About this file

This document is a Justification for a Single Source Award under FAR 13.106-1 for the purchase of three (3) Leica Microtomes by the Department of Veterans Affairs, VISN 02, Network Contracting Office. The James J. Peters VA Medical Center Anatomic Pathology Laboratory requires the brand name purchase of three (3) Leica Microtomes to replace existing end-of-life Leica Microtomes currently in use. The Leica Microtomes will be used by staff to section an average of 45 paraffin embedded tissue blocks daily to prepare surgical slides for diagnoses. The agency plans to trade in their existing Leica RM2025 and RM2255 models, which will significantly reduce costs. Staying with Leica products will also reduce validation time, as staff are already familiar with the equipment. The agency conducted market research, which yielded zero Service-Disabled Veteran-Owned Small Businesses (SD/VOSBs) and one previously awarded similar requirement. The Leica Microtomes meet the minimum requirements for the program office and will allow staff to continue providing high quality care to veterans without delays to patient care.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C242-24-AP-3072

1. Contracting Activity: Department of Veterans Affairs, VISN 02, Network Contracting Office, Appletree Business Park, 2875 Union Road, Suite 3500 Cheektowaga, NY 14227.

Organizational Activity James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx, NY 10468 thru 2237 # 526-24-3-145-0177.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The James J. Peters VA Medical Center Anatomic Pathology Laboratory is requiring the brand name only purchase of three (3) Leica Microtomes to replace existing Leica Microtomes in use at the facility that have reached their end-of-life expectancy. The Leica Microtomes will be used by staff to section an average of 45 paraffin embedded tissue blocks daily, to prepare surgical sides for diagnoses. The facility plans to trade in their existing Leica RM2025 and RM2255.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Anatomic Pathology Laboratory at James J. Peters VA Medical Center is requiring the brand name purchase of three (3) Leica Microtomes. This requirement is intended to replace existing Lecia Microtomes in use at the facility that have reached their end-of-life expectancy. Additionally, the trade-in of existing Leica RM2025 and RM2255 would significantly reduce costs to the government.

Staying with Leica products would also reduce validation time, as staff are already familiar with the equipment. HistoCore AUTOCUT R allows staff to select among automated, semi-automated, or manual sectioning modes based on personal preference. The AUTOCUT differs from previous automated models with an automatic electronic brake to minimize the risk of injury during operation. Current model Leica Microtomes are required to ensure quality of surgical slides and faster turnaround time. The Leica Microtomes meet the minimum requirements for the program office and allows staff to continue providing high quality care to veterans without any unacceptable delays to patient care.

4. Description of market research conducted and results or statement why it was not conducted:

A search on SBA DSBS yielded zero (0) SD/VOSBs. A search on VetCert using NAICS code 334516 yielded 212 SD/VOSBs.CO identified one (1) previously awarded similar requirement on FPDS, VA contract . A search on the SCMC produced zero
