About this file
This is a Single Source Justification document for a federal procurement by the Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 20, on behalf of the Boise VA Medical Center.
The acquisition covers an ongoing 12-month lease of a Total Parenteral Nutrition (TPN) compounder from Braun Medical, including supporting software, maintenance, and staff support training. The equipment is used to compound nutritional infusions delivered to patients intravenously. The procurement is being conducted as a simplified acquisition procedure for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold, under the authorization of FAR 12.102(a). The Contracting Officer justifies single-source procurement based on the Boise VA Medical Center's current use of the Braun TPN Compounder and the proprietary nature of the supporting software. The justification emphasizes that machine compounding reduces errors, decreases contamination risk, and improves efficiency compared to manual mixing. Market research was conducted through searches of government-wide contract databases (NAC, GSAeLibrary, ADDSUP, and SAM.gov), which confirmed that similar items were previously awarded to Braun and that current pricing aligns with historical contract pricing. The document was signed by Contracting Officer Eric Lingenfelter on July 30, 2026, with Acquisition Plan Action ID 36C260-27-AP-0106.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
In accordance with RFO 12.102(a) this will be single sourced to the large business and manufacturer, Braun Medical. The Bosie VA Medical Center currently uses the Braun TPN Compounder. TPN is used when IV administered nutrition is the only source of nutrition the patient is receiving. Using a machine to compound the nutritional infusion helps reduce errors, decreases touch contamination, and is more efficient than mixing manually. The compounder is leased from Braun and supported with proprietary software. For these reasons, it is the decision of the Contracting Officer that limiting this procurement to one source is in the best interest of the government.
