About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) from the Department of Veterans Affairs, Network Contracting Office 22, for the VA Greater Los Angeles Healthcare System. The procurement involves purchasing Unibilt material transportation system (MTS) replacement parts, specifically 150 Stop-N-Flow Steel Pusher Dogs with Steel Wheels (Item# 27810) and 27 Heavy Duty Chain Assemblies with Symmetrical Chain Pins (Item# 27826-0). The justification emphasizes that only genuine Unibilt brand parts can be used due to the proprietary and customized nature of the existing conveyor system, with potential risks of incompatibility, performance issues, and warranty voiding if alternative parts are substituted.

The document details that the MTS is located in the VA Long Beach hospital facility's Building 500, spanning the basement and ground floor, and is used to transport surgical, biohazard, and general-purpose carts. The acquisition is aligned with FAR 13.106-1, covers parts replacement for failing conveyor components, and is time-sensitive to maintain the system's functionality. The effective date is 11/15/2024, with the Acquisition ID# 36C262-25-AP-7339, and the procurement is being conducted by the Network Contracting Office 22 located in Long Beach, California, in support of VISN 22.

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

(NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 in support of VISN 22, VA Greater Los Angeles Healthcare System, located at 11301 Wilshire Blvd, Los Angeles, CA 90073 under Purchase Request# 691-25-4-5090-1762.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VA Greater Los Angeles (GLA) Healthcare System Engineering service requires Unibilt transport conveyor parts, such as Stop-N-Flow Steel Pusher Dog and Heavy-Duty Chain Assembly as current parts have worn out.

Engineering service must replace the failing conveyor parts as soon as possible as it affects the functionality of the material transport system (MTS). The existing MTS overhead conveyor is Unibilt brand and customized throughout the VA Long Beach hospital facility building (BLDG) 500’s basement, ground floor, and multiple MTS equipment to pick up, transport, and deliver surgical, biohazard, and general-purpose carts throughout BLDG 500. Steel pushers with steel wheels are components used in power and free conveyor systems to move carriers and their loads along with the conveyor parts. Heavy-duty chain assembly is needed for enclosed track conveyor system. The estimated cost for the conveyor parts is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Unibilt material transportation system (MTS) is a proprietary system designed with unique engineering specifications and tolerance. Currently, VA GLA facility has implemented and currently uses Unibilt customized MTS. To ensure full compatibility and seamless integration, only genuine Unibilt brand parts are suitable for use within the system. Substituting non-brand or aftermarket parts introduces a higher risk of incompatibility, including improper fit, misalignment, or premature wear, which can compromise system performance, reliability, and safety. Moreover, using non-Unibilt

To avoid operational disruptions, additional repair costs, and system downtime, the use of original Unibilt brand name parts is required. This ensures that the MTS continues to function as designed, maintains manufacturer support, and avoids avoidable issues associated with incompatible components.
