a defective roofing system for 2 years from date of acceptance. Guarantee-warrantee shall include repairing if necessary to maintain roof in a watertight condition.

PART 2 - PRODUCTS

2.1 SHAKES

A. Fire-Test-Exposure Classification: Class B; ASTM E84 for application and roof slopes indicated.

B. Tapersawn Pine Roof Shakes: 24-inches in length, taper sawn with a grooved face to create a hand-split appearance, 11/16-inch to 15/16-inch thickness at butt end, random widths of 3.5-inch to 7-inch. Provide products of LifePine Ultra Shakes as manufactured by Green Shakes LLC, (800-735-7663), www.LifePine.com.

C. Exposure: 8-inches, maximum.

2.2 HIP AND RIDGE UNITS

A. Length and weather exposure: same as shakes.

2.3 ACCESSORIES

A. Felts Underlayment: ASTM D 226, Type II (30-pound), unperforated asphalt-saturated organic felts.

B. Waterproof Membrane (Self-Adhering Sheet Underlayment, High Temperature):

ASTM D 1970, SBS-modified asphalt; mineral-granule or slip-resisting-polyethylene surfaced; with release paper backing; cold applied, minimum 30 mils thick. Stable after testing at 240 deg F and passes after testing at minus 20 deg F. Provide primer when recommended by waterproofing underlayment manufacturer.

Roofing Nails: Micronized Copper Azole compatible stainless steel ring shank nail.

1. Nails shall be long enough to penetrate sheathing at least 3/4-inch. 6d nails are usually adequate, but longer nails shall be used as shake thickness or weather exposure dictates.

C. Sheet Metal Flashing and Trim:

1. Sheet Metal: Galvanized Steel: 26-gage, ASTM A526-80, commercial quality, or ASTM A527-80, lock forming quality. Coating designation, G90, ASTM A525- 83.

a. Cleats: same as sheet metal, minimum width 2-inches.

2. Nails: Stainless steel or hot-dipped galvanized, flathead, wire barbed, or slating type.

3. Screws: self-tapping sheet metal type.

4. Sealant: Polysulfide, silicon or polyurethane type.

5. Open-Valley Flashing: Fabricate with 1-inch high, inverted-V profile at center of valley and equal flange widths of 10-inches.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Install wood-shake roofing according to manufacturer's written instructions and to recommendations in CSSB's "New Roof Construction Manual" and NRCA's "The NRCA Roofing and Waterproofing Manual."

B. Apply self-adhering sheet underlayment at eaves and rakes from edges of roof to at least 36-inches inside exterior wall line.

C. Install single-layer felt underlayment on roof deck not covered by self-adhering sheet underlayment.

3.2 ROOFING FELT INTERLAY

A. Contractor shall apply a 36-inch wide strip of No. 30 minimum roofing felt at the eave line. An 18-inch wide strip of No. 30 roofing felt shall be applied over the top portion of the shakes and extend onto the sheathing. Bottom edge of felt shall be positioned at a distance above the butt equal to twice the weather exposure.

3.3 ROOFING GENERAL APPLICATION DATA

A. Shakes shall be doubled at all eaves to form a starter course.

B. Butts of the shakes in the first course on roofs shall project 1.5-inches from the edge of roof eaves to insure proper spill.

3.4 MISCELLANEOUS FLASHING

A. Chimney flashing shall extend up the chimney to a height not less than 6-inches and up the roof slope to a point equal in height to the flashing on the chimney but never less than 1-1/2 times the shake exposure.

B. Apron counter flashing shall extend to within 1-inches of the surface of the finished roof.

C. Where saddles or crickets are formed in back of chimneys, curves or similar vertical surfaces, they shall be carried not less than 10-inches under the shakes.

D. Step flashing shall be used where vertical surfaces occur in connection with slopes.

They shall be formed of separate pieces. Flashing shall extend horizontally not less than 3-inches and up the vertical wall so that they shall be lapped by the counter flashing not less than 4-inches. It shall be installed step fashion and each piece shall lap not less than 3-inches.

E. Dormer flashing shall run 3-inches up under the sheathing paper and not less than 3-inches horizontally.

3.5 HIPS AND RIDGES

A. Shake hips and ridges shall be of alternate overlap type applied at the same exposure as field of roof and with screws or nails long enough to penetrate into sheathing at least ¾-inch. A layer of rubber based underlayment should be installed prior to the installation of the ridge cap.

3.6 VALLEYS

A. Shakes extending into the valley shall be sawed to the proper miter

B. Do not break joints into valley.

C. Do not lay shakes with grain parallel with the centerline of valleys.

D. All valleys shall be installed with shakes lapping the valley flashing not less than 10″ on each side.

E. For shakes, metal valley sheets shall be center-crimped; of 20-inch minimum width;

underlain with a strip of rubber based underlayment or No. 30 felt over the sheathing.

When spaced sheathing is used, the felt may be omitted under metal valley sheets.

3.7 NAILING

A. Nails shall be driven flush but not so that the nail head crushes the wood. They shall be placed approximately ¾- to 1-inch from the side edges of the shakes and 1- to 2-inches above the butt line of the following course.

B. Each roof shake shall be secured with two full-driven, corrosion-resistant nails placed .5- inches from the edge.
