About this file

This document contains a justification for a single source award over the micro-purchase threshold but not exceeding $250,000. The Department of Veterans Affairs Network/Program Contracting Office 1 located in Bedford, MA is seeking to procure an AMSCO 7052HP Single-Chamber Washer/Disinfector with touch screen control from Steris Corporation for approximately $183,056.72. This equipment will be used at the VA Health Care System at Boston Medical Center, Jamaica Plain Campus to clean and disinfect reusable surgical instruments, utensils, and other medical equipment. A single source justification is being made because the site's existing sterilization equipment is also from Steris, and they have familiarity with the brand which will allow for more streamlined service, maintenance, and past performance has shown the brand to perform better than competitors. Market research confirmed Steris has authorized small business distributors who can reasonably be expected to submit fair quotes, allowing for an award that represents best value to the government.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241-23-AP-5659

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 1, located at Bedford MA, in support of VISN 01, VA Health Care System at Boston Medical Center, Jamaica Plain Campus 2237 # 523-23-4-7806-0565

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The AMSCO 7052HP Single-Chamber Washer/Disinfector with touch screen control is intended for use in the cleaning and intermediate-level disinfection of soiled reusable simple hard-surfaced rigid surgical instruments (such as forceps and clamps), utensils (such as bedpans and urinals, trays, bowl, basin, kidney dishes), rubber and plastic goods, theatre shoes and other similar and related articles found in healthcare facilities.

Part # FH18072

The estimated value of the proposed action is $183,056.72

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The SPS department other equipment in use is from STERIS. They are trained and have familiarity with the brand. Service and maintenance will be more streamlined with brand consistency.

Past performance of this brand has shown to be better than competitors .

4. Description of market research conducted and results or statement why it was not conducted:

No SBA NMR waiver is in place under NAICS Code 339113 for this class of equipment. Therefore, no SD/VOSB set-aside may be made. An SB set-aside can be made for the below SAT value of this procurement pursuant to VAAR 819.7003(e) and 13 CFR 121.406(c).

The SBA rule of two has been met. Market research revealed that Steris Corporation has at least 4 SDVOSB authorized distributors. They have provided Steris products to the VA in the past. There is a reasonable expectation that those three small business vendors will submit quotes at fair and reasonable prices; and that an award can be made that represents best value for the Government.
