About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition (>SAT) for the procurement of a video integration system for the Fredericksburg VA Health Care Center, which is part of the Richmond VA Medical Center.
The Department of Veterans Affairs (VA), VISN 06, Network Contracting Office (NCO) 6 in Richmond, VA is seeking to procure an integrated video system that is brand name only, as it must integrate with the existing Steris surgical equipment and booms installed in the facility. The required equipment includes a video switch, surgical monitors, wall displays, mounts, cables, and an audio system, at an estimated cost of $344,460.26. The justification cites that Steris, Inc. is the only responsible source that can provide the necessary equipment and integration with the existing infrastructure, as this is a "major system" and "highly specialized" requirement. The procurement will be limited to Steris and its distributors, such as the SDVOSB vendor Buffalo Supply.

Furthermore, this system will integrate seamlessly with the existing surgical booms and room layouts. This equipment includes the server, the connection kids, the mounts, the touchscreen panel to be connected to a desk or wall, the boom ports and connection kits, as well as the surgical grade monitors for the care team to have improved visibility and a music and audio system.
