VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-23-AP-4073

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 6, proposed to enter a contract for the Richmond VA Medical Center (VAMC): Purchase Request number 652-23-3-065-0059.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 6 intends to award a new firm-fixed price Brand Name Only open market one-time buy, PO.

Estimated amount: $75,004.22.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The brand name Philips MX750 monitors are need for use by the EP Lab.

The current Patient Monitoring System to include the anesthesia machines are highly specialized in providing customized solutions for monitoring patients who undergo invasive cardiac procedures.

The Philips MX750 monitors and components interface with the current anesthesia machines and operate on propriety software by Philips. Other vendors may be able to provide similar monitors;

however, these systems would be incompatible with the current Patient Monitoring System assets at the facility. It is essential that all components’ interface with one another. Therefore, selection of another vendor would require replacing assets that comprise each Patient Monitoring Systems already in place.

The brand name Philips IntelliVue MX750s are only compatible with the Philips receivers that are currently being used throughout the healthcare system. Purchasing a different brand name will be cost prohibitive for the Government as it will require facility-wide changes to infrastructure (data cabling), new servers, hardware, etc.

4. Description of market research conducted and results or statement why it was not conducted:

National Acquisition Center search with keyword “MX750” revealed 1 vendor Philips Electronics North America Corporation (OEM, LB) 36F79720D0042 that can provide the exact item. Philips stated that Philips is the sole manufacturer and Alliant Enterprises, and Four Points Technology are authorized SDVOSB distributors.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
