a. FAR 13.I06-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

C. ___ URGENT AND COMPELLING
The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits quotes. Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:
The Mental Health Environment of Care Checklist (MHEOCC) was developed for Veterans Affairs Hospitals and use to review inpatient mental health units for environmental hazards. The purpose is to identify and abate environmental hazards that could increase the chance of patient suicide or self-harm. The checklist has been used in all VA mental health units since October 2007. Here at the VA Hospital in Loma Linda, a MHEOCC Committee was developed comprised of hospital staff from Mental Health, Quality Management, Safe Patient Handling, Safety, and Facilities Management. The MHEOCC Committee has identified the current door handles in the Mental Health ward as being a possible ligature risk and it were determined to be replaced. Thru consulting with mental health staff at other VA medical facilities, and research, two different prototypes were obtained and installed to test the possible ligature risk of each.
After testing, the MHEOCC Committee decided to replace all of the door handles in the Mental Health ward with the SECURITECH Solis Ligature Resistant door handles.
6. Certifications
As the Contracting Officer, I certify that the evidence of the supporting data that forms the basis of this justification is complete and accurate.
