About this file

This document is a sole source justification for a federal contract opportunity with the Department of Agriculture Under Secretary for Farm Production and Conservation. The agency requires the fabrication of 12 new precipitation gauges and the repair of two existing faulty gauges for use in its SNOTEL precipitation monitoring program. The gauges must be constructed of aluminum to required specifications and be compatible with existing equipment. The incumbent contractor has proven experience fabricating equipment to the agency's stringent standards, and is located in close proximity to the agency's offices and storage facilities, allowing for quick repairs and reducing government time and costs. Previous vendors have produced gauges that leaked after installation, resulting in lost data and wasted resources. Fabrication to specifications is critical to ensure successful weather forecasting from monitoring sites located hundreds of miles from agency offices.

FY23-FPAC-Justification-052

USDA NRCS Colorado Snow Survey Program, Denver Federal Center, Bldg 56 Room 2604, Denver, CO 80225-0426

Procurement of 12 new fabricated precipitation gauges, and repair of two (2) existing faulty gauges for the standard SNOTEL “rocket” precipitation gauges and wind shields.

The new gauges are to be constructed almost entirely of aluminum and require special fabrication and welding skills. The vendor needs to have a working knowledge of the required specifications and know the functionality of the gauges so they operate properly, within required specifications and are effective in a field environment. In the fabrication of new and repair of the existing faulty gauges, it is imperative that all fittings are constructed to specifications and are compatible with existing equipment.

is a well-trusted company that has a proven track record of producing/fabricating equipment for prior NRCS acquisitions and fabricate the products to meet the stringent NRCS specifications. provide reliable product(s) that conform to existing equipment and the equipment is leak-proof. Their location is in close proximity to our offices and storage facilities in Denver which significantly reduces Government time spent waiting on repairs and/or maintenance (i.e. possible shipping delays, incurring additional costs, etc). NRCS personnel are able to drive any faulty equipment that needs to be repaired to the offices for a quick turnaround which ensures the integrity of the data being processed.

Previous vendors have produced precipitation gauges that were faulty and leaked after installation, resulting in a loss of vital data, significant waste of water and Government resources. The NRCS - Colorado SNOTEL sites are located in remote locations, oftentimes hundreds of miles from the NRCS office and requires extensive travel, extra man-hours and additional resources needed to replace leaking gauges. Fabrication of this equipment to the specifications is paramount to receiving successful data forecasts.
