About this file

This Statement of Work (SOW) details architectural and engineering (A/E) design services for replacing the Rehab Medicine Air Handling Unit (AHU) at the Louis Stokes Cleveland VA Medical Center. The project is a total 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with a construction budget of $485,000 for fiscal year 2026. The A/E firm will provide comprehensive services including programming, design submissions, site investigation, asbestos testing, construction documents, technical specifications, cost estimates, system integrator services, and construction administration.

Key project requirements include developing construction documents in four submissions (Schematic Design, 65%, 100%, and Final), with a total project schedule of 133 calendar days from notice to proceed. The scope involves replacing an end-of-life Rehab Medicine PoolPak AHU and providing appropriate exhaust for the Pool Equipment room. The A/E firm must engage a third-party Master System Integrator (MSI) with extensive experience in building management systems using Tridium Niagara Framework, and must follow VA design guidelines, specifications, and cost estimating requirements. The project will require field verification of existing conditions and coordination with VA engineering and user groups throughout the design process.
