About this file
This document provides a single source justification for an award to Calcon Systems, Inc. for emergency boiler plant gas leak detection replacement services at two Department of Veterans Affairs medical centers in Palo Alto and Menlo Park, California. The justification cites the urgent and compelling need to replace failing gas leak detection systems at the boiler plants to mitigate the risk of stationwide outages. Market research found Calcon Systems, Inc. as the only small business capable of meeting this need on an urgent basis, as no other vendors expressed interest. Similar services have previously been awarded to Calcon Systems, Inc. under contract VA261-16-P-2203. The contracting officer certified proceeding with a sole source award to Calcon Systems, Inc. in the amount of $38,750 in accordance with FAR 13.106-1(b).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 2 of 2 requirement except Calcon Systems, Inc. a Small Business concern. Acquisition History shows this is a new request, however, similar services have been provided for VA Palo Alto’s (Gas Detection System) by Calcon Systems, Inc. in the past. Additional review of Calcon Systems, Inc. shows all performance reports indicate a satisfactory or above rating, there are no derogatory findings, exclusions, or proceedings associated with this company. Due to this urgent and compelling nature, limiting this request to only one source would be in the best interest of the government and mitigate the risk of station wide outages due to Boiler Plant downtimes.
4. Description of market research conducted and results or statement why it was not conducted:
A search of VetCert was conducted using NAICS code 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and revealed 592 Service-Disabled Veteran Owned Business and Veteran Owned Small Business (SD/VOSB) vendors.
A Dynamic Small Business search was conducted: Total of 1 (one) verified small business concern (Calcon Systems, Inc.) has been identified that can meet this urgent and compelling request.
No verified SD/VOSB vendors can satisfy the unusual and compelling request.
FPDS research indicated Calcon Systems, Inc. was identified as a local supplier who could meet the needs of this unusual and compelling request.
Procurement History shows similar services have been awarded to Calcon Systems, Inc. under Contract No. VA261-16-P-2203 for semi-annual maintenance and calibration services (Gas Detection System) for the VA Palo Healthcare System.
5. Contracting Officer's Certification:
Based on the above information, no two or more VetCert verified and capable SDVOSBs or VOSBs were identified for this requirement. In addition, 1 small business was identified that could meet the needs of this request. Therefore, it is anticipated that all sources (1 Small Business) will be solicited for this urgent and compelling requirement.
Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
