VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under $250K

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-22-AP-5429

1. Contracting Activity: The Department of Veterans Affairs, NCO 6, Hampton VA Medical Center, 100 Emancipation Drive, Hampton, VA 23667; PR# 658-22-3-537-1034

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Clinical Laboratory Microscopes used in the evaluation of patient blood, body fluid, and tissue to diagnose and monitor disease states.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The microscopes for this requirement will replace current/outdated Olympus scopes throughout the clinical laboratory. Scopes will be custom built to support the individual laboratory departments and their technicians/users. Procuring the same brand of scopes will aid in standardization, training initiatives, and eliminate the burden/cost of having different vendors on site for repairs/replacements.

4. Description of market research conducted and results or statement why it was not conducted:

Market research consisted of contacting the OEM in search of any distributors/resellers. The OEM’s only authorized distributor for these products is Alliant Enterprises LLC. To the best of the CO’s knowledge, there is no non-compete agreement between OEM and reseller.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
