About this file

This document contains a single source justification and award notice for a federal contract. The Department of Veterans Affairs negotiated a sole source contract with DBI Waste Services, Inc. for solid waste and recycling services at the VA Boston Healthcare System. The services include municipal solid waste removal and recycling of materials such as cardboard, metal, plastic, wood, yard waste, food waste, and construction debris. The period of performance is December 1, 2020 to January 31, 2021 for a total amount of $134,178.64. The justification for the sole source award cites the urgency of continuous services and insufficient time to conduct a competitive procurement among verified small businesses. The incumbent contractor has performed the services for over five years and submitted a fair and reasonable quote price.

VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106 1 For

Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C241 21 AP 0291

1. Contracting Activity: Department of Veterans Affairs, VISN 01, Providence VA Medical Center Organizational activity: Boston Healthcare System, Environmental Management (137) purchase request (i.e. 2237) number: 523 21 1 4815 0004

2. Brief Description of Services required and the intended use/Estimated Amount: The Contractor shall furnish all labor, materials, equipment, and expertise necessary to perform refuse removal and recycling services consisting of municipal solid waste (MSW) and recycling of numerous materials including but not limited to cardboard, metal, plastic, wood, yard waste, food waste, solid fill, and construction debris typical of healthcare, institutional, and office occupancy excluding regulated medical waste, pathological and anti neoplastic (chemotherapeutic) waste, and hazardous waste for (VABHS).

The estimated amount for a two month period of 12/01/2020 – 01/31/2021 is $67,089.32 a month for a total of $134,178.64.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Based on the urgency and critical need of continuous services the CO does not have enough time to compete this requirement among SDVOSBs and VOSBs and achieve a fair and reasonable price. Allowing the current contractor who is now a verified Small Business is the logical action to make. There is an expectation of a VISN wide contract effective 01/01/2021 to be put in place.

4. Description of market research conducted and results or statement why it was not conducted:

Contracting Officer searched VIP.gov, Duns and Bradstreet and SBA DSBS. CO conducted market research to ensure the current contractor is capable and willing to provide the needed services. In accordance with the VIP search there are two or more SDVOSBs available but due to the time frame this requirement is needed and the time it would take to change over the contractors would supersede the available amount of time. The current contractor has been performing the current services for the past 5 years 6 months and has been found responsible and the submitted quote prices is fair and reasonable.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
