About this file

This Request for Proposals (RFP) is issued by the Ouachita Parish Police Jury for an Enterprise Financial Management System to replace their existing financial, human resource, and payroll systems. The proposal is due on May 27, 2025, at 2:00 PM, with electronic submissions accepted through BidNetDirect. The system should be operational in a Windows environment and preferably offered via cloud-based technologies, with the ability to convert existing financial, payroll, and personnel records electronically.

The RFP requires vendors to provide detailed pricing for all project phases, including business requirements, conversion, interface development, software installation, database configuration, testing, training, and ongoing maintenance. Vendors must submit both a technical and price proposal, detailing their company experience, qualifications, project personnel, and at least three references from similar implementations within the past 36 months. The Ouachita Parish Police Jury will evaluate proposals based on adherence to specifications, price, vendor qualifications, past performance, implementation timeline, conversion ease, warranty provisions, and recurring maintenance costs. The system must support multiple security levels, accommodate at least 65 personal computers, provide comprehensive reporting capabilities, and meet specific technical requirements for database, operating system, and browser compatibility.
