VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 for Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C263-21-AP-3228

1. Contracting Activity: Network Contracting Office 23, St. Paul, Minnesota.

Requesting Activity: VA Central Iowa Health Care System, Des Moines Medical Center.

Funding ID: 636-21-4-3107-0056

2. Brief Description of Services required and the Intended Use/Estimated Amount: VA-CIHCS has a recurring and ongoing need for Acute Hemodialysis and CAPD Peritoneal Dialysis services. Due to the COVID19 pandemic, it is extremely difficult to send patients who require these services out for care-in-the-community. When the Des Moines Medical Center experiences a surge of inpatients who require acute hemodialysis, our ability to transfer patients to the community is severely limited due to no availability of ICU or medical/surgical beds in community facilities. This results in the inability to provide minimum care for patients who require hemodialysis, which can result in significant harm or death.

Estimated Amount: $140,239.24

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Nationally, regionally, and locally 95% of dialysis services are provided by two national corporations, DaVita, Inc. and Fresenius Kidney Care. There are no Veteran Owned dialysis service companies in the State of Iowa or Des Moines area. The current interim contract vendor Fresenius has staff already boarded, providing services, and ready to continue to provide services until a long-term open competition requirement can be awarded.

4. Description of market research conducted and results: Market research was conducted using comparison to other existing VA contracts for the same service, cost of dialysis hourly rates on GSA Advantage for locums (SIN’s 621-003, 621-054), Bureau of Labor and Statistics data for Des Moines, Iowa, and the current interim contract. No other vendors were identified who could meet the requirements of the contract within the time required to maintain continuity of services.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
