This is an Overhaul Description document for a U.S. Coast Guard procurement of hydraulic accumulator overhaul services. The item being overhauled is a Welin-Lambie (W-L) hydraulic accumulator with part number 885-02012, NSN 3040-99-355-4929, used on Twin Point Davis lifeboats with capacity of 54 liters, maximum working pressure of 207 bar, and operating temperature range of -40°C to +40°C. The original equipment manufacturer is Fawcett-Christie.

The contractor must provide complete disassembly, inspection, and assembly services with new OEM replacement parts, removal of existing paint per SSPC-SP 10 standards, and repainting with Polysiloxane paint color "SPAR" number 10371 in accordance with COMDINSIT M10360.3D and Federal Standard 595C. All metal surfaces must be cleaned and prepared per manufacturer recommendations. The overhaul must include pressure testing to 1223 PSI (85 BAR) using hydraulic fluid to 300 PSI (207 BAR), with testing to last 10 minutes with less than 1% pressure loss. Test equipment must be calibrated and traceable to NIST standards. The contractor must provide detailed test reports documenting results, maintain calibration system records, and conduct all inspections at the contractor's facility prior to Coast Guard acceptance. The overhauled accumulator must be preserved, packaged individually in wooden containers with plastic caps on all port openings, and marked with NSN, item name, part number, contract number, and cost estimate not to exceed $9,463.86. Warranty includes a 20-day guarantee against defects leading to failure for up to two years after delivery. Government acceptance occurs at destination and is contingent upon verification of no damage in transit and contractor conformance to all preservation, packaging, and marking requirements. Recommended service sources are Welin Lambie Ltd in the United Kingdom and Baltimore Hydraulics Inc in Maryland.
