About this file
This is a Request for Proposals (RFP) issued by the City of Scotts Valley, California, for on-call municipal street sweeping services. The City seeks qualified firms to provide comprehensive street sweeping services for public roadways, bicycle lanes, parking lots, and other City-owned paved surfaces beginning July 1, 2026, for an initial three-year term with an optional two-year extension. The scope of work includes scheduled sweeping according to established routes, on-call and emergency services following storms and special events, debris removal and disposal, equipment maintenance, and compliance with stormwater pollution prevention requirements. The City places particular emphasis on firms with experience in hilly terrain, heavily wooded areas, and communities with significant seasonal leaf fall similar to the Santa Cruz Mountains environment. Qualifications submissions are due electronically through the City's OpenGov Procurement portal by 12:00 a.m. on Friday, September 11, 2026. The question submission deadline is July 20, 2026, with responses provided by July 27, 2026. The selection process includes evaluation by a City selection committee, with potential interviews or requests for additional information for qualified firms.
The RFP does not specify a fixed contract price, as the City intends to negotiate fair and reasonable compensation with the selected firm based on the scope of work and fee proposals from competing consultants. Contract award requires approval by the City Council before execution. Evaluation criteria are weighted equally at 20 percent each across five categories: responsiveness and completeness (10 points), qualifications and previous performance with similar municipalities (10 points), approach and responsiveness capability (10 points), references (10 points), and contract fee (10 points). The City, with an operating expense budget of $30 million and approximately 65 full-time and part-time employees, currently faces significant deferred maintenance challenges due to low property tax revenue from Prop 13 formulas. The contractor must provide all labor, equipment, vehicles, fuel, water, materials, and traffic control necessary to perform services safely and in compliance with environmental regulations. The City reserves the right to terminate the contract with 15 days' written notice and will pay only for services performed and accepted through the termination date.

2) INTRODUCTION
The City is interested in firms with government experience with public agencies of a similar size and services to the City. The City is particularly interested in firms with demonstrated experience providing municipal street sweeping services to public agencies, particularly within the Santa Cruz Mountains and similar topographic and environmental conditions..
3) BACKGROUND
The City of Scotts Valley is in Northern Santa Cruz County in the redwoods of the Santa Cruz Mountains. Located southwest of Silicon Valley, Scotts Valley is approximately 6 miles north of Santa Cruz, 30 miles southwest of
San Jose, and 68 miles south of San Francisco. Scotts Valley is known throughout Santa Cruz County for its natural beauty, proximity to the Silicon Valley, and small-town character – making it an excellent place to live.
The City services include police protection, parks and public works, community development, recreation, wastewater, and City administration including human resources, information technology, and finance. For the fiscal year 2024-2025, the City has an operating expense budget of $30 million and a capital expense budget of
$10 million. The City currently employs approximately 65 full-time and part-time employees.
Since its incorporation in 1966, Scotts Valley has witnessed considerable changes, as local and regional employment opportunities have attracted many new residents to the community. Between 1970 and 2020, Scotts Valley has grown from a small town of 3,621 persons to a community of 11,693 persons in 2020. Due to
Prop 13 formulas, Scotts Valley is a low property tax city, only receiving 6% of the property taxes generated in the City. Since the end of redevelopment, the City has struggled to maintain its infrastructure, resulting in significant deferred maintenance of its streets, parks, wastewater treatment plant and collection system, and
City facilities including a senior center and community center. The City has an ambitious economic development project to build a mixed-use Town Center on 14 acres of vacant land and has significant pressures to facilitate the development of affordable housing both due to market conditions and the most recent RHNA allocations https://procurement.opengov.com/portal/scottsvalley from the State of California. Due to its demographic statistics, Scotts Valley does not meet the criteria as a disadvantaged community making competitive grant opportunities particularly challenging.
4) SCOPE OF SERVICES
4.1 Scope of Services
The City of Scotts Valley is seeking Statements of Qualifications from experienced and qualified firms to provide on-call municipal street sweeping services for City-maintained streets, bicycle lanes, parking lots, and other paved public facilities. The selected firm shall furnish all labor, supervision, equipment, vehicles, fuel, water, materials, traffic control, and incidentals necessary to perform street sweeping services in a safe, efficient, and environmentally responsible manner.
Services shall include, but are not be limited to:

• Sweeping of bicycle lanes, gutters, intersections, medians, cul-de-sacs, and designated parking lots.
• On-call and emergency sweeping services following storms, traffic accidents, special events, construction activities, utility work, or other situations requiring debris removal.
• Removal of leaves, sediment, litter, gravel, glass, vegetation, and other debris from paved surfaces.

• Coordination with City staff regarding scheduling, route modifications, special requests, and emergency response.
