Solicitation # OPM18-10-T-0007 Questions & Answers
Question # 1 - Page 3 states “Retirement Reference Cards (175,000 sheets estimated annually) meeting the requirements as stated in the Statement of Objectives. Reference cards shall be shipped on an as needed basis through the issuance of blanket purchase agreement (BPA) calls.” In the past you have received all of the cards at one time. Will 175,000 sheets be delivered at one time, or are you requesting multiple shipments throughout each year? If it is multiple shipments, do you have an idea of how many shipments it might be? This will affect the shipping costs of these cards.
Answer - OPM prefers to order 150,000 of the sheets at a time to prevent running into the expiration of the shelf life. Also, due to the economy, we are having fewer retirement separations. So, the usage may drop during 2010 and 2011. 150,000 sheets may turn out to be the annual need for now.
Question # 2 - Page 4 discusses the QASP. I am not familiar with QASP, but reading this, it seems as if this would be used for some type of service contract, not a product delivery. I’m not sure how to respond to this or fill out the table on page 6.
Answer – The QASP does not need to be completed for this requirement and can be disregarded.
Question # 3 - Attachment #2 in the back. Does this vendor just fill out the first page, and what’s left to be filled out by OPM?
Answer – The past performance questionnaire (Attachment 2) should be filled out by the offeror’s references and sent to Vito.Bertucci@opm.gov prior to the due date of quotations.
