Project # 629-20-113 Fire Alarm System Replacement

Statement of Work Southeast Louisiana Veterans Health Care System

New Orleans, LA 10/22/2020

1. BACKGROUND

1.1. The fire detection and suppression system at Southeast Louisiana Veteran Healthcare System (SLVHCS) is comprised of: sprinklers (fire suppression), smoke detectors (fire detection), fire/smoke dampers, pull stations, tamper switches, water flow switches, duct detectors, heat detectors, fire door release, fire rolling/sliding doors, fire pump, main fire alarm panel, remote fire alarm panels, annunciator panels, dialers, speakers, strobes, horn strobes, wiring, kitchen hood suppression systems (Ansul), FM 200 and other related equipment. There are approximately 1,715 devices total throughout the facility. The existing panels are Johnson Controls IFC-640 panels, and the wiring throughout is fiber. The facility currently has a proprietary system that does not easily allow for the programming of components or the system. Multiple issues have been observed from a programming standpoint concerning the system including but not limited to erroneous “phantom” alarms, inaccurate location identification, and lack of sufficient programming across all master panels and workstations.

2. GENERAL REQUIREMENTS

2.1. The contractor shall provide all labor, supervision, equipment, material and resources necessary to design and build (DB) a fully functional, error-free, addressable fire alarm and suppression system within SLVHCS. All components must function completely as a whole system.

2.2. Existing non-proprietary hardware, such as speakers, strobes and door holders, shall be reused and integrated into new equipment.

2.3. The contractor shall deliver the requirements as specified in this statement of work.

The contractor for this design shall provide all necessary investigation, verification of as-built conditions, development of specifications, development of cost estimates, development of construction documents, and contract administration for the execution of the project referenced above. The DB firm shall review all product submittals for construction plan compliance, offer recommendations to the VA concerning all submittals, conduct site visits, review requests for information (RFI), maintain and produce accurate post construction documents for submission to the VA.

2.4. This design shall include all site development services and construction services necessary to complete the improvement tasks described herein.

2.5. The contractor shall complete all construction work associated with the design developed under this contract.

2.6. All completed work shall be in strict adherence to the latest version, at a minimum, of the following: National Fire Protection Agency (NFPA) 13, NFPA 14, NFPA 20, NFPA 70, NFPA 72, NFPA 90A, NFPA 99, NFPA 101, Factory Mutual Research Corp (FM), American National Standards Institute (ANSI) S3.41 American Society of Mechanical Engineers (ASME), United Laboratories (UL), International Building Code (IBC), The Joint Commission (TJC), VA design guides and directives (VA Fire Protection Design Manual), and all applicable building codes.

2.7. Work shall occur at Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, LA 70119.

3. DESIGN & BUILD SCOPE

3.1. The contractor shall provide all materials, tools, equipment, transportation, supervision, and labor required to provide the service described in this statement of work, specifications, drawings and attachments.

3.2. The design shall be in accordance with and capture the following requirements:

3.2.1. Design Development (DD): The DB Contractor shall develop 25%, 50%, 75%, and 100% plans and specifications for review and approval by the VA. Verify all dimensions and equipment requirements.

3.2.1.1. The design documents shall incorporate proper construction phasing of work where required within the project period of performance.

3.2.1.2. Design drawings shall include all demolition and new work in sufficient detail to provide for a thorough review by the VA.

3.2.2. The work (design and construction) shall include, but not limited to, demolition, electrical, controls, testing and inspection of new system and associated components.

3.2.3. Design submission shall include load calculations, equipment catalog cutsheets and performance data. The final design documents shall be stamped by a registered Professional Engineer for each discipline.

3.2.4. Design shall include all site investigation, site survey, measurements, calculations and testing for documents to construct the subject project.

3.2.5. Materials and equipment brought to the site shall be verified to have available space to maneuver the inside dimensions of corridors, elevators and stairwells. Maximum dimensions of sections or pieces of materials may be necessary as part of the design.

3.3. The DB contractor shall include in their total bid price the scope of work for all items listed.

3.4. The DB contractor shall include in their design all phasing required in order to execute this work. This shall include the provision of a phasing plan with construction documents.

3.5. The DB contractor shall include in their total bid all services necessary to complete utility assessments required in order to achieve the goals and design intent associated with this contract as well as the execution of the developed design.

3.6. Design shall be in accordance with the VA Master Specifications and the following provided specifications with this solicitation and shall become a part of this contract and design documents. The DB contractor shall develop all other applicable project specifications.

3.7. Refer to the provided documents for reference of existing conditions and detailed scope. These documents are reference documents for contractor use. These documents are not as builts. All conditions noted must still be physically field verified.:

3.8. The contractor shall replace any items and/or equipment damaged by the contractor, sub-contractor, his/her employees or equipment.

3.9. All work shall be coordinated with the Contracting Officer Representative (COR) prior to, during, and after completion of this job.

3.10. Work Restrictions, Considerations, and Conditions

3.10.1. Scheduling for the work to begin shall be determined by VA personnel and relayed to the contractor prior to start date.

3.10.2. The contractor shall be responsible for all demolition in order to complete the work described. Coordinate all demolition activities with VA Contracting Officer

(CO) & COR.

3.10.3. Any materials, equipment, tools, etc. shipped or delivered to the VA site on behalf of the contactor must be scheduled with COR in advance.

3.10.4. The contractor shall not interrupt any utility service or fire alarm service during the process of this job without notification to VA personnel prior to work. All service interruptions must be scheduled and approved by the appropriate VA office a minimum of fourteen (14) calendar days prior.

3.10.5. The contractor shall verify there is always at least one functioning fire alarm system throughout the duration of the project. Fire watches shall be required whenever there are disabled devices in areas. All areas requiring fire watch must be coordinated with VA Safety Office a minimum of two (2) days prior.

3.10.5.1. A functioning system means that all alarm and fire suppressions devices remain functional, on the new or old system at all times, with outside reporting to the remote operations center and the provision of notification to designated VA officials in the case of a fire or smoke event warranting system activation.

3.10.6. The contractor shall plan execution of work with the assumption that no more than six (6) VA employees will be available as escorts for technicians and contractor staff.

3.11. The contractor shall be responsible for all maintenance and repair activities on all new components of the fire alarm and suppression system until turned over to the VA.

3.11.1. VA Master Specification 28 31 00 notes Non-included Work: Repair service shall not include the performance of any work due to improper use, accidents, or negligence for which the contractor is not responsible. Repair work services shall be included in this project.

3.12. The contractor shall design and execute a solution that ensures that the facility is properly protected and monitored against fire and smoke related incidents throughout the duration of the project.

3.13. System Requirements and Expected Outcomes

3.13.1. The fire alarm system shall have the capability to communicate with a remote monitoring company.

3.13.1.1. Current: Johnson Controls Remote Operations Center (ROC)

3.13.1.2. All alarms, troubles, supervisory and other alerts shall be reported to the remote monitoring company within the required times per TJC and NFPA code.

3.13.1.3. Identified VA Engineering and VA Safety staff shall receive notice of all notifications received by the remote monitoring company via email.

3.13.2. The contractor shall ensure that all alarms accurately report to each master panel and workstation located in the following areas: Master Panel in Central Energy Plant (CEP) Plant Operations, Workstation in CEP Plant Operations, Master Panel in Safety Fire Command Center, Workstation in Fire Command Center, and the Workstation in Police Command Center.

3.13.2.1. All panels need to report the same accurate information with the same graphics at the same time.

3.13.2.2. All workstations need to report the same accurate information with the same graphics at the same time.

3.13.2.3. The contractor shall program all alarms, troubles and supervisories within each building to report to that building’s master panel: Inpatient, Diagnostic & Treatment, Outpatient, Staff Garage, Visitor Garage, Transitional Living, Shotgun Houses, Central Energy Plant, Research, Administrative/Pan Am and the Fisher House.

3.13.3. The contractor shall verify all programming associated with the initiating devices (smoke detectors, heat detectors, pull stations, water flow switches, and miscellaneous alarm devices) report and alarm in the following sequence:

3.13.3.1. Flash strobes continuously in sync until successful reset

3.13.3.1.1. In the building of incident only

3.13.3.1.2. On the floor of incident

3.13.3.1.3. One floor above (if present)

3.13.3.1.4. One floor below (if present)

3.13.3.2. Sound audible message three times throughout the entire building of incident. Upon receipt of an alarm signal from the building fire alarm system, the voice communication system shall automatically transmit a 3 second tone alert and a pre-recorded fire alarm message.

3.13.3.3. Sound audible message continuously until silenced at the Fire Alarm Control Panel (FACP) in CEP and/or Safety.

3.13.3.3.1. On the floor of incident

3.13.3.3.2. One floor above (if present)

3.13.3.3.3. One floor below (if present)

3.13.3.4. Reprogram any devices that do not alarm properly until devices function as described above.

3.13.4. The elevator recall function shall be programmed to have three different outputs as stated in NFPA 72.

3.13.4.1. Primary designated level associated output

3.13.4.2. Alternate level associated output

3.13.4.3. Elevator machine room, or elevator control room associated output

3.13.5. Connections between the fire alarm systems and the HVAC system for the purpose of monitoring and control shall operate and be monitored in accordance with all applicable NFPA standards.

3.13.6. The contractor shall ensure that all associated software and firmware are protected from unauthorized changes. All software and firmware versions shall be documented at the initial test of acceptance.

3.13.7. The system programming shall be non-proprietary and can be programmed by any NICET certified fire alarm system technician.

3.13.8. The fire alarm program shall include disable/enable functions at the Master Panels in CEP and the Fire Command Center for the doors, elevator recall devices, audible and visual devices. The disable/enable functions shall be separate for each building. For example, in Inpatient, the system shall have the ability to quickly disable only the speakers (audibles) in Inpatient without impacting the other buildings.

3.13.8.1. Inpatient Mental Health (5D) shall be included in the D&T commands and will also have its own disable/enable functions for only the devices on the 5th floor of D&T due to delayed egress door configurations.

3.13.9. The contractor shall ensure that all systems tied into the fire alarm system can be properly tested to meet all applicable codes and requirements.

3.13.9.1. The contractor shall ensure that the isolation dampers that are tied into the electrical shunt trip for the FM 200 system can be properly tested without turning off power to the servers in the Main Computer Room (MCR).

3.13.10. All new components, and the fire alarm system as a whole, should function as a non-proprietary, programmable system.

3.13.10.1. Note: Not all components are expected to be replaced under this contract. Primary components to be replaced include fire alarm control panels and system controllers. The contractor shall ensure that the system installed is compatible with alarming/signaling components and includes non-proprietary programming.

3.14. Excluded Actions

3.14.1. No spare/replacement parts shall be provided as part of this contract.

3.15. The contractor shall be financially responsible for erroneous alarms and their subsequent fire department callouts until the system has been turned over to the VA.

3.16. The contractor shall provide training and training documentation on all new components and Sequence of Operations of the fire alarm and suppression system.

3.16.1. The manufacturer's authorized representative shall provide instruction and training to the VA as follows:

3.16.1.1. Six 1-hour sessions to engineering staff, security police and central attendant personnel for simple operation of the system. Two sessions at the start of installation, two sessions at the completion of installation and two sessions three months after the completion of installation.

3.16.1.2. Four 3-hour sessions to engineering and safety staff for detailed operation of the system. Two sessions at the completion of installation and two sessions 3 months after the completion of installation.

3.16.1.3. The contractor shall provide a hard and soft copy of the Sequence of Operations including a troubleshooting guide of the entire system for submittal to the VA.

3.17. The contractor shall not interfere with VA contracted maintenance, repair, or testing personnel for the existing system. COR will coordinate with both parties in the case of scheduling conflicts.

3.18. The contractor shall confirm a fully functional, error-free system through 100% final testing before turning over to the VA.

3.19. The contractor shall provide Record of Completion in accordance to NFPA 72 section 7.5.6.

3.20. The contractor shall be responsible for the complete demolition of existing fire alarm system components not replaced under this contract. Removal of said system shall include all repairs needed to adjacent spaces as a result of the removal to included but not limited to:

3.20.1. Wall repair

3.20.2. Ceiling repair

3.20.3. Refinishing of walls

3.20.4. Painting

3.20.5. Clean up

4. DESIGN AND DESIGN SUBMITTAL REQUIREMENTS

4.1. Design Submissions – Statement of Task:

4.1.1. 25% Design Development (DD)

4.1.2. 50% Design Development (DD)

4.1.3. 75% Design Development (DD)

4.1.4. 100% Construction Documents (CD)

4.1.5. Note 1: Detailed design submission requirements can be found in VA Guide PG-

18-15.

4.1.6. Note 2: The VA staff shall have 7 calendar days to review and coordinate each design submission.

4.2. The contractor shall develop 25%, 50%, 75%, and 100% design documents. All documents shall be submitted to the COR and must have written concurrence from the COR in order to proceed to the next design/development phase.

4.2.1. 25% Design Development

4.2.1.1. Investigate and survey project site. Verify any VA provided data. A/E is responsible for collecting all data required for the design. The contractor shall conduct a finding survey and provide a findings report of all fire alarm and suppression system deficient components and deficient programming alarms, alerts, visuals, and audibles observed.

4.2.1.1.1. Deficient is defined as not meeting the programming requirements as outlined in this scope to be completed by the contractor.

4.2.1.1.2. The A/E is responsible for measuring and collecting actual field data that may be required. NFPA requirements shall be verified during investigation. The deliverables in the 25% design development phase are the following:

4.2.1.1.2.1. Findings report with proposed changes

4.2.1.1.2.2. Verification of VA provided life safety drawings and modifications of current state (as needed)

4.2.2. 50% Design Development

4.2.2.1. This submission focuses on the design analysis of needed parts. Drawings shall show the architectural layout of each area that requires component replacement. The A/E shall collaborate with VA staff to develop conceptual and viable design options to meet the intended scope of work. This schematic design phase is an iterative process and requires close coordination back and forth with the VA COR. The preliminary schematic design/layout will most likely require tweaking until a final plan/layout is officially approved by the VA and COR. Design analysis should include rationale. The deliverables in the 50% design development phase are the following:

4.2.2.1.1. List of components to be replaced and installed

4.2.2.1.2. Drawings & Specifications: Provide two hard copy 17”x22” size C sets of preliminary construction drawings. Design drawings inclusive of proposed replacements (demolition and installation). Provide one set of preliminary specifications indicating all the DB Contractor proposed edits. Drawings and specifications to indicate potential deductive bid alternates and any phasing requirements. Also provide electronic copies in PDF format.

4.2.2.1.3. Design analysis to include means and methods for concurrent system operation during change out of devices

4.2.2.1.4. Cost Estimate: Provide a detailed cost estimate indicating labor, material and equipment cost in RS Means CostWorks format. Estimate shall include DB Contractors Overhead, Profit, Bond and Labor Burden.

Estimate shall indicate feasible deductive bid alternates to bring the construction cost within the allotted construction budget. This cost estimate shall be submitted in hard copy and PDF format.

4.2.3. 75% Design Development

4.2.3.1. This review by the VA shall validate all work needed to have a fully functional fire alarm and suppression system. The A/E shall map out the reprogramming logic in accordance with the requirements herein the scope of work. Material submittals shall be verified according to design. Cost estimates shall be provided to include estimated delivery dates. Material turnaround times must be in accordance with the schedule. The draft project schedule shall adhere to the period of performance. This submission of drawings, specifications and cost estimate shall be very close to complete. This review by the VA shall be to validate that the 50% comments were incorporated into the project. The construction documents should be sufficiently developed to cover all work items to be addressed by the project. No major items shall be missing from this submission. The VA review of these documents should result in very minor comments to allow for the next 100% submission. The DB Contractor shall provide a list of questions on anything that’s needed from the VA to continue and fully develop the next 100% design submission.

Additionally, the DB Contractor shall provide minutes from the last design review meeting and shall provide responses to all VA comments noted or identified during the last review submission. The deliverables in the 75% design development phase are the following:

4.2.3.1.1.1. Programming logic

4.2.3.1.1.2. Material submittals

4.2.3.1.1.3. Cost Estimate: Submit in the same manner as the 50% DD submittal.

4.2.3.1.1.4. Project specifications: Submit in the same manner as the 50% DD submittal.

4.2.3.1.1.5. Draft project schedule using MS Projects or similar scheduling software

4.2.3.1.1.6. Revised design drawings: Submit in the same manner as the 50%

DD submittal. Key items to include:

4.2.3.1.1.6.1. Demolition

4.2.3.1.1.6.2. Installation

4.2.3.1.1.6.3. Phasing

4.2.3.1.1.6.4. Communications

4.2.3.1.1.7. List of vendors who can complete maintenance and programming on the proposed system. The goal is to prove use of non-proprietary system through the provision of no fewer than three (3) vendors who can self-perform maintenance and programming of the proposed system.

4.2.3.1.1.7.1. Information shall include vendor name, address, point of contact, system experience, certification letter indicating ability to self-perform specifically programming and maintenance.

4.2.4. 100% Design Documents

4.2.4.1. This submission shall incorporate all project requirements and safety plans.

Final design and specification documents shall be provided to the COR in a PDF file. The A/E shall work with VA Safety to determine the safest and least intrusive plan to replace equipment, while keeping existing system functioning until the new system has been turned over to the VA. The final project schedule shall be provided to include commissioning/testing schedule to verify performance. A final certification letter from a fire protection engineer stating that the final plans and specifications follow current Life Safety Code and applicable NFPA regulations. This submission of drawings, specifications and cost estimate shall be complete. This review by the VA shall be to validate that the 75% comments were incorporated into the project.

There shall be nothing missing from the construction documents. The VA review of these documents should result in very minor comments to allow for the next submission to be final. If the comments of this set of documents results in numerous comments, then a 99% review or a check set of certain elements of the design may be required before the DB Contractor shall proceed to the 100% Final Construction Documents.

4.2.4.2. The deliverables in the 100% Design Document phase are the following:

4.2.4.2.1.1. Fire safety plan

4.2.4.2.1.2. Final project schedule

4.2.4.2.1.3. Drawings & Specifications: All engineers professional “stamps” shall be on this set of documents. Fire protection engineer certification on final design documents.

4.2.4.2.1.3.1. Provide three 17”x22” size C sets of final construction drawings. Provide two set of final fully edited specifications, printed on both sides of the paper. Drawings and specifications to indicate accepted deductive bid alternates and any phasing requirements. Provide one CD electronic copy of the entire package (Construction Drawings and Specifications). The drawings shall be as both AutoCAD (2017) and scanned individual PDF files per drawing. The specifications shall be in separate Word and separate PDF files for each specification section.

4.2.4.2.1.4. Cost Estimate: Submit final CostWorks cost estimate in the same manner as previous submittal.

4.2.4.3. Final construction documents (CD) shall be submitted to the VA with all corrections and comments included from the 100% submission (drawings, specification, cost estimate).

5. CONSTRUCTION SUBMITTAL REQUIREMENTS

5.1. Submittals: Construction and product submittals shall be as outlined in the VA

Master specifications and are to be submitted during the design phase and incorporated into the design once approved. Provide submittals in accordance with the Shop Drawings, Product Data & Samples Specification provided.

5.2. Utility Outages: Any required utility system outages needed in order to perform work will be scheduled at the convenience of the VA and may require work to be performed during hours or when government staffing is available.

This may be either during business hours or after-hours work, depending on the nature of the outage and VA staffing availability. All utility outages will be coordinated two weeks in advance with the COR.

5.3. Adjacent Space: Access and continued function/operation of adjacent occupied spaces (above, below and beside) shall be considered within the construction phasing plan to minimize the overall impact and disruptions generated by the construction activities. Phasing plan shall be confirmed to be in accordance with the design phasing or demonstrate how same outcomes will be achieved if different.

5.4. Material storage space may be provided by the VA or made available on site. The contractor will be responsible for providing temporary storage containers or sheds for materials in areas designated by VA should they wish to store the materials on site. The contractor shall include in their construction plan submissions for storage space, if desired, for VA approval.

5.5. Safety, Infection Control & Code Requirements: Contractor to work in accordance with the Infection Control Risk Assessment provided and in accordance with the General Requirements and Safety Requirements specifications provided. The contractor shall provide appropriate safety signage, subject to VA approval, for the duration of the project. A detailed project related safety plan is also to be submitted for approval by the VA safety office prior to project start in accordance with the provided VA specifications.

5.6. Warranty: All work performed and all material and equipment furnished under this contract shall be free from defects and shall remain so for a period of one (1) year from the date of acceptance of the entire installation by the CO.

6. PERIOD OF PERFORMANCE

6.1. Performance period for this contract shall be 365 calendar days for design and construction from Notice-To-Proceed date per the following breakdown noted. Work shall begin no more than ten (10) calendar days after notice of award. Work at the Government site is permissible on Federal holidays or weekends, but subject to approval by COR and/or the CO.

6.1.1. Notice to Proceed -D Day

6.2. The contractor may schedule work during the following time periods: 7:30 am to 4:00 pm, Monday – Friday. For any work involving a utility shut down, it must be scheduled outside the normal, designated work hours and must be scheduled no fewer than fourteen (14) days in advance. To reduce interference and inconvenience to facility occupants, work may be scheduled outside of normal business hours as long as it is schedule with the COR and/or CO in advance (minimum 48-hour notice). This includes all recognized federal holidays. Recognized Federal Holidays: New Year’s Day, Martin Luther King Jr. Day, Washington’s Birthday (President’s Day), Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, Christmas.

6.3. Plan and accomplish all work so that there is a minimum to no interference and inconvenience to occupants and/or operators of the facility. After-hours work will be necessary in certain areas of the medical center.

6.4. Type of Contract: This contract shall be a firm-fixed price.

6.5. Cost Range: The anticipated total cost range (estimated cost of design and construction) for this project is between

Soileau, Liana M. (NOLA) Contracting to complete.

7. CONTRACT AWARD MEETING

7.1. The DB Contractor shall commence work only when the CO has conducted a “kick-off” meeting and a Notice to Proceed has been issued.

8. TRAVEL

8.1. The contractor is responsible for providing transportation/travel for all materials, supplies, personnel and all items needed for the duration of this contract unless stated otherwise elsewhere.

9. GOVERNMENT RESPONSIBILITIES

9.1. VA personnel will provide access to the facility as necessary.

10. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS

10.1. All qualified, experienced, and licensed personnel for the service will be provided by the contractor.

11. PROTECTION OF PERSON AND PROPERTY

11.1. The contractor expressly undertakes, both directly and through its subcontractors, to take every precaution at all times for the protection of persons and property, including medical center employees and property and its own.

11.2. The contractor shall be responsible for initiating, maintaining and supervising all safety precautions and programs in connection with the work.

11.3. The contractor shall continuously maintain adequate protection of all work from damage and shall protect the medical center property from injury of loss arising in connection with this contract. The contractor shall make good any such damage, injury or loss, except as may be by agents or employees of the medical center.

11.4. In an emergency affecting the safety or life of individuals, or of the work, or of adjoining property, the contractor, without special instruction or authorization from the medical center, is hereby permitted to act, at the contractor's discretion, to prevent such threatened loss or injury. Also, should the contractor, in order to prevent threatened loss or injury, be instructed or authorized to act by the medical center, he shall so act, without appeal. Any additional compensation or extension of time claimed by the contractor on account of any emergency work shall be determined by mutual agreement.

12. COMPLIANCE WITH APPLICABLE LAWS/REGULATIONS

12.1. The contractor shall ensure that services provided to the Government under this agreement comply with all applicable laws, statutes, regulations, and guidelines that govern the operation of systems by the Government. The contractor shall also ensure that all services provided to the Government under this agreement comply with all Government mandated procedures, standards, and requirements.

13. CONFIDENTIALITY AND NONDISCLOSURE

13.1. It is agreed that

13.1.1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this project, are the exclusive property of the US Government and shall be submitted to the CO at the conclusion of the project.

13.1.2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this project. No information shall be released by the contractor. Any request for information relating to this project, presented to the contractor, shall be submitted to the CO for response.

13.1.3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the CO.
