About this file

This justification and approval document outlines a sole source contract award for critical heating system repairs at the Edward Hines, Jr. VA Hospital campus. The contract was awarded to Troop Contracting, Inc. on September 23, 2020 for an unknown amount. Deficiencies requiring urgent attention include replacement of failed heating equipment in various areas such as boilers, air handling units, sump pumps and associated controls. As the incumbent contractor currently performing work at the site through an IDIQ contract, Troop Contracting possesses extensive knowledge of campus rules and regulations as well as responsibility for successful past performance, making them the only qualified source for the urgent repairs. The justification cites authorized statutory exception for award to verified service-disabled veteran-owned small businesses under $5 million. Market research was deemed unnecessary due to Troop Contracting's incumbent responsibilities and qualifications.
