QUESTIONS AND ANSWERS
SOLICITATION #OPM2612R0004
| Q1. | Is this a new requirement? |
| A1. | OPM has offered a Crisis Leadership Workshop in the past with the delivery of the content being provided under a sole source procurement vehicle. Based on OPM’s review of the overall requirement it was determined that the content needed to be updated and the requirement competed within the small business community. |
| Q2. | Can you explain what you mean by “alternate” proposal. We have a great 5-day leadership class that would be great for leaders to have gone through when they are facing a crisis. I’d like to submit that one but I don’t understand the following highlighted language in the RFP: |
7. ALTERNATE PROPOSALS
You may, at your discretion, submit alternate proposals, or proposals which deviate from the requirements; provided, that you also submit a proposal for performance of the work as specified in the statement of work. Such proposals may be considered if overall performance would be improved or not compromised and if they are in the best interests of the Government. Alternative proposals, or deviations from any requirements of this solicitation, shall be clearly identified.
Does this mean we have to submit two proposals?
A2. Offerors may have other courses that they would like OPM to consider. They may submit separate proposals for the other courses at this time, as long as they submit a proposal that specifically address the requirements stated with the RFP. Offerors intending to submit “Alternate Proposals” must do so within the deadlines identified in the current RFP.
Q3. What is the page limit for the Technical Proposal?
A3. The RFP does not specify a page limit for Technical Proposals.
Q4. Can you provide the CLINs or Bid Schedule to assist with our Pricing Proposal?
A4. There are no prescribed CLINS or Bid Schedule for this requirement. Offerors shall submit a detailed breakdown of estimated labor hours and rates by tasks to be performed as itemized in the statement of work. As part of the cost proposal, Offerors should breakout one-time costs and/or development costs separately from regular delivery costs in order for the Government to make a distinction between costs and determine what is fair and reasonable. The business portion of the quotation must contain sufficient information to allow the Government to perform a basic analysis of the proposed price of the work. Prices quoted shall be fixed unit prices (per labor hour) per labor category (i.e, design, facilitation, session delivery, and other line items from the statement of work). While the Offeror may have costs broken down by line item, there should be a summary total amount so that the Government is able to compare cost proposals and make a determination of what is fair and reasonable.
Q5. Is Past Performance part of the Technical Proposal or does it stand alone?
A5. Past performance information should be included as part of the Technical Proposal.
Q6. Are all the “Deliverables” due with our proposal or are the deliverables due during the course of the contract?
A6. All the “Deliverables” should be submitted as part of the Technical Proposal in order for the Government to make a determination of the Offerors technical capabilities.
Q7. Please provide an explanation for the following: “Indicate the initial plan to gain an understanding of OPM’s curriculum needs.” What is the requirement concerning OPM’s curriculum needs and what is the expectation they want us to fulfill? Could saying having a meeting with them to get a full understanding of their curriculum needs suffice?
A7. It is up to the Offeror to determine and propose how they will gain an understanding of OPM’s curriculum needs. If the Offeror feels a meeting will be sufficient, then the proposal should indicate that approach.
Q8. Is there an incumbent? Is so, who?
A8. There is no current incumbent.
Q9. Has OPM or FMLI (or Management Development Centers) received Crisis Leadership Training from any vendor in the last two years?
A9. OPM has offered a Crisis Leadership Workshop in the past with the delivery of the content being provided under a sole source procurement vehicle. Based on OPM’s review of the overall requirement it was determined that the content needed to be updated and the requirement competed within the small business community.
Q10. Is there a budget for this project?
A10. The budget for this project has not been pre-determined.
Q11. How many people are expected to attend/participate in each class?
A11. The number of participants will vary for each course delivery. As part of the Technical Proposal, the Offeror may indicate the minimum and/or maximum number of participants that their specific course design will support.
Q12. Will additional considerations be given for WBENC or MOB certification?
A12. OPM will not consider proposals any less or more favorably for WBENC or MOB certification.
Q13. Do you expect consistent classes on the road, not at the two FMLI locations, throughout the year? Is so, approximately how many?
A13. There are no pre-determined single agency or on the road delivery dates at this time. Single agency and on the road sessions will be scheduled on an as needed basis based on customer agency requests and multi-agency participant demand.
Q14. Would graduates expect an open line of communication, consultation, if/when a crisis may occur with the chosen vendor?
A14. No, this is not an expectation of the program.
Q15. Would you (client) perhaps choose one vendor to write the curriculum and others to teach the course? We are looking for clarification in regards to the Number of Awards section on page 1 of the RFP.
A15. While OPM may be looking to award contracts to multiple Vendors, each Vendor must be able to design and deliver the course content based on the requirements in the RFP. OPM will not be awarding one contract for the curriculum design and another contract for course delivery.
Q16. Is there a preferred number of instructors for delivering the content for the crisis leadership class?
A16. No, there is not a preferred number of instructors for delivering the content of the course.
Q17. If one awardee is granted, must the same instructors be used across all 3 class sessions (March, May, August)?
A17. If OPM awards the contract to one Vendor, the same instructors do not need to be used in all three sessions. However, the Offeror should identify the pool of instructors that they would be using and include their respective resumes in the Technical Proposal.
