About this file
This sole source justification document requests non-emergent medical transportation services for the Department of Veterans Affairs VA Loma Linda Healthcare System from February 1, 2024 to May 31, 2024. The incumbent contractor Journey Via Gurney, Inc. would provide pre-arranged, scheduled, unscheduled, and on-demand door-to-door transportation seven days a week for approximately 35 trips per day and 1,050 trips per month. The estimated price for the four-month contract is $623,627. The justification cites FAR 6.302-1 for awarding to the incumbent as the only contractor that can immediately fulfill the requirement without service disruptions, allowing time to conduct a full and open competition for a new contract.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the
Acquisition Requires the Use of the Authority Cited Above (Applicability of Authority):
Based on FAR 6.302-1, Only One Responsible Source and No other Supplies or Services will
Satisfy Agency Requirements, the incumbent, Journey Via Gurney, Inc. (JVG) is already integrated into VALLHCS daily operations and schedules. With a functioning dispatch center, vehicles, and trained personnel, JVG coordinates and delivers approximately 35 trips per day/1,050 trips per month for Veterans who are unable to provide timely transportation to and from their medical appointments. Soliciting for services of this magnitude to meet competition requirements is not feasible at this time, and would cause unnecessary interruptions and potential delays to veteran care. Awarding to JVG allows the government to temporarily bridge a gap in services to fulfill VALLHCS needs, while the new requirement can be competed and awarded.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: CO utilized results from Phoenix VA Health Care
System’s (PVAHCS) Sources Sought Notice, RFP 36C26223R0159 that was posted on
Contract Opportunities for similar requirements from June 16, 2023 to June 30, 2023.
CO contacted all eleven respondents that responded to the PVAHCS Sources Sought to see if they would also be interested in the requirement at VALLHCS. Of the eleven, five verified
SDVOSBs and two small business concerns stated they were. This information will be used in the follow-on competition.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: CO will determine price reasonableness by ensuring factors that affect commercial pricing such as speed of delivery and unacceptable delays are commensurate with the Government’s need.
8. Description of the Market Research Conducted and the Results, or a Statement of the
Reasons Market Research Was Not Conducted:
Market Research consisted of:
• A search on the Veteran Small Business Certification database revealed 285 verified
SDVOSB/VOSBs available nationwide under NAICS 485991. CO confirmed there were two or more SDVOSB interested parties under NAICS 485991 certified in the
VetCert database.
• Utilized PVAHCS Sources Sought Notice, RFP 36C26223R0159 posted on Contract
Opportunities from June 16, 2023 to June 30, 2023 for Non-Emergent Medical
Transportation Services. CO received eleven responses. Of the eleven responses, five verified SDVOSBs and two small business concerns expressed interest for
VALLHCS.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
Non-emergent Medical Transportation Services provide VA patients the ability to attend medical appointments when they are unable or cannot provide for themselves. Patients attending medical appointments on-time allow hospitals to operate effectively and efficiently.
Veterans not able to attend scheduled appointments due to a gap in service outweighs the
VHAPG Part 806.3 OFOC Page 3 of 3
Acquisition ID#: 36C262-24-AP-0947 government’s requirement to promote full and open competition for four months, preventing serious injury to agency’s veterans, and their ability to access timely healthcare.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any
Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The VA will continue to conduct market research for Non-Emergent
Medical Transportation Services. However JVG, Inc. is the only capable firm of providing services for VALLHCS during this bridge contract without having unacceptable delays for service.
