About this file
This is a memorandum documenting the justification for using other than full and open competition for a federal acquisition under the simplified acquisition threshold. The PR number is listed as TBD, and the memorandum is dated February 6, 2026.
The acquisition concerns the procurement of deck-mounted Panama Chocks and Mooring Bits for installation onboard USNS HECTOR A. CAFFERATA JR (T ESB 8), with a required delivery date of August 1, 2026. Saejin Intech Co. LTD is identified as the Original Equipment Manufacturer. The justification for single-source procurement is based on multiple factors: restrictive rights held by Saejin Intech Co. LTD over the deck-mounted Panama Chocks and Mooring Bits; standardization requirements across the Naval Ship Maintenance and Modernization Program (MSC) class; form, fit, and function compatibility requirements with existing equipment on USS LEWIS B PULLER (TESB 3), USS HERSHEL WILLIAMS (TESB 4), USS MIGUEL KEITH (TESB 5), USS JOHN L CANLEY (TESB 6), and USS ROBERT E. SIMANEK (TESB 7); and the requirement that mission deck mooring fittings maintain ABS approval for installation on ESBs and class certification for safety. Additionally, MSC lacks the manufacturing and technical information necessary to evaluate whether non-OEM replacement parts would meet qualification standards, and the radar system is under limited manufacturer warranty allowing only OEM parts installation per COMSCINST 4490.1c.
