About this file

This is a Request for Proposal (RFP) issued by the County of Sacramento's Department of Waste Management and Recycling seeking on-call environmental construction consulting services to support design, environmental protection, and documentation for environmental remediation and monitoring facilities at three county landfills: Kiefer Landfill, Elk Grove Landfill, and Grand Island Landfill. The scope of work encompasses three primary task categories: groundwater monitoring and extraction well consulting (approximately 40% of contract work), permitting support and design services for contaminated water treatment facilities (approximately 40%), and additional construction support as requested (approximately 20%). The consultant must provide staff including a registered geologist or civil engineer with hydrogeological expertise, a staff biologist, and an electrical engineer. The RFP was released on December 12, 2025, with a question submission deadline of January 2, 2026, question response deadline of January 9, 2026, and proposal submission deadline of January 16, 2026, at 4:00 p.m. via electronic submission through the OpenGov Procurement portal. The initial contract term is 24 months from an anticipated start date of November 1, 2025, with options to extend for up to three additional one-year terms upon mutual consent. No site visits or bidder conferences are specified in the solicitation.

Proposals are limited to ten pages and must include a cover letter, company profile, service delivery plan, key staff resumes with professional credentials and relevant experience, three references, and rate sheets with labor and expense costs effective for the minimum two-year contract period. Proposers must certify independent contractor status (requiring five or more full-time employees), comply with child support enforcement requirements, and acknowledge compliance with employment reporting requirements. The RFP does not designate set-asides for disadvantaged enterprises or specify budget ranges. Pricing must be presented as comprehensive rate sheets including labor, materials, equipment rentals, and applicable markups. The county reserves broad discretionary authority, including the right to award multiple contracts, reject proposals with or without cause, negotiate terms with any proposer, and waive irregularities. Evaluation criteria include quality of proposed services, experience and qualifications of staff, quality of proposal compliance with format and county terms and conditions, and overall cost. All proposals become public record following contract award, though proposers may designate confidential information under California Public Records Act provisions if proper procedures are followed.

Request for Proposal #2025-PURB RFP-0085 Title: On-Call Environmental Construction Consulting Services

1. Introduction

1.1. Summary

The County of Sacramento ("County") is soliciting proposals for on-call consulting services to assist with design, environmental protection, and documentation associated with construction of and improvements to environmental remediation and monitoring facilities at sites operated by the

Department of Waste Management and Recycling in Sacramento County, California.

1.2. Background

Sacramento County owns three landfills which have active groundwater and unsaturated zone monitoring and treatment programs. These are 1) Kiefer Landfill, 2) Elk Grove Landfill, and 3)

Grand Island Landfill. Kiefer Landfill also has active leachate and stormwater management systems. DWMR staff currently performs all routine field and reporting activities for each site. Site documentation, existing monitoring and extraction well information, monitoring reports, and Waste Discharge Requirements (WDRs) for each site are available for review at the State Water Board’s Geotracker website.

Kiefer Landfill

The Kiefer Landfill (KLF) is located near the intersection of Kiefer Boulevard and Grant Line

Road in Eastern Sacramento County. KLF has been in operation since 1967 and has in excess of 30 million tons of waste in place. Approximately 160 acres of the landfill are unlined. 200 acres of landfill are lined, 150 acres of which have been filled. A comprehensive landfill gas

(LFG) collection system has been in operation since 1997. The system currently includes a gas flaring facility, landfill gas to energy plant, and vertical and horizontal extraction wells.

Leachate is currently withdrawn from the landfill and disposed of at a local water treatment and disposal facility. An extensive groundwater and unsaturated zone monitoring network is also in use at the site. Groundwater contamination, primarily by chlorinated ethenes

(currently in the 5 parts per billion [ppb] range), has been attributed to LFG migration, and the site is in corrective action. A 500 gallon per minute (gpm) capacity groundwater treatment system has been in service since 1995. The treatment system discharges to an onsite infiltration basin.

Elk Grove Landfill

The Elk Grove Landfill (EGLF) is located approximately 12 miles south of downtown

Sacramento, near the intersection of Waterman Road and Bond Road. The site is 37 acres in area. EGLF ceased operation in 1977 and received final closure in 1992. The landfill closure consisted of installation of a landfill gas extraction system and placement of a final cover.

Landfill gas is currently being treated by two granular activated carbon (GAC) vessels and discharged to atmosphere. Low levels of volatile organic compounds (VOCs) (primarily chlorinated ethenes, currently in the 1 ppb range) have been detected in downgradient groundwater monitoring wells. As a result of a new regulatory order, in 2024 DWMR commissioned 5 new or converted wells to monitor very shallow groundwater. One of these wells has been initially found to contain low levels of VOCS.

Grand Island Landfill

The Grand Island Landfill (GILF) is located in southern Sacramento County near Isleton. GILF ceased operation in 1979 and a closure cap was installed in 1999. No significant groundwater impacts have been detected at the site. Groundwater and vadose zone monitoring continue to be performed as required by the site’s WDRs.

2.2.2 Proposal format and content

When submitting a proposal, proposers must follow the format and contents detailed in Attachment B.

Failure to do so will likely prolong the evaluation process and could result in a proposal not being considered.

2.2.3 Proposal submission

Proposals must be received BEFORE 4:00 pm on Friday, January 16, 2026 electronically via OpenGov.

Failure to submit a proposal on time may be grounds for rejection of the proposal; however, the County reserves the right, in its sole and absolute discretion, to accept proposals after the proposal due date.

2.2.4 Questions and communication

Questions concerning this RFP must be submitted in the project Q&A section in OpenGov Procurement by 4:00 pmon Friday, January 2, 2026.

2.2.9 Public disclosure of proposal documents

The County will treat all information submitted in a proposal as available for public inspection once negotiations with the selected party have been completed. If copies of proposals are included with

Board materials, the County will make proposals available for public inspection once staff has made a recommendation for award.

If a proposer believes protected data is included in its proposal, the proposer shall clearly identify the data and provide the legal basis in support of the asserted classification. Proposer must present such information separately as part of its proposal OR type in bold red letters the term "CONFIDENTIAL" on that specific part or page of the proposal which proposer believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.

In order for the County to assert the confidentiality of any such information in the event a California

Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. A copy of that written agreement is attached as Attachment 2.

The final determination of whether the County will assert a proposer's claim of confidentiality shall be at the sole discretion of the County. Any information determined to be non-confidential shall be considered public record. If the County determines that your information does not meet the criteria for confidentiality, you will be notified of the County's intent to release the public record pursuant to any

California Public Records Act request.

The proposer agrees, as a condition of submitting its proposal, that the County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the proposal. The proposer agrees to indemnity and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.

2.2.10 Proposer's costs

The County shall not be responsible for any costs incurred by proposer in connection with this RFP.

Proposer shall bear all costs associated with proposal preparation, submission, and attendance at interviews, or any other activity associated with this RFP or otherwise.

2.2.11 Proposer's ideas

To the extent permitted by law, the County reserves the right to use any or all ideas, concepts, or other information provided in any proposals. Selection or rejection of the proposal does not affect this right.

2.2.12 Collusion

If the County determines that collusion has occurred among proposers, none of the proposals of the participants involved in the collusion shall be considered. The County's determination shall be final.

2.2.13 Conflict of interest

The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.

The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer. To avoid a conflict of interest by a proposer, the County may utilize methods including disqualifying a proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The County may, at its sole and absolute discretion, waive any conflict of interest.

3. Scope of Work

The selected consultant will be responsible for the on-call support services related to engineering design, biological (habitat preservation) and environmental pre-design and pre-construction surveys, permitting support, geological logging and well design services during construction, and other tasks related to construction, improvement, or destruction projects.

The consultant’s staff shall include a registered geologist or civil engineer that has significant hydrogeological expertise and has designed and logged groundwater wells, and a staff biologist and an electrical engineer.

DWMR staff will issue task orders for all work to be performed under this contract. One to two-page scopes of work and associated cost proposals will be requested for tasks with well-defined scopes and schedules. Tasks may include any of the following (percentages of contract dedicated to each task category are estimates only):

Task 1 – Consulting Support for Groundwater Monitoring and Extraction Wells (approx. 40%)

New groundwater monitoring wells and/or extraction wells may be installed at DWMR sites.

The consultant would be expected to provide consulting services related to installation of these new wells. At KLF, site assessment of biological resources will be required. Design and boring log preparation for new groundwater wells would be directed by the consultant. Short-term pumping tests for new wells and boreholes may also be designed and directed by the consultant. Short technical memorandums containing summaries of activities conducted, pump test results, and rough estimates of hydraulic conductivity or transmissivity may be requested from the consultant. DWMR is also planning to decommission wells at several sites, and the consultant may be expected to provide assistance in well destruction process design and approval.

Task 2 – Consulting Support for Permitting, Design, and Operation of Treatment Facilities for

Contaminated Water (approx. 40%)

New groundwater extraction facilities are currently being installed at DWMR sites, and more extraction and/or treatment facilities may be needed. These facilities may be tied into existing groundwater treatment systems, or could be standalone systems or hybrid systems. Leachate treatment facilities for PFAS compound removal may also soon be required. The consultant could be expected to provide site assessment, environmental permitting, design services, and/or operational procedures related to this new construction. The consultant’s staff for this work should include biologists, civil engineers, electrical engineers and mechanical engineers. Plans and specifications may be required. The consultant should have experience in both electric and pneumatic powered water pumping systems.

Task 3 – Additional Construction Support as Requested (approx. 20%)

DWMR has, and may receive regulatory or other agency orders for corrective action with respect to its facilities. Existing environmental control facilities may require replacement. The consultant may be asked to assist DWMR staff in pre-design, design, and construction-related support in responding to these specific requirements. Facilities to address PFAS contamination or LFG control/treatment, for example, may be required.

The initial term of the agreement shall be for a 24-month period, based on contract start date

(anticipated November 1, 2025). The agreement may be extended for up to three additional one-year terms upon mutual consent.

4. Evaluation and Selection
