About this file
This document is a Justification for Single Source Award for the Department of Veterans Affairs. The procurement is for Volpara's mammography reporting system software, valued at an unspecified amount, with four annual option years contemplated. The software is used to track mammography exams, monitor veteran BIRADS codes, and meet FDA and National Mammography Program regulatory standards for the VA Southern Nevada Healthcare System.
Market research was conducted across multiple platforms including SBA VetCert, GSA Advantage, GSA eLibrary, NAC, SEWP, SAM.Gov, and FPDS, with no alternative software found that is compatible with existing equipment. The Contracting Officer determined a sole source award to Volpara Health Inc. is justified, as the company is the sole manufacturer of the MRS/Volpara software currently installed and licensed at the facility. Previous contract awards to Volpara Health Inc. for similar software were referenced to support the sole source determination, in accordance with FAR 13.106-1.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: A mammography monitoring program is required under the FDA, NRPO and ACR regulation. To ensure Veteran patients are properly monitored by clinicians, a system must be in place for Radiology at the VASNHS to monitor patient birads codes. Volpara has been the sole manufacturer of the MRS/Volpara software currently used to monitor mammograms. The product is already installed and licensed to meet FDA requirements. No alternative software could be found that is compatible with the equipment on site.
4. Description of market research conducted and results or statement why it was not conducted: SBA VetCert was reviewed utilizing NAICS code 339112; this search returned 870 SDVOSBs and 125 VOSBs. There is no reasonable expectation that any SDVOSB or VOSB can meet the needs of the Government.
