About this file

This document contains a single source justification for a federal contract award. The Department of Veterans Affairs seeks to award a sole source contract to Andor Technology, Inc. for proprietary IMARIS software. The software is required for an approved research study at the Southern Arizona VA Healthcare System in Tucson, examining traumatic brain injury using advanced 3D microscopy techniques. IMARIS is uniquely suited for the research needs as the only software capable of handling large multi-dimensional data sets from a variety of source formats, enabling segmentation and three-dimensional modeling of microglial morphology critical to understanding neuroinflammation. Limited market research was conducted due to the proprietary nature of the software and urgency of the research study timelines.

Dr. Mohab Ibrahim’s PEG study requires special and highy sophisticated imaging software to conduct research. Dr. Ibrahim’s research was set-up for use of IMARIS software to study traumatic brain injury. IMARIS is uniquely suited to load and handle large (multi-GB) 2D/3D/4D data sets from a variety of microscopy file formats. IMARIS provides the ability to segment hundreds/thousands of objects in a true 3D space with interactive 3D previews during the creation process. After completion of the object identification/segmentation, IMARIS again provides an interactive environment for working with resulting objects. Users can select, sort, and group objects with instant visual feedback within 3D rendering. IMARIS stands as the exclusive software for evaluating microglia activity due to its unique and comprehensive capabilities. Its features enable researchers to perform intricate three-dimensional modeling and analysis of microglial morphology, which is crucial in understanding their reactivity. IMARIS excels in providing precise quantitative measurements and detailed visualization of microglial shape, making it an invaluable tool for monitoring and interpreting the direct indicators of neuroinflammation.

Additionally, IMARIS is the only software which possesses a machine-learning algorithm for filament tracing, enabling precise tracking of microglial processes and further enhancing its position as the forefront solution for assessing microglia activity. VA Rule of Two does not apply. Circumstances of contract action deem brand name only available, and no other supplies or services will meet agency need
