Authorizing Statutes and Governing Regulations Applicable to this Funding Opportunity: The authority for this opportunity is 21 U.S.C. 1534(a)(1)(B) and applicable appropriations statutes providing funding to ONDCP for this purpose. The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards are applicable to the government and applicants, grant applications, and grant awards to non-Federal entities. See, 2 CFR Part 200, et seq., as adopted in full by ONDCP via 2 CFR Part 3603, et seq.
HOW TO APPLY
Applicants must register in, and submit applications through Grants.gov, a “one-stop storefront” to find Federal funding opportunities and apply for funding. Find complete instructions on how to register and submit an application at www.Grants.gov.

ONDCP encourages applicants to register several weeks before the application submission deadline.
In addition, ONDCP urges applicants to submit applications 72 hours prior to the application due date to allow time to receive validation messages or rejection notifications from Grants.gov and to correct, in a timely fashion, any problems that may have caused a rejection notification. Further, ONDCP strongly encourages all prospective applicants to sign up for Grants.gov email notifications regarding this announcement. If this announcement is cancelled or modified, individuals who sign up with Grants.gov for updates will be automatically notified.
DEADLINE
Applicants must register with Grants.gov prior to submitting an application. All applications are due to be submitted and in receipt of a successful validation message in Grants.gov by 11:59 p.m., Eastern Time, on May 30, 2018.
A. PROGRAM DESCRIPTION
The Office of National Drug Control Policy (ONDCP) coordinates a government-wide public health and safety approach to reduce drug use and its consequences in the United States.
Preventing drug use before it starts is a fundamental element of the DFC program. Findings from the 2016 DFC National Evaluation indicate that from first to most recent report, youth in DFC communities report not using alcohol, tobacco, marijuana, and (illicit) prescription drugs in the past 30-days. ONDCP would like to enhance the efforts of the Drug-Free Communities (DFC) Support Program by engaging youth to become involved in coalition work and become substance abuse prevention leaders within their communities.
DFC-funded community coalitions are required to work with various sectors of their community to identify local drug problems and implement comprehensive strategies to create community-level change. The contributions of community coalitions constitute a critical part of the Nation’s drug prevention infrastructure. DFC-funded community coalitions are a catalyst for creating local change where drug problems manifest.
ONDCP expects to award one Federal cooperative agreement under the National Youth Leadership Initiative (NYLI), for a two year period, beginning approximately June 2018.
The successful non-Federal entity (NFE) receiving award must equip youth and their adult advisors with the essential knowledge and skills needed to make significant community-level change. Implementation of the National Youth Leadership Initiative must follow a youth-led, adult-guided approach that follows the best practices in youth development, empowering young people to be vocal and visible as they work to impact a broad range of public health issues where they live, learn, and play.
B. FEDERAL AWARD INFORMATION
ONDCP expects to award one Federal cooperative agreement under the National Youth Leadership Initiative, for a two year period, beginning approximately June 2018. All applications and awards are subject to such additional requirements expressed in governing law. See, 2 CFR Part 200, et seq.
ONDCP expects that it will make an award of financial assistance from this announcement in the form of a cooperative agreement. Substantial involvement of ONDCP is anticipated.
Estimated Amount and Length of Award:
| Cooperative agreement Amount: | $250,000 ($125,000 per year) | |
| Project Period: | 24 months |
C. ELIGIBILITY
ONDCP encourages applications from non-profit corporations with expert knowledge and extensive experience in community mobilizing using the Seven Strategies for Community Change. Applicants must have served as an essential partner in assisting the Drug-Free Communities (DFC) Support Program with technical assistance to community coalitions in their substance use prevention efforts and have experience training youth to be coalition leaders. NFE must provide proof of non-profit status and its exemption from income tax under section 501(a) of the Internal Revenue Code. OMB Circular 2 CFR 200, Subpart E - Cost Principles applies to this program.
D. APPLICATION AND SUBMISSION INFORMATION
Application Content:
1. Proof of Eligibility: ONDCP encourages applications from non-profit corporations with expert knowledge and extensive experience in community mobilizing using the Seven Strategies for Community Change. Applicants must have served as an essential partner in assisting the Drug-Free Communities (DFC) Support Program with technical assistance to community coalitions in their substance use prevention efforts. NFE must provide proof of non-profit status and its exemption from income tax under section 501(a) of the Internal Revenue Code.
2. Technical Expertise and Experience: In no more than 3 pages, applicants must justify how the organization, its mission, and its submitted plan will contribute to the goals and objectives of the Drug-Free Communities (DFC) Support Program. Please include the organization’s relevant experience and ability to effectively support the efforts of the Drug-Free Communities (DFC) Support Program by engaging youth to become involved in coalition work and become substance abuse prevention leaders within their communities.
3. Program Narrative: The narrative must respond to the announcement and each of the specified criteria in Section C. The program narrative should be double-spaced, using standard 12-point font, with 1-inch margins and should not exceed 20 pages. Please number pages in the following manner: “1 of 20,” “2 of 20,” etc.
4. Budget Detail Worksheet and Budget Narrative: Applicant must provide an itemized budget for the cooperative agreement project period. Applicant must submit budget worksheets and budget narrative in one file. At a minimum, the following categories need to be addressed: Personnel, Fringe Benefits, Overtime, Travel, Facilities, Services, Equipment, Supplies, and Other Costs. The budget narrative should thoroughly and clearly describe every category of expense listed in the worksheet. Proposed budgets are expected to be complete, reasonable and allowable, cost-effective, and necessary for project activities. The narrative should be mathematically sound and correspond with the information and figures provided in the budget detail worksheet. The narrative should explain how costs were calculated and how they are relevant to the completion of the proposed project.
5. Performance Measures: The awardee will be required to provide to ONDCP monthly progress reports on all required performance areas.
6. What an Application Must Include: Applicants should anticipate that if they fail to submit an application that contains all of the specified elements, it may negatively affect the review of their application; and should a decision be made to make an award, it may result in the inclusion of diverse conditions that preclude the recipient from accessing or using award funds pending satisfaction of the conditions. Moreover, applicants should anticipate that applications that are determined to be nonresponsive to the announcement, or that do not include the application elements that ONDCP considers to be critical, will neither proceed to peer review nor receive further consideration. The following are considered to be critical: Eligibility, Technical Expertise and Experience, Program Narrative, Budget Detail Worksheet and Narrative.
The SF-424 is a required standard form used as a cover sheet for submission of pre-applications, applications, and related information. This funding opportunity is not subject to Executive Order 12372, Intergovernmental Review. (In completing the SF-424, applicants are to make the appropriate selection in response to question 19, indicating that the “Program is not covered by E.O. 12372.”)
Each applicant is required to (i) Be registered in the System for Award Management (SAM) before submitting its application; (ii) provide a valid DUNS number in its application; and (iii) continue to maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by ONDCP. ONDCP will not make an award until an applicant has fully complied with all applicable SAM and DUNS requirements; and if the applicant has not so fully complied by the time ONDCP is ready to make award, ONDCP may determine that the applicant is not qualified to receive the award and use that determination as a basis for making award to another applicant.
7. Submission Dates and Times: Applicants must register with Grants.gov prior to submitting an application. All applications are due to be submitted and in receipt of a successful validation message in Grants.gov by 11:59 p.m., Eastern Time, on May 30, 2018.
8. Funding Restrictions:
· Cost Sharing and Match Requirements: This announcement does not require a match. However, if a successful application proposes a voluntary match amount, and ONDCP approves the budget, the total match amount incorporated into the approved budget becomes mandatory and subject to audit.
· Pre-Agreement Cost Approvals: ONDCP does not typically approve pre-agreement costs; an applicant must request and obtain the prior written approval of ONDCP for all such costs. If approved, pre-agreement costs could be paid from cooperative agreement funds consistent with an awardee’s approved budget, and under applicable cost standards. However, all such costs prior to award and prior to approval of the costs are incurred at the sole risk of an applicant. Generally, no applicant should incur project costs before being awarded a Federal grant award. Should there be extenuating circumstances that appear to be appropriate for ONDCP’s consideration as pre-agreement costs, the applicant should contact the point of contact listed in the title page of this announcement for details on the requirements for submitting a written request for approval.
