Dear Mr. Smith:
In general accordance with our proposal number P017065.01 (Revision 4) dated November 29, 2010, Geotechnology, Inc. (Geotechnology) is pleased to present this Phase I Environmental Site Assessment (ESA) report for the referenced project in St. Louis, Missouri and East St. Louis, Illinois.
We urge you to read the entire report and to contact the undersigned with any questions or concerns you may have about it.
A Phase I ESA comprises a number of individual elements, the basic nature and extent of which are determined in accordance with the standard of care applicable to Phase I ESAs. The standard of care is commonly defined as the care applied by the ordinary practitioner at the time and in the area where the ESA was performed. We believe that we have complied with the applicable standard of care. Note that our services intentionally did not include any inquiries with respect to asbestos, radon, lead-based paint, lead in drinking water, wetlands, regulatory compliance, cultural and historic resources, health and safety, ecological resources, endangered species and high voltage power lines.
The accompanying report is an instrument of service of Geotechnology, Inc. The report summarizes our findings and relates our opinions with respect to the potential for hazardous materials to exist at the site at levels likely to warrant mitigation pursuant to current regulatory guidelines. Note that our findings and opinions are based on information that we obtained on given dates, through records review, site review, and related activities. It is possible that other information exists or subsequently has become known, just as it is possible for conditions we observed to have changed after our observation. For these and associated reasons, Geotechnology, Inc. and many of its peers routinely advise clients for ESA services that it would be a mistake to place unmerited faith in findings and opinions conveyed via ESA reports.
Geotechnology, Inc. cannot under any circumstances warrant or guarantee that not finding indicators of hazardous materials means that hazardous materials do not exist on the site.

2.0 INTRODUCTION
2.1 Purpose. The Users of this Phase I ESA, The City + The Arch + The River 2015 Foundation (c/o Michael Van Valkenburgh Associates), requested this Phase I ESA for the purpose of completing environmental due diligence prior to designing a redevelopment of the project area. The purpose of this Phase I ESA is to review current and past usage of the subject property and adjacent properties to identify potential RECs on the subject property. RECs are defined in the American Society for Testing and Materials (ASTM) Standard E 1527-05 as “the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. The term REC includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment, and that generally would not be subject to enforcement action if brought to the attention of appropriate government agencies. Conditions determined to be de minimis are not recognized environmental conditions.”
2.2 Scope of Services. This Phase I ESA was conducted in accordance with the ASTM
Standard Practice for Environmental Site Assessments - Phase I Environmental Site Assessment Process, ASTM E1527-05. This process has been accepted by the United States Environmental Protection Agency (EPA) as being in accordance with the “All Appropriate Inquiry” (AAI) Rule.
The Phase I ESA activities consisted of current and historical records reviews, a site reconnaissance, interviews with the User and available current owners, and documentation in the form of a report.
2.3 Significant Assumptions. This Phase I ESA was conducted in substantial accordance with the assumptions and limitations contained within ASTM Standard Practice for Environmental Site Assessments - Phase I Environmental Site Assessment Process, ASTM E1527-05.
As stated in ASTM E1527-05 Section 4.5.1, no environmental site assessment can wholly eliminate uncertainty regarding the potential for RECs in connection with a property. This Phase I ESA is intended to reduce, but not eliminate, uncertainty regarding the potential for RECs in connection with a property, and recognizes reasonable limits of time and cost.
Additionally, portions of this Phase I ESA are based on unverified information supplied to Geotechnology, Inc. by third-party sources. In accordance with ASTM E1527-05 Section 7.5.2.1, an Environmental Professional (EP) is not required to verify independently the information provided by third-party sources, unless the EP has actual knowledge that the information is incorrect, or unless it is obvious that certain information is incorrect based on other information obtained in the Phase I ESA.
2.4 Limitations and Exceptions. Limitations and exceptions to this report are included in
Appendix J of this Phase I ESA.
2.5 Special Terms and Conditions. The findings of this Phase I ESA are based on the completeness and accuracy on the data and observed conditions of the subject property as of the indicated site reconnaissance date, and when publicly available information was obtained as described in this report.
Additionally, this Phase I ESA is being conducted on behalf of a redevelopment design team, and not an entity or User that is pursuing the purchase of the parcels within the subject property area. We understand that several of the private owners of property within the subject property area are not involved in the design team’s processes. As a result, Geotechnology’s interviews and site reconnaissance efforts were limited to current property owners that were willing to allow access to their individual parcels and buildings. Access was not granted to all properties and buildings within the subject property. These limitations and resulting data gaps are discussed in the Data Gap section of this report.
2.6 User Reliance. This report is an instrument of service prepared by
Geotechnology, Inc. for the exclusive use of The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates. In order to create a report, upon which The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates could rely, Geotechnology, Inc. worked closely with Michael Van Valkenburgh Associates in development of the scope of services, upon which all subsequent tasks have been based. No parties other than The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates are permitted by Geotechnology, Inc. to rely on this instrument of Geotechnology, Inc.'s service. With the permission of The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates, Geotechnology, Inc. will meet with a third party to help identify the additional services required, if any, to permit such third party to rely on the information contained in this report, but only to the same extent of The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associate’s reliance, and subject to the same contractual, technological, and other limitations to which The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates have agreed. The findings presented herein are for the sole use of The City + The Arch + The River 2015 Foundation and Michael Van Valkenburgh Associates, and this report is valid for a period of 180 days following the report date.

4.0 PHYSICAL SETTING
According to the EDR Geocheck® Physical Setting Source Summary (see Appendix B) and the Geologic Map of Missouri1, the site is underlain by a Stratified Sequence of the Meramecian Series, Mississippian System. Soil in the area of the subject property is classified as non-hydric urban land.
The site boundaries and general topography of the area from the U.S.G.S. map of the vicinity are shown on Plate 1. The Gateway Arch is situated on a bluff about 30 feet above the Mississippi River. East of the Arch, the terrain drops abruptly to the river landing; the slope is covered by the grand staircase in front of the Arch, grass lawn north and south of the staircase, and concrete flood walls at the north and south ends of the park. West of the Arch, the ground slopes downward towards a north-south-trending valley that includes Memorial Drive. The area west of the Arch includes two lakes/reflecting pools, one north and one south of the Arch. A parking garage and maintenance building are located at the north and south ends of the park, respectively.
Downtown St. Louis slopes downward towards the east and south from high ground north and west of Kiener Plaza at about El 4752. The terrain begins to drop off steeply east of the Old Court House on Fourth Street to low ground along Memorial Drive and the depressed section of Interstate 70.
The Arch grounds consist mostly of lawns with trees planted along several walkways, particularly those north and south of the Arch legs. The Gateway Mall and Kiener Plaza are generally covered with concrete walks and plazas with intervening lawn areas.
The Illinois side of the park is floodplain near El 400. As such, the site is relatively flat and covered with brush, weeds, and trees. Along the centerline of the Arch, a lawn area extends east from the river past the Arch Viewing Stand to the Gateway Geyser. The McArthur Bridge

and railroad embankment form the east boundary of the park. The Casino Queen is north of the park, with the Eads and Martin Luther King Memorial Bridges further to the north. The Poplar Street Bridge forms the south park boundary. A rail yard and levee run parallel to the river in the western portion of the park. West of the railroads, the riverbank drops approximately 20 feet to the river. Several mooring dolphins and cofferdams are situated in the river along the riverbank.
In most areas, general estimations about the direction of groundwater movement can be derived from observations of land-surface topography. In effect, the water table often is a subdued replica of the land surface. In addition, the slope of the land surface is typically toward streams or rivers. Based on general topographic gradient and the location of surface water bodies as observed on topographic maps, groundwater may be flowing in an easterly direction in the vicinity of the subject property on the Missouri side and a westerly direction on the Illinois side of the river.
Commercial and residential properties in the Missouri and Illinois areas of the subject property obtain drinking water from municipal sources (Missouri-American Water Company and Illinois-American Water Company), which both obtain and treat water from deep wells and rivers. One registered private potable water well (Well ID # MOLOG1000018158) was identified within a 1/4-mile radius (west-southwest) of the subject property based on our review of the EDR Geocheck® Physical Setting Source Summary. According to the EDR report, the private well located at 11th and Clark Avenue was drilled to a depth of 775 feet below ground surface (bgs) in the Middle Ordovician Series formation. The drill date and installation of the well was not reported.
The Missouri side of the subject property lies within the service area of the Metropolitan
St. Louis Sewer District (MSD) and the Illinois side of the subject property lies within the service area of the MetroEast Sanitary District (MESD).
The average annual temperature and rainfall in the St. Louis area is 56.2 degrees
Fahrenheit and 37.11 inches, respectively. The prevailing winds are generally from the north-northwest and south in the spring, south in the summer, the south and southwest in the fall, and the south and west-northwest in the winter.3
